INTRODUCTION
The Beverly Hills Civic Center, dedicated in 1990, comprises an ensemble of five of the City’s landmark municipal buildings and two public parking structures. The Police Facility, Fire Station Headquarters, and the Library are connected around the Boat Court and Palm Court plazas, and to the historic City Hall structure, via a network of walkways, which unify the campus and create a cohesive landmark civic identity. These exterior walkway railings need improvements to meet pertinent building code requirements and to ensure public safety in the form of fall protection. The design was created by the celebrated post-modern architect Charles Moore alongside Campbell & Campbell landscape architects and urban designers. The Beverly Hills Civic Center was legally permitted in 1986 under the applicable building codes of that era. The primary objective of the Civic Center Railings Improvements Project (Project) is to upgrade existing guardrails to meet current building codes.
DISCUSSION
The base scope of work for this Project aims to remedy the numerous exterior railings that fail to meet current code standards. The primary areas of non-compliance are related to the open spacing of the existing railing balusters, which were originally designed and constructed approximately eight inches (203.2mm) apart. These openings do not comply with the intent of the California Building Code (CBC) Section 1015.4 that regulates opening limitations. The CBC requires that the railing balusters must not have openings that allow passage of a four-inch (102mm) diameter sphere from the walking surface up to the required guard height.
To rectify the non-compliant openings, the Project will install intermediate balusters equidistant between the existing balusters to reduce the openings size to less than four inches (102mm). The modifications will be minimal and compatible with the aesthetic of the original design. The new balusters will be of the same shape, material and color as the existing ones. They will also be thinner (1/2” square) than the existing (3/4” square) to maintain the modular emphasis and proportions of the original design. Once the new balusters are welded in place, the entire railing stock, including the handrails, will be painted in the same original color and sheen. Existing rusted railing post bases will also be replaced as part of the Project.
Staff prepared in-house design drawings and specifications, and two alternates were listed on the Bid Form as follows:
The base bid includes railings upgrades around the elevated walkways that connect the Civic Center Garage, the Police Facility, and the Library (Boat Court); two alternates were included in the bid documents.
Alternate #1: Additive alternate to include ancillary areas at the Fire Station and City Hall (Palm Court).
Alternate #2: USA-made steel shall be an additive alternate cost due to fluctuations in the market for imported steel.
On May 26, 2026, bid documents (Bid# 26-350-34) were distributed via PlanetBids to all prequalified ornamental metal contractors on the City’s list. Three of those companies obtained bid documents and attended the mandatory pre-bid job walk held on May 12, 2026, as well as a second job walk on May 14, 2026. On May 26, 2026, only one bid was received as follows:
Meeting Date: June 23, 2026
Precision Iron Works
Base Bid $139,000
Alternate #1 $76,000
Alternate #2 $0
20 days delay $52,000
Basis of
Selection:
$267,000
Staff recommends including Alternate #1 under the contract for this work, and the bidder only procures steel material from USA-made vendors; therefore, there is no additional cost for Alternate #2.
The bid documents specify that the low bid is determined by the sum of the base bid, the selected alternates, the allowance, and the compensable delay cost for 20 days.
Since the existing railings present a safety issue and potential risk for the City, staff recommends that City Council accept the only bid received for this project and has determined consequently that Precision Iron Works has submitted a responsive bid, and, as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. Furthermore, Precision Iron Works has successfully been prequalified for the work and has performed similar work for the City in the past; therefore, staff recommends City Council approve an agreement with Precision Iron Works for this work.
The total bid amount, including Alternate #1, amounts to $215,000; a contingency of $32,250, 15% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code upon adequate written justification and substantiation.
The bid documents specify that all work under the contract shall be completed within 45 calendar days from the date of the notice to proceed, resulting in an estimated completion of approximately October 5, 2026.
ENVIRONMENTAL REVIEW
Approval of the Civic Center Railings Improvements Project was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines and the environmental regulations of the City. Staff believes the approval of the proposed improvements is exempt from CEQA pursuant to the ‘Existing Facilities’ Section 15301 of Title 14 of the California Code of Regulations because the work involves no expansion of use within the existing facilities. Based on the foregoing, staff recommends City Council find that the project is exempt from further review under the provisions of CEQA pursuant to CEQA Guidelines Section 15301 Existing Facilities.
Meeting Date: June 23, 2026
FISCAL IMPACT
The $247,250 for Civic Center Railings Project is available as part of Fund 405, Capital Improvement Project No. 00811, Major Building Systems Maintenance and Replacement.
No additional funding is requested at this time.
