INTRODUCTION
The Metro D Line Wilshire/La Cienega Station opened on May 8, 2026. Beverly Hills is now temporarily functioning as an end-of-line station until Metro extends service farther west. It is anticipated that Beverly Hills will remain an end-of-line station for approximately one year. In preparation for and response to station opening, the Fire Department’s Human Services Division has been leading coordinated efforts among the Beverly Hills Outreach Team and City partners to proactively address quality-of-life concerns and monitor operational impacts associated with end-of-line activity.

The staff presentation will outline key observations, operational updates, and preliminary findings from the first 30 days of station operations.

DISCUSSION
A phased approach has been implemented to guide the City’s End-of-Line Homelessness Response Plan. This structure allows staff to strategically deploy resources, monitor real-time conditions, and adjust operations as needed while maintaining flexibility during the interim period in which Beverly Hills functions as an endof-line station. The implementation timeline is as follows:

Phase 1- Pre-Opening Preparation (Completed May 8, 2026)  Finalize interdepartmental response protocols.
 Continue coordination with Metro and outreach partners.  Complete outreach materials and written communications  Begin proactive business outreach and Trespass Authorization collection.  Begin outreach to residents and schools.
 Finalize data-tracking and reporting framework.

Phase 2- Initial Station Opening (First 30 Days of Operations)  Deploy coordinated outreach and monitoring during peak end-of-line hours.  Maintain consistent field presence and business check-ins.  Monitor offloading frequency and operational conditions in real time.  Hold weekly collaboration meetings to assess impacts and adjust deployment.

Meeting Date: June 23, 2026

Phase 4 - Ongoing Operations
 Maintain routine monitoring and evaluation.
 Continue adaptive response as conditions evolve.
 Return to Council with updates, operational recommendations, or resource needs if warranted.

Phase 2 Update- First 30-Days of Operations
Phase 2 began May 8, 2026, and marked the beginning of the City’s first 30 days of operations. Staff have been actively collecting data and coordinating in real time with our Beverly Hills Outreach Team, public safety personnel, and operational partners to monitor activity surrounding the Wilshire/La Cienega Station. Staff have continued proactive outreach efforts, overnight monitoring, business outreach, and interdepartmental coordination to ensure rapid response to quality-of-life concerns and emerging operational trends. Early findings will be shared during staff presentation.

FISCAL IMPACT
There is no immediate financial impact anticipated, as the current outreach strategy has primarily relied on existing City resources. Staff will continue monitoring resource demands and return with operational recommendations and budget refinements if necessary.

RECOMMENDATION
Staff will continue monitoring station activity, conducting proactive business outreach, coordinating with Metro, and refining operational protocols. Council feedback and direction received during this update will be incorporated into future implementation of the End-of-Line Readiness Plan.
