All three should be required to be included in the audit statements. Only one of the papers provided summaries for all three.
But the conceptual framework of digital circulation needs to be established several months prior to the initiation of the audit.
Last, a provision should be added to the contract that if a paywall exists now or in the future, any IP address or email reflecting City of Beverly Hills should have unlimited access to that newspaper.
This is especially important because various departments need access, including, perhaps most importantly, the Beverly Hills Library. There is not a reason public should not have digital access to the Courier through the library.
The City is paying for public notices for both print and digital, and the public should have access to both.
