INTRODUCTION
This report is submitted for City Council consideration to accept the completed contract work for the Beverly Hills Sidewalk Restoration Project Phases I and II and to authorize the City Clerk to record the Notices of Completion (Attachments 1–2) with the Los Angeles County Recorder. These projects delivered localized sidewalk removal and replacement at priority locations Citywide to improve pedestrian safety, maintain accessibility in accordance with the Americans with Disabilities Act, advance the City’s ongoing sidewalk remediation efforts, and they support the City Council’s Strategic Priorities related to increasing pedestrian safety and maintaining public facilities and infrastructure.
DISCUSSION
Sidewalk Restoration Project Phase I
Phase I of the Beverly Hills Sidewalk Restoration Project was implemented as part of the City’s ongoing sidewalk inspection and repair efforts to improve pedestrian safety and reduce trip-and-fall hazards. The project addressed sidewalk segments requiring full removal and replacement due to tree-root uplift, cracking and structural failure associated with age and ground movement, and locations where prior mitigation methods were no longer feasible because of insufficient remaining concrete thickness.
To deliver the work efficiently, the City solicited bids through the California Uniform Public Construction Cost Accounting Act (CUPCCAA) process, using the City’s pre-qualified contractor list, and awarded the project to Paveco Construction, Inc., the lowest responsible bidder. The work consisted of localized concrete removal and replacement at twenty-two (22) priority locations throughout the City, encompassing over 1,600 square feet of sidewalk, and was constructed in accordance with the approved plans and specifications for sidewalk reconstruction.
Public Works staff inspected the work and are satisfied that it was completed in accordance with the construction documents.
Sidewalk Restoration Project Phase II
Phase II continued the City’s multi-year sidewalk remediation strategy and focused on priority locations identified through Citywide inspections. Phase II targeted a defined set of high-priority sites based on severity of damage, pedestrian exposure, and the inability to apply further temporary mitigation.
The City again utilized the CUPCCAA process to solicit bids from pre-qualified contractors and awarded the project to Gentry General Engineering, Inc., the lowest responsible bidder. The work consisted of localized concrete removal and replacement at twenty-one (21) priority locations throughout the City, encompassing over 1,800 square feet of sidewalk, and was constructed in accordance with the City’s approved plans and specifications for sidewalk reconstruction.
Public Works staff inspected the work and are satisfied that it was completed in accordance with the construction documents.
