RECOMMENDATION
Staff recommends that City Council adopt a resolution authorizing acceptance of grant funding from the U.S. Environmental Protection Agency (EPA) in the amount of $959,752 and execution of all related grant documentation and related grant administration.

INTRODUCTION
The U.S. Environmental Protection Agency (EPA) awarded the City of Beverly Hills a Community Grants Program grant for the Groundwater Wells at La Cienega Park Project.

This grant supports the City’s ongoing efforts to enhance water supply reliability, sustainability, and emergency preparedness through investment in local groundwater resources.

DISCUSSION
The La Cienega Park Groundwater Wells Project consists of the construction of two new municipal groundwater wells designed to improve the City’s potable water supply infrastructure. The wells are expected to produce approximately 500 acre-feet per year (AFY), which will increase the percentage of locally supplied water by approximately 5%.

The project includes:
 Pre-construction planning and permitting;
 Well construction and development; and
 System commissioning and project closeout.

Key benefits of the project include:
 Reduced dependence on imported water supplies;
 Enhanced drought and emergency resilience;
 Increased operational flexibility and redundancy; and  Compliance with state and federal water quality standards.

The project aligns with the City’s broader water sustainability and resiliency goals and will directly benefit Beverly Hills residents by strengthening local water infrastructure as identified in the 2020 Integrated Water Resources Management Plan (2025 Local Supply goal of 23%) and the 2015 Water Enterprise Plan.

The City of Beverly Hills submitted a $3,000,000 request for congressionally directed funding in fiscal year 2024 and received notification of grant award on February 25, 2026 through the EPA-administered Community Grants Program. The grant award will reimburse allowable project costs not to exceed $959,752. The scope of work for the project is eligible for funding under this program. The grant term spans April 1, 2026 through December 31, 2029, during which all project activities must be completed. The EPA grant includes administrative, reporting, procurement, and federal compliance requirements, including quarterly reporting, reimbursement documentation, and adherence to federal contracting and domestic sourcing regulations.

FISCAL IMPACT
The grant is reimbursement-based, requiring the City to incur eligible expenses and submit documentation for reimbursement. Grant funds received as reimbursement will supplement additional City funds necessary to implement the La Cienega Groundwater Wells project. This additional funding is programmed through existing Capital Improvement Program (CIP) allocations (00916 La Brea Basin Well Development) and/or other eligible local funding sources. The grant funding will reduce reliance on General Fund expenditures for the project.
