AGENDA REPORT
Meeting Date: June 23, 2026
Item Number:
To: Honorable Mayor and City Council
From: Mark Stainbrook, Chief of Police
Renato Moreno, Captain of Field Services Division
Subject: AN ORDINANCE OF THE CITY OF BEVERLY HILLS
AMENDING THE BEVERLY HILLS MUNICIPAL CODE
REGARDING PROHIBITION TO PARK UNHITCHED
OR HITCHED TRAILERS IN THE CITY EXCEPT BY
CITY PERMIT.
RECOMMENDATION
Staff recommends City Council introduce Beverly Hills Municipal Code 7-3.125, which prohibits the parking of unhitched or hitched trailers in the City of Beverly Hills, except by City permit.
INTRODUCTION
A recent review of the parking ordinances of the City of Beverly Hills revealed no specific prohibition on the parking of vehicles with a hitched trailer and no prohibition on parking an unhitched trailer on any street or alley within the City of Beverly Hills.
DISCUSSION
While the City of Beverly Hills has extensive parking regulations restricting parking on public streets and prohibiting parking in alleys, the addition of the proposed trailer ordinance would be especially useful in preventing traffic backups on local streets, including residential streets as well as limiting traffic hazards when line of sight is an issue.
In one recent complaint received by the police department, a resident had difficulty safely exiting their driveway as a parked pickup truck with an attached trailer limited the resident’s ability to see oncoming traffic.

OR HITCHED TRAILERS IN THE CITY EXCEPT BY CITY
PERMIT.
Meeting Date: June 23, 2026
The passage and adoption of this ordinance would provide the Police Department the ability to enforce such violations and therefore address the safety aspect and quality of life surrounding the issue.
The ordinance carries certain exemptions for the following:
Vehicles parked in association with permitted construction or other authorized permits issued by the City
Vehicles or trailers owned or leased by the City, which include City contractors actively performing work on behalf of the City.
Any emergency vehicle or trailer
Any government owned vehicle or trailer
Public utility vehicle or trailer actively engaged in property maintenance or service work. This shall include, without limitation, performing emergency work as defined in section 5-1-102 of the Code or work deemed necessary by City to protect the public health, safety and welfare.
Vehicle or trailer parked or left standing pursuant to a valid film or special event permit or used in the construction of a building or structure for which an encroachment permit or construction permit has been obtained. Vehicle or trailer actively engaged in property maintenance or service work during business hours that do not require a City permit.
Permits may be granted by the Police Department and the Public Works Department after review of an application listing the reason(s) for trailer parking.
FISCAL IMPACT
There will likely be no fiscal impact to the City of Beverly Hills in passing and adopting this ordinance.
