STAFF REPORT
Meeting Date: June 23, 2026
To: Honorable Mayor & City Council
From: Daren Grilley, Assistant Director of Public Works/City Engineer Alison Wehrle, Senior Management Analyst
Subject: Restroom Analysis for Parking Structure Located at 333 North Crescent Drive and 9361 Dayton Way
Attachments: 1. Throne Data Report Through March 2026

INTRODUCTION
In August 2025, the City initiated a temporary pilot project to install a high-tech prefabricated restroom facility from Throne Labs, Inc. at the parking structure located at 333 North Crescent Drive/9361 Dayton Way to address hygiene and sanitation concerns stemming from misuse of the parking structure stairwells. The Throne facility has seen increased usage over time, demonstrating a continued need for a convenient restroom option in this parking garage. City staff was asked to examine options how restroom facilities may be offered to the public at this location. This report discusses three options that were evaluated and seeks City Council direction on how to proceed.

DISCUSSION
The City-owned parking structure at the corner of North Crescent Drive and Dayton Way offers above-ground parking accessible from the Crescent side entrance and street-level and underground parking accessible from the entrance on Dayton Way. The structure offers the first hour of free parking from either entrance, along with the option of purchasing monthly parking. Both sides of the structure see high usage from both transient and monthly parkers, and the Crescent Drive portion of the structure is closed on Sundays, while the Dayton Way side is open seven days per week.

In 2025, staff became aware of repeated instances of human waste deposited in the stairwells of this garage. Some of the individuals observed are believed to be employees of local businesses who frequently loiter in the garage, consume alcoholic beverages, and use the stairwells as a restroom. Power washing efforts were increased in that garage to combat the unpleasant odors, along with seeking out options to provide convenient restroom access.

After researching options, a portable restroom facility from Throne Labs, Inc. was brought in to provide a sanitary option for individuals in the parking structure. The City had very positive results using the same type of portable facility at Will Rogers Park during the restroom reconstruction project.

The features offered by the Throne facility include:
 Free public access through a mobile phone app, text message, or tap card;  Running water sink, flushing toilet, climate control, robust ventilation, diaper changing station, optional exterior cameras, and graffiti-resistant wrap;  Daily professional cleaning and maintenance, restocking of all consumables and supplies;
 Ability for users to easily report issues and rate cleanliness;  Secured access and facility monitoring to discourage unwanted behaviors;  ADA accessibility; and
 Quick deployment and installation without the need for connection to water, sewer, or power (solar option).

These features ensure safety for users, discourage loitering and misuse, and make it easy for users to provide feedback. As part of this pilot project, the City opted to add an antigraffiti wrap, an external camera, and have the facility professionally cleaned by Throne Labs, Inc. three-to-four times daily as part of the top-of-the-line “The Scrub” package.

Throne’s maintenance packages include the cost of all consumables (paper towels, tissue, hand soap, etc.), along with preventative maintenance at varying intervals, dependent on the option chosen. This would remain a lower cost option than maintenance through the City’s janitorial contract. It is important to note that the Throne has proprietary anti-loitering technology and other safety features that cannot be readily replicated by the City with a traditional bathroom and janitorial day porter.

The ground floor level of the Dayton Way side of the parking structure was selected for placement of the restroom unit due to the flat surface and the strong support beams underneath that area. Prior to installation, City staff conducted outreach in the form of mailed notices to businesses within 500 feet of the parking structure, including the businesses whose rear exits open to the ground level of the structure.

Since being installed in August 2025, the Throne facility has seen more than 6,700 uses with almost one-third of users being return visitors. Monthly usage has increased over time from 23 average daily uses in August 2025 to 40 average daily uses through May 2026.

The restroom sees the highest level of usage on Thursdays, Fridays, and Saturdays, and the overall uptime for the unit within operational hours of 7:00am to 2:00am daily is 93.46% (regular cleaning and maintenance contribute to downtime). The restroom has had a very low misuse rate with only 0.58% of users banned due to repeated misuse, such as loitering, vandalism, or smoking.

For privacy reasons, the Throne facility does not have interior cameras; however, the unit does have sensors that will not allow a user to stay in the facility for longer than 10 minutes.

The unit will repeatedly alert the user of the time limit before the door automatically opens to discourage misuse. The City’s current agreement with Throne Labs, Inc. is in effect through June 30, 2026.

Continue with the Throne Restroom Unit
The City could extend the current contract with Throne Labs, Inc. with the ability to choose to either maintain or reduce the current cleaning schedule to a lower level. Currently, the City is utilizing the highest-level service, known as the “The Scrub” package (Table 1).

Staff recommends trying a lower level of maintenance (“The Hub”). If this option provides an acceptable level of cleanliness, it would reduce the annual cost by $24,000. To improve the external appearance of the unit, the wrap on the unit could be changed to display Beverly Hills branding.

Build a New Restroom
Staff also examined the option of building a new restroom that meets ADA compliance requirements in an alternative location in the structure. The Architectural Services division has examined the option of adding walls and a ceiling to create a new restroom facility that could be available to the public on the ground floor of the Crescent Drive side of the garage. The estimated cost to build the single-stall facility would be approximately $125,000 plus an additional $140,000 for an industrial grinder within the plumbing due to the frequency of improper items being inserted into the fixtures at other public restrooms throughout the City, bringing the total cost to around $265,000.

Should Council prefer this option, staff recommends staffing the facility with a dedicated Day Porter to handle cleaning, deter misuse, loitering, or vandalism. Unlike the Throne facility, a standard restroom lacks the proprietary access controls, time-limit sensors, and monitoring features that deter misuse, making on-site attendants necessary to address sanitation and security concerns. The estimated cost through the current janitorial maintenance agreement with Merchants Building Maintenance, LLC, for a 10-hour shift for the restroom attendant would be $419.15 per day, totaling $153,000 per year for staffing.

Modify the Existing Restroom (Not Feasible)
The parking structure located at 333 North Crescent Drive/9361 Dayton Way currently has a restroom near the entryway on the Crescent Drive side that is currently accessible only to parking staff members. This existing restroom is not ADA compliant and would not be able to be opened to the public for use as-is. Staff looked into expanding the restroom into the adjacent area that is currently used as a janitorial closet to meet ADA compliance.

Unfortunately, there is significant electrical infrastructure located inside the wall between the existing restroom and the janitorial closet, making this option infeasible.

Increase Janitorial Services In Lieu of Restroom Facility (Not Recommended) The option of removing the restroom unit and instead increasing the frequency of cleaning the stairwells was also considered. Staffing costs are estimated at $153,000 per year, consistent with the Day Porter position described above. This option would not ensure sanitary conditions or reliably protecting parking patrons from potentially encountering human waste. Additionally, basic janitorial services are insufficient to address incidents of this nature, which typically require chemical treatment and pressure washing. For these reasons, this option is not recommended.

FISCAL IMPACT
Continue with the Throne Restroom Unit
Should Council choose to continue with a Throne Labs, Inc. facility, the annual cost would range between $51,000 and $96,000, depending on the desired level of service. Staff recommends starting the new agreement at the second-tier maintenance option (“The Hub”) at a cost of $72,000 per year. Only if warranted, the agreement would be amended to the higher level of maintenance (“The Scrub”) at $96,000 per year. This cost would include consumable supplies (hand soap, paper towels, tissue, etc.), along with preventative maintenance and cleaning services. The cost for extra amenities, such as an exterior camera, custom wrap, etc. would need to be re-negotiated with the vendor.

Build a New Restroom
A new restroom in the 333 North Crescent Drive portion of the garage would cost $125,000 for the structure and fixtures plus $140,000 for the cost of an industrial grinder and new backwater valve to be placed in the plumbing. Consumable supplies would cost an estimated $2,500 per year. The recommended Day Porter position staffed 10 hours per day by the City’s vendor Merchants Building Maintenance, LLC, would be about $153,000 annually. The total for this option would be $265,000 for the build and $155,500 for ongoing costs of staffing and consumables.

RECOMMENDATION
Staff recommends that City Council approve continuing with the Throne facility at the 333 North Crescent Drive/9361 Dayton Way garage. The Throne facility has demonstrated consistent and growing usage, proven effective at addressing sanitation concerns in the parking structure, and represents the most cost-effective option for continued public restroom access at this location.

If approved, staff will negotiate an agreement with Throne Labs, Inc. within the City Manager’s purchasing authority.
