INTRODUCTION
Assembly Bill 481 (“AB 481”) (Government Code sections 7070 et seq.) addresses the funding, acquisition, and use of military equipment by California law enforcement agencies. Effective January 1, 2022, AB 481 requires law enforcement agencies to obtain approval from their governing body before acquiring any new type of or additional military equipment, as well as approval or renewal of the established policy after an annual review by an ordinance.
September 16, 2025, the City Council adopted Ordinance No. 25-O-2922, renewing approval for the Beverly Hills Police Department’s (“Department’s”) existing Policy 706 and Military Equipment Use Inventory. September 16, 2025, the City Council adopted Ordinance No. 25-O-2921, authorizing the acquisition of new equipment to be added to the Military Equipment Use Inventory.
DISCUSSION
A law enforcement agency is required to submit a proposed military equipment use policy to its local governing body at least 30 days prior to any public hearing concerning the military equipment pursuant to subdivision (b) of Government Code Section 7071. An agency must also submit an annual report on each type of military equipment for the review and approval of the governing body. In addition, the agency must post these materials on the City website, and hold at least one well-publicized and conveniently located “Community Engagement Meeting” within 30 days of submitting these materials to the governing body.
The Department submits the BHPD Military Equipment Use Policy and BHPD Military Equipment Annual Report for City Council’s review and will present on the matter at this meeting.
The Department also intends to hold a Community Engagement Meeting on June 23, 2026, pursuant to subdivision (b) of Government Code 7072, to provide the general public the opportunity to discuss and inquire into the Department’s funding, acquisition, or use of military equipment.
The Department anticipates that it will introduce its Military Equipment Use Ordinances, renewing the use of existing military equipment and approving the acquisition of new equipment, including the replacement of consumables and other existing equipment, at the City Council Formal Session on July 21, 2026.
Review Standards
At a future meeting, the City Council may approve an ordinance to renew the Department’s Military Equipment Use Ordinance, as well as request additional equipment, only if it finds that the Department has complied with the following standards pursuant to subdivision (d)(1) of Government Code section 7071:
The military equipment is necessary because there is no reasonable alternative that can achieve the same objective of officer and civilian safety. The proposed military equipment use policy will safeguard the public’s welfare, safety, civil rights, and civil liberties.
If purchasing the equipment, the equipment is reasonably cost-effective compared to available alternatives that can achieve the same objective of officer and civilian safety.
Prior military equipment use complied with the military equipment use policy that was in effect at the time, or if prior uses did not comply with the accompanying military equipment use policy, corrective action has been taken to remedy nonconforming uses and ensure future compliance.
FISCAL IMPACT
The costs associated with the information contained in the submission of the Use Policy and Annual Report are accounted for and funded through the current fiscal year budget appropriations. No additional funding is requested for the operation, maintenance, or acquisition of this equipment.
RECOMMENDATION
Staff recommends that the City Council receive and review the Beverly Hills Police Department’s proposed Military Equipment Use Policy and Annual Report, pursuant to Assembly Bill 481 (Government Code sections 7070 et seq.), and provide direction regarding the Department’s continued use of existing military equipment and proposed acquisition of additional equipment as outlined in the attached materials (if applicable).
The Department does not intend to request new military equipment at this time.

Description
The total weight of the M30, which includes two batteries, is 3770 + 10 g. That’s only a little over eight lbs., compared to the Matrice 300 RTK, whose take-off weight is nearly 20 lbs.
The Matrice 30 condenses from unfolded dimensions of 470x585x215 mm (LxWxH) to folded dimensions of 365x215x195 mm – that’s approximately 18.5x23x8.5 inches to 14.5x8.5x7.5 inches, respectively.
Pinned up against the Mavic 3 (approx. 1.7x11x4.2 inches unfolded; 8.7x3.8x3.6 inches folded), it's much larger, but still incredibly compact.
Due to its relatively small size, this drone can easily be carried in a pack and transported to even the most remote locations.

Teledyne FLIR Black Hornet 3 PRS Drone
Description Nano Unmanned Aerial Vehicle (UAV) Personal Reconnaissance System Quantity 10
Capability Immediate Covert Aerial Awareness: The Black Hornet 3 PRS provides authorized personnel with immediate close-range aerial situational awareness from a compact hand-launched platform. The system is nearly silent and visually discreet, allowing operators to assess areas without drawing significant attention. The lightweight system is designed to be carried by personnel and launched quickly from the field, reducing delays associated with larger drone systems requiring setup, transport, or extensive launch space.
Live Video and HD Still Images: The aircraft transmits live video and highdefinition still imagery directly to the operator, allowing real-time scene assessment, evidence documentation, search support, and tactical planning. The Black Hornet 3 utilizes daylight and thermal/infrared imaging technology, allowing operations during daylight, darkness, and reduced-visibility environments.
Officer Safety Enhancement: The system allows officers to inspect elevated, obstructed, or potentially dangerous areas prior to physical entry, reducing unnecessary exposure to hazards. It can be used in confined spaces, alleyways, parking structures, rooftops, yards, courtyards, wooded areas, and other locations where larger UAV systems may be less practical.
Low Acoustic Signature: The nearly silent flight profile allows discreet observation during surveillance, barricaded suspect incidents, perimeter containment, tactical planning, or searches.

Description
The Colt LE901 modular semi-automatic carbine is a recent development of the famous American small arms making company, Colt. It is built for civilian and law enforcement use, to provide shooters with a weapon that has familiar AR-15-style ergonomics and handling but can be easily converted between the two most popular rifle calibers – 7,62×51 / .308 Winchester and 5,56×45 / .223 Remington. The 7.62mm caliber option offers more extended range and better terminal effectiveness at the cost of greater weight, more pronounced felt recoil, and limited magazine capacity (usually 10 or 20 rounds).
Purpose The 901 platform is equipped with magnified optics and can be utilized to take precision shots at intermediate to long ranges. It shoots a .308 caliber bullet that is bigger and heavier than a typical .223 caliber bullet from an AR-15.
