AGENDA REPORT
Meeting Date: June 9, 2026
Item Number:

To: Honorable Mayor & City Council
From: Daren Grilley, Assistant Director of Public Works/City Engineer William Hamilton, Senior Management Analyst
Subject: RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY

HILLS ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR
2026-27 FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
Attachments: 1. Resolution

RECOMMENDATION
Staff recommends City Council approve the Resolution to adopt a list of projects for Fiscal Year 2026-27 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017 (SB 1).

INTRODUCTION
SB 1 increased fuel taxes and vehicle registration fees to raise funds for transportation infrastructure maintenance projects. Since November 2017, the State Controller has been depositing portions of these funds into the Road Maintenance and Rehabilitation Account (RMRA). The RMRA funds are apportioned by formula to eligible cities and counties for basic road maintenance, rehabilitation and critical safety needs on local street and road systems. The California Transportation Commission (CTC) is the agency responsible for administering this program in accordance with the Streets and Highway Code provisions set forth in SB 1.

Meeting Date: June 9, 2026

DISCUSSION
The SB 1 program guidelines require that eligible cities and counties submit a resolution each year that includes a list of projects proposed to be funded with the RMRA funds (even if the project list remains the same as in prior years).

In prior years, RMRA funds were used to partially fund the City of Beverly Hills’s large annual citywide paving projects. In recent years, the State began requiring the City to identify specific streets in its annual project list. Completed projects funded, in part, by RMRA funds include Burton Way resurfacing and the full reconstruction of Copley Place.

Staff recommends the following projects be funded using SB 1 funds for Fiscal Year 2026- 27:

Street & Alley Improvements
 Project Description: Grind & overlay; spot pavement reconstruction; curb ramp reconstruction; curb & gutter repairs; spot sidewalk repairs  Project Location: Elevado Avenue from Doheny Drive to Palm Drive; Elevado Avenue from Foothill Drive to Beverly Drive; Elevado Avenue from Trenton Drive to Roxbury Drive; Rexford Drive from Santa Monica Boulevard to Sunset Boulevard; Rodeo Drive from Lomitas Avenue to Sunset Boulevard; Elm Drive from Clifton Way to Dayton Way; Linden Drive from Charleville Boulevard to Wilshire Boulevard Beverly Drive and Rexford Drive Intersection Improvements  Project Description: New signalized intersection; new sidewalk, curb and gutter; curb ramps; asphalt grind and overlay
 Project Location: Beverly Drive from Rexford Drive to Coldwater Cañon Drive The City must submit its Fiscal Year 2026-27 project list via an approved Resolution to CTC no later than July 1, 2026, to be eligible for funding. The project list does not restrict the flexibility of an eligible city or county to fund projects in accordance with local needs and priorities, so long as the projects are consistent with RMRA priorities.

Eligible RMRA projects can include, but are not limited to, the following:
 Road maintenance and rehabilitation;
 Safety projects;
 Railroad grade separations;
 Complete street components, including active transportation purposes, pedestrian and bicycle safety projects, transit facilities and drainage and storm water capture projects in conjunction with any other allowable project; and  Traffic control devices.

FISCAL IMPACT
The RMRA funding is an additional revenue source for the maintenance of local streets and roads as a result of SB 1, which the Governor authorized in April 2017. Since the program’s inception, the City has received a total of approximately $4.9 million in RMRA funding with payments received on a monthly basis. The current uncommitted available fund balance is approximately $500,000, and the Fiscal Year 2026-27 allocation for the City of Beverly Hills is projected to be $917,486. This projection was prepared in January 2026 by the California Local Government Finance Almanac based on California Department of Finance statewide revenue.

Meeting Date: June 9, 2026

The RMRA program provisions allow agencies to accumulate SB 1 funding over multiple years to help cover the cost of planned projects. The City is currently using a combination of RMRA, Gas Tax, County Transportation Tax and General Fund monies to fund street repaving projects at various locations.
