INTRODUCTION
Pursuant to California Public Contract Code Section 20169, the City conducted its annual competitive bid process for legal advertising services. While the bid process is required only for legal notices, the City has continued its longstanding practice of including display (non-legal) advertising services within the same solicitation.

This report presents the results of the bid and staff’s recommendation to award Request for Bid (RFB) No. 27-070-01 to BH Courier Acquisition, LLC. The report also recommends approval of agreements and issuance of purchase orders to BH Courier Acquisition, LLC (Courier), Beverly Hills Weekly (Weekly) and Beverly Press/Park La Brea News (Beverly Press) for the publication of legal notices, display advertisements, and other City notices during Fiscal Year (FY) 2026-27.

DISCUSSION
At the June 9, 2026, City Council Study Session, staff presented the responses to the Legal Notices and Display Advertising RFB 27-070-01 submitted by the Courier, Weekly and Beverly Press. Representatives from all three publications were in attendance. At the meeting, the following was determined:
 The City Council accepted the Advertising and Notices bids from all three newspapers.
 The City Council accepted the audit year methodology from the past year as FY 2026-27 is a non-audit year.
 The City Council agreed to award all legal and display advertising to the Beverly Hills Courier based on a combined formula of circulation and costs.  The City Council agreed to continue the allocation and distribution of as-needed City legal notice and display advertising to the Weekly and Beverly Press, contracting with each at the Beverly Hills rate of circulation compared to the Courier’s.

Meeting Date: June 23, 2026
Additional Feedback
In addition, City Council emphasized the need to modernize the bid evaluation process and evaluate how digital readership should factor into the bid award process for future audits. The corresponding audit period for the Fiscal Year 2027-28 bid cycle will be October 1, 2025, through September 30, 2026. They identified the following items for consideration:
 Incorporate digital readership, online engagement, social media reach and subscription metrics into future bid evaluations to help refine the bid evaluation methodology.
 Explore separate evaluation criteria for legal notices and display advertising to better align advertising placements with the intended audience and outreach objectives.
 Review potential solutions for providing the City and Beverly Hills Library with access to local digital publications that require subscriptions. Incorporate staff feedback regarding newspaper performance.
 Evaluate publications' reach beyond Beverly Hills and consider a broader range of publications for certain display advertising campaigns.

FISCAL IMPACT
The FY 2025-26 Schedule of Rates for all three publications is included below and detailed in Exhibit B of each publication’s proposed agreement.

FY 2025-26 Schedule of Rates

1/2-Page $ 1,265 $ 772 $ 430
Full Page $ 2,271 $ 1,385 $ 772
Item 2 - Display advertising
(Color)
1/4-Page $ 873 $ 533 $ 297
1/2-Page $ 1,514 $ 924 $ 515
Full Page $ 3,028 $ 1,702 $ 952

Item 3 - Legal/Classified ads $13.90 $8.48 $4.73
Meeting Date: June 23, 2026
The City Clerk Office’s FY 2026-27 budget for legal advertising and notices remains unchanged at $112,482. The Citywide FY 2026-27 budget for display advertising is $549,958. The total legal and display advertising budget is $662,440. The City Clerk’s Office will continue to manage the legal advertising budget, while the Communications Office within the Policy and Management Department will retain responsibility for the non-legal/display advertising budget.

As the awarded bidder, the Courier will serve as the City’s primary publisher for legal notices and display advertising during Fiscal Year 2026-27. Consistent with City Council direction, the remaining two bidders (Weekly and Beverly Press) may receive advertising placements on an as-needed basis to support specific outreach objectives or target audiences.

The City also retains the discretion to place non-legal display advertisements, such as promotional advertisements for City programs, services, and events, in any publication regardless of participation in or award through the bid process. Because adjudication is not required for display advertising, funds budgeted for display advertisements are not limited to the contracted publications and may be used for other newspapers, digital media, or alternative advertising and outreach efforts as deemed appropriate.

Staff requests that the City Council approve a FY 2026-27 blanket purchase order in the amount of $254,335 for the Courier, based on the rates they submitted. Staff also requests approval of blanket purchase orders totaling $159,120 for the Weekly and $120,245 for the Press, each based on their Beverly Hills rate of circulation compared to the Courier’s. All purchase orders will automatically expire on June 30, 2027.
