INTRODUCTION
The City of Beverly Hills water distribution system consists of 170 miles of water mains.
To ensure that the water distribution system remains reliable and resilient and to minimize future maintenance and replacement costs, the proposed project will replace approximately 12,600 feet of water main throughout the City.
This report is a request for City Council approval of a contract award to the lowest responsible bidder for the construction of the Water Main Replacements Phase 2 – Various Locations project. The plans and specifications for the project, dated June 2026, were prepared by Civiltec Engineering, Inc. and approved by a duly authorized California licensed engineer. Staff finds that the plans and specifications will safely implement the project.
DISCUSSION
On August 15, 2023, the City entered into an agreement with Civiltec Engineering, Inc. for professional engineering services for the Capital Improvement Program (CIP) for Pipeline Replacements. Civiltec worked with staff to review the Integrated Water Resources Master Plan (IWRMP), water main break history, and any other pertinent data to develop a five-year CIP plan for water main replacements. This project, under CIP No. 00387, is being undertaken to replace and upgrade the deteriorated water system infrastructure pursuant to the IWRMP. Most of these aging water main segments were identified for replacement in the IWRMP, but when cross-referencing with water main break history, additional segments were added. Existing water mains to be replaced in this area are approximately 100-year-old cast iron pipe, ranging from 4-inch to 8-inch in diameter, and have suffered breaks in recent years.
The following is a list of water mains that will be replaced under this project:
No. Main Location Begin End
1 Lago Vista Dr. Coldwater Cañon Dr. near 1261 Lago Vista Dr. 2 Alley west of Foothill Rd. Sunset Blvd. Lomitas Ave.
3 Lomitas Ave. Alley west of Foothill Rd. Alley west of Maple Dr. 4 Alley west of Elm Dr. Lomitas Ave. Elevado Ave.
5 Alley west of Maple Dr. Elevado Ave. Carmelita Ave.
6 Alley west of Hillcrest Rd. Carmelita Ave. Alley north of N. Santa Monica Blvd.
On May 29, 2026, Notice Inviting Bids #26-350-47 was published on the City’s web portal PlanetBids (planetbids.com), and in the Beverly Hills Courier, and the Beverly Weekly. On June 30, 2026, the following bids were received:
Williams Pipeline Contractors, Inc. $ 5,470,380
Big Ben, Inc. $ 7,984,142
Gentry General Engineering, Inc. $ 8,641,834
J.A. Salazar Construction & Supply Corp. $ 8,655,958
T.E. Roberts, Inc. $ 9,039,515
Dominguez General Engineering, Inc. $ 9,313,605
Griffith Company $ 9,559,950
Bali Construction, Inc. $10,336,819
Meeting Date: July 21, 2026
The Engineer’s Estimate was $9,000,000.
Staff tabulated and analyzed all bids and determined that Williams Pipeline Contractors, Inc. was the lowest responsible bidder and very qualified based on similar projects it constructed for other agencies and within the City of Beverly Hills. They recently completed Water Main Replacement – Various Locations for the City, which will be brought to City Council for acceptance in August 2026. Staff recommends the contract be awarded to Williams Pipeline Contractors, Inc., for this project. The lowest responsive bid is approximately 39% below the Engineer’s estimate and 31% below the second lowest responsive bid. Upon the award of the contract, staff will meet with the contractor to initiate the submittal process, including the construction schedule. The construction start date will be determined based on the availability of the pipes and other materials that may be impacted by supply chain issues.
The project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), Public Resources Code Sections 21000 et seq.), the State CEQA Guidelines (California Code of Regulations, Title 14, Section 15000 et seq.) and the environmental regulations of the City. This project qualifies for a Class 1(d) (15301) categorical exemption for existing facilities including rehabilitation of existing public structures to meet current standards of public health and safety such as the replacement of water mains, valves, fire hydrants and other appurtenances in the public right-of-way. Therefore, it is recommended that City Council find the project exempt from further review under the provisions of CEQA.
FISCAL IMPACT
A construction contingency allowance in the amount of $820,557 (15%) has been included in the total purchase order amount of $6,290,937. Any change orders that require expenditures from this allowance shall be made only upon written request in accordance with the Beverly Hills Municipal Code §3-3-110 regarding change orders. Sufficient funds for this project reside in CIP 00387.

Director of Public Works
