RECOMMENDATION
Staff recommends that City Council approve Amendment No. 9 to an Agreement with Psomas to provide as-needed engineering services related to the D (Purple) Line Extension Project, Segments 1 and 2; and approve a purchase order in the amount of $3,983,200 for the period of July 2026 through December 2027, bringing the total contract amount to a not-to-exceed total of $41,901,200.
INTRODUCTION
On May 16, 2017, City Council approved an agreement with Psomas to provide as-needed engineering services for the D (Purple) Line Extension Project, Segments 1 and 2. The initial agreement (Agreement No. 217-17) provided funding for services in an amount not to exceed $5,997,265. Between 2018 and June 2025, City Council approved Amendment Nos. 1 to 8 providing additional funding through each Fiscal Year up to June 30, 2026, for a total contract amount not to exceed $37,918,000. Amendment No. 9 proposes additional funding to cover essential services through December 2027. In accordance with the terms of the Memoranda of Agreement (MOA) for the two project sections, Metro will reimburse BEVERL
HILLS

Meeting Date: June 9, 2026
the City for the cost of Psomas’ services associated with the D (Purple) Line Extension Project.
DISCUSSION
Since 2014 when the D (Purple) Line Extension design and utility investigation began, the City utilized transportation expert consultants to provide engineering design, construction management, oversight, and community outreach. These resources are critical for managing the day-to-day coordination required by the Metro D (Purple) Line project, particularly during the remaining construction phases within the City of Beverly Hills’ rightof-way.
Psomas was selected through a Request for Proposals (RFP) process in 2017 to provide as-needed engineering, including design coordination, constructability and construction schedule review, field inspections, project management, presentations, and public relations, and related services for the City to facilitate the implementation of the D (Purple) Line Extension Project.
July 2026 to December 2027 Forecast
While the Wilshire/La Cienega Station opened on May 8, 2026, work will continue through fall 2026 for street restoration and punch-list items. Final paving along Wilshire Boulevard between Stanley Drive and San Vicente Boulevard is anticipated in fall 2026. In Section 2, street restoration near the Beverly Dr Station is expected by November 2026 with additional repairs and paving work west of Beverly Drive continuing into spring 2027 along with collection of project close-out related documents until fall 2027.
Based on these schedules, staff utilized Metro’s "Form 60" – a document that provides a detailed summary of the estimated costs by categories including labor, overhead, contractors, and other direct costs – to forecast a budget of approximately $3,783,178 for Section 1 and 2 Psomas-related engineering services for FY 2026/27. Metro pre-approved these estimates in April and is expected to release the annual work order in the third quarter of 2026. Per the terms of the current MOAs for work at both the Section 1 and 2 Stations, the City will continue to request monthly Metro reimbursement for staff and consultant support related to the D (Purple) Line Extension Projects budgeted in the annual work orders.
Other Engineering Services
Certain work requested by the City is not eligible for reimbursement by Metro, as it is not considered essential to the completion of the D (Purple) Line Extension Project. This scope includes additional infrastructure enhancements near station entrances and specific improvements requested and approved by City Council. To address ongoing construction impacts, Council awarded a Capital Improvement Project for the Wilshire Boulevard and Vicinity Street Rehabilitation, funded by the Metro violation fund starting in December 2025. This project, which began construction in March 2026 and is slated for completion by the second quarter of 2027, includes multiple curb ramp replacements, traffic signal relocations, asphalt resurfacing, and striping. Psomas provided the design for these improvements, and continued services are required for design modifications in the event of unforeseen conditions and for as-built documentation. These costs, along with broader design and first/last mile station enhancements totaling approximately $200,022, will be funded directly by the City or the Metro violation fund as appropriate.
Considering Psomas’ work performance, long-term history, and in-depth knowledge of the D (Purple) Line Extension project, along with the forecasted permanent City infrastructure Meeting Date: June 9, 2026
restoration and the processing of project acceptance and close-out records through the end of 2027 for both stations, staff recommends the City continue retaining the services of Psomas in order to maintain the current level of performance, quality, and day-to-day coordination services for the City.
FISCAL IMPACT
The majority of costs associated with this amendment will be reimbursed by Metro per the existing MOAs. Other as-needed engineering services related to enhancements near the Metro sites ($200,022) will be funded by the City or the Metro violation fund as appropriate.
This amendment will require an appropriation of $3,983,200 from the General Fund to the ongoing contractual services account (No. 001-12401-731220), which is included in the FY 2026/27 Proposed Budget for Council approval. This appropriation would issue a purchase order for Psomas in the not-to-exceed amount of $3,983,200 for the period of July 2026 through December 2027. Any unused funds at the end of the fiscal year will be returned to the General Fund as has been done in prior years.
