STAFF REPORT
Meeting Date: June 9, 2026
To: Honorable Mayor & City Council
From: Gregory W. Barton, Fire Chief
Subject: Community Wildland Protection Plan
Attachments: 1. Community Wildland Protection Plan Draft
INTRODUCTION
As an integral part of the Fire Department’s Community Risk Reduction approach, it has developed the City’s first-ever Community Wildland Protection Plan (CWPP). The plan is the last critical piece needed to provide an effective blueprint in wildfire preparedness, bolstering community engagement, and in furthering efforts to address threats of wildfire in the properties located in the Very High Fire Severity Zone (VHFHSZ).
FISCAL IMPACT
The consulting cost was $143,000. The California Fire Safe Council (CFSC) awarded the Fire Department $50,000 while the remaining amount of $93,000 was derived from the Fire Department’s existing Fiscal Year 2024/2025 expenditure budget.
DISCUSSION
The City is a recognized Firewise USA community and serves as the longest recognized Firewise community in the State of California. On March 4, 2025, the City Council approved an agreement with FlameMapper, LLC to facilitate the CWWP creation. This completes the last remaining document needed to further enhance the Fire Department’s fire mitigation efforts. It encapsulates life-saving measures and protection of properties, feedback from community survey and core team, technical analyses, including identification of safety zones in at-risk areas located in the VHFHSZ and wildland urban interface, in the event of a major wildfire.
