INTRODUCTION
The parking structure located at 461 N. Bedford Drive is a significant municipal asset within the City of Beverly Hills. Designed by Arthur Gensler of Gensler and Associates and constructed in 1981, the facility features four above-grade and three subterranean levels, providing seven levels of total parking capacity. Architecturally, the building stands as an excellent local example of Brutalist architecture and its distinct, stacked geometric expression.

Beyond its architectural significance, the facility is vital to local infrastructure. As one of the City's busiest municipal parking garages, it routinely reaches full capacity multiple times a day and serves approximately 16,453 square feet of ground-floor commercial tenant space.

To ensure the long-term structural resilience of this heavily utilized concrete-framed building, MHP, Inc. Structural Engineers completed a comprehensive seismic assessment in 2024. Following the assessment's findings, seismic strengthening was recommended to satisfy the ASCE 41-17 "Basic Performance Objectives for Existing Buildings" (BPOE) standard, which is widely recognized by regional seismic ordinances for existing concrete structures. On July 1, 2025, City Council approved an agreement with MHP, Inc. Structural Engineers to design the seismic upgrade and implement the critical engineering solutions required to bring the facility up to modern life-safety standards.

DISCUSSION
Construction documents were prepared by MHP, Inc. Structural Engineers and submitted to the Building & Safety Division of the Community Development Department for review and approval in January 2026. Executing these structural updates at this time allows the City to successfully implement the seismic retrofit before a new commercial tenant executes a lease, thereby minimizing disruption to future commercial operations. The Meeting Date: July 21, 2026

Page 3 of 4 ends

following sections outline the evaluation of the submitted bids, procurement compliance, and the final recommendation for the contract award to begin construction.

Bid Process and Contractor Prequalification
The City sought to obtain bids from experienced building contractors with past experience in similar work. A prequalification procedure was utilized following State guidelines. One of the prequalification procedures required was construction experience in several recent, local and similar completed projects. The process was advertised in the Beverly Hills newspapers, PlanetBids and trade journals. Prequalified contractors were selected to bid on seismic retrofit projects. Construction documents were distributed to prequalified contractors and bids were requested on May 14, 2026.

Bid Results
On June 11, 2026, the City received four bids from the prequalified contractors. The bid submissions were divided evenly between the two required disciplines: the ConcreteShotcrete Package (two bids received) and the Fiber-Reinforced Polymer (FRP) Package (two bids received). The detailed results of these proposals are summarized in the tables below.

The concrete bid package included an alternate item for the demolition work required inside the existing ground floor tenant space to facilitate the new shotcrete wall construction. Staff plans to procure this demolition work through a negotiated contract process to achieve a lower cost. Therefore, staff recommends accepting the deductive alternate and excluding this work from the base bid.

Due to the age and nature of the structure and the potential for unforeseen conditions hidden behind existing finishes, staff recommends establishing a 15% construction contingency. This contingency will provide the necessary fiscal agility to address any localized field adjustments without delaying the project. The bid results are as follows:

recommends the acceptance of the following bids and determination that the core pricing is fair and reasonable for the structural work to be performed:

Total Contingency 15% $ 89,092.65
Total Purchase Orders $ 682,561.65

The bid documents specify that all work under the contract shall be completed within 60 calendar days from the date of the notice to proceed, resulting in an estimated completion of approximately October 17, 2026.

ENVIRONMENTAL REVIEW
The proposed project is Categorically Exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Class 1, Existing Facilities) based on the following determinations:
a) No Expansion of Use: The structural and life-safety modifications occur entirely within the existing footprint and will not alter the facility's capacity or use. b) No Environmental Impact: Construction activities are minor, temporary, and confined to the interior, creating no ongoing environmental effects. c) Exceptions Do Not Apply: Staff reviewed the exceptions in CEQA Guidelines Section 15300.2 and found none applicable. While featuring a distinct Brutalist style, the structure is not a designated local, state, or national historical landmark, and the retrofit preserves its architectural integrity.

FISCAL IMPACT
The $682,561.65 for the 461 N. Bedford Parking Structure Seismic Upgrade project is available in CIP #00786 (Parking Program Upgrades and Improvements) in the Fund 130 – In-Lieu Parking District.
