RECOMMENDATION
Staff recommends City Council approve an agreement with the County of Los Angeles and Sanitation District No. 2 of Los Angeles County to hold a Countywide Household Hazardous Waste (HHW) and Electronic Waste (E-Waste) Event scheduled for Saturday, September 19, 2026.

INTRODUCTION
The City and County of Los Angeles (County) have worked in partnership for over three decades to encourage and educate patrons on the proper disposal of household hazardous waste and E-waste. The annual agreement with the County details sponsorship of the one-day collection event in Beverly Hills for the proper disposal of hazardous waste (motor oil, paint thinners, anti-freeze, varnish, pesticides, batteries, and other household hazardous products) and E-waste (computer monitors, televisions, computer CPUs, keyboards, printers, and cell phones). This year’s HHW event in Beverly Hills will take place on Saturday, September 19, 2026, from 9:00 a.m. to 3:00 p.m.

DISCUSSION
The County conducts approximately 57 collection events throughout the County region serving over 62,000 customers on an annual basis. Each event is open to all County residents. Since the program’s inception, each municipality that participates in the program has allowed the County to use its property for the HHW event. In addition to collection events hosted throughout the region, the County also provides collection dropoff centers, also known as S.A.F.E. (Solvents, Automotive, Flammable, Electronics) BEVERL

Centers. UCLA S.A.F.E. Center is the closest center to Beverly Hills and recently reopened on May 1, 2026.

The City of Beverly Hills has been partnering with the County on an annual HHW collection event since 1992. Last year, more than 500 vehicles participated in the HHW event in Beverly Hills, and the County collected 696 loads of hazardous waste. Over 90 percent of event participants were Beverly Hills residents. The majority of materials collected was electronic waste.

As the sponsor of the event and pursuant to the attached Agreement, the County has agreed to provide proof of self-insurance, and to release, indemnify, defend, and hold harmless the City from liability and expense arising from the use of City property for the HHW event, except to the extent caused by a negligent act or omission by the City.

City staff will coordinate with County staff to ensure minimal impact to surrounding areas and the community. Similar to the last few years, the designated location will be on W.

Third Street between Civic Center Drive and Foothill Road for ingress and egress of vehicles for waste collection drop off. County traffic control staff will be stationed throughout the site to help mitigate traffic, as well as Public Works staff providing direction.

Attendees will be asked to stay in their car with the windows up, if possible. The parking structure on 9333 W. Third Street will be open, and vehicles exiting the structure will be permitted to travel eastbound on W. Third Street. In a coordinated effort with Public Works Transportation, tour buses will be relocated and re-routed for the day.

Community Engagement
The County’s marketing efforts typically include local advertisements, web postings and informational flyers. The City plans to add to the County’s outreach efforts by mailing postcards to residents to increase awareness. Additionally, City staff will promote this event in various mailings and outreach materials, including the Public Works Department’s newsletter, The Backbone, as well as the City’s social media platforms and local newspaper advertisements. Staff will also promote the HHW event at the City’s Farmers’ Market in the week leading up to the event.

Based on data from previous years, the number of households participating doubled when direct mailers advertising the event were sent to residents. In 2025, 41% of surveyed participants heard about the event from a direct mailer. Additionally, a higher percentage of Beverly Hills residents participated in 2025 when a postcard was mailed to Beverly Hills homes rather in the previous year when a postcard was not mailed. Staff recommends sending direct mailers to Beverly Hills residents for the 2026 event and continuing to evaluate the effectiveness of communication methods.

FISCAL IMPACT
This event is funded by the Los Angeles County Sanitation Bureau. The City will contribute by providing a public street for the event at no additional charge and waive street closure fees. City-incurred expenses include staffing support to manage logistics, as well as outreach materials and direct mailers, which are estimated to cost between $14,000 and $16,000. These expenses will be funded through the Public Works Solid Waste Enterprise Fund.
