INTRODUCTION
The One Beverly Hills Project (“Project”) is a landmark private development situated at a prominent gateway to the City. The Project includes a mix of luxury residential, hotel, retail, and open space components spanning multiple years of phased construction. Due to its size, high-profile location, and proximity to major public infrastructure, the Project has generated significant construction activity and a need for complex coordination efforts over an extended period.

As construction progresses through each phase, the Project requires active coordination between the City, the developer team and their designers, various plan review consultants, and construction contractors. Due to its scale and complexity, the Project exceeds the City’s in-house plan review resources and requires experienced construction management support. Utilizing experienced consultants allows for continuation of a streamlined plan check process for the remaining phases of the Project and enables City staff to proactively manage and monitor all construction-related activities.

Under existing agreements with the two consultants J. Lee Engineering, Inc. and Psomas, both firms have demonstrated the ability to provide the specialized consultant review and construction management services necessary to support the remaining phases of the Project. The City Council has previously authorized the agreement with Psomas and the related purchase order, which remain in effect.

DISCUSSION
Plan review for major components of the Project, including structural and core and shell review for the podium, hotel, and two residential towers, is nearly complete. In order to provide consistent and timely plan review services for the remaining elements of the Project, including commercial tenant improvements, deferred submittals, and potential revisions, it is necessary to establish a supplemental project-specific service agreement with J. Lee Engineering, Inc. to provide dedicated plan review services. J. Lee Engineering, Inc. has provided all plan review services for the Project up to this point in a collaborative and timely manner, and their team of engineers and code experts have comprehensive knowledge of the City’s building regulations as well as the nuances of the One Beverly Hills Project itself. Staff is requesting approval of the service agreement and purchase order with J. Lee Engineering, Inc. to continue providing plan review services.

In addition, as the Project proceeds with construction, Psomas will continue to provide the services of a Senior Construction Manager to act as the City’s on-site representative and advise City staff on construction logistics in order to minimize impacts on the community.

At its September 9, 2025, meeting, the City Council approved the agreement with Psomas and the corresponding purchase order. The current request is limited to the budget appropriation necessary to fully fund the previously approved agreement and purchase order. Psomas’ scope of services includes maintaining real-time oversight of construction activity to identify and mitigate potential conflicts early; monitoring compliance with traffic control and detour plans to minimize impacts to City mobility; ensuring pedestrian safety and protection of public infrastructure; providing timely communication and reporting to City staff and stakeholders; serving as an extension of City staff to coordinate multi-agency issues (e.g., utility coordination, access to adjacent properties, permit conditions); tracking Meeting Date: August 4, 2026

Page 3 of 3 ends

schedule adherence; and flagging issues that may delay delivery of public improvements tied to the development.

The services provided by J. Lee Engineering, Inc. and Psomas serve a critical role in the City’s review and management of the One Beverly Hills project, and staff recommend the City Council take the recommended actions to continue using their services.

FISCAL IMPACT
The requested appropriation in the amount of $2,203,634.84 will be fully offset by onetime plan check and permit fee revenue generated by the One Beverly Hills project.

SCHEDULE OF PAYMENT AND RATES
CITY shall pay CONSULTANT for the satisfactory performance of the services required in Exhibit A in a total amount not to exceed One Million Five Hundred Thousand Dollars ($1,500,000), including a 20% contingency, at the hourly rate set forth in this Exhibit.

I. FEE SCHEDULE

1. The fee is estimated based on the actual Project plan check services provided by CONSULTANT for similar project type and category for CITY.

2. The fee is based on the actual plan check services provided by CONSULTANT for the One Beverly Hills (“OBH”) project from the last 24 months average (from 4/1/2024 to 3/31/2026). The average monthly plan check service for the 24-month period was $42,530 ($1,020,720 / 24). The estimated fee is based on the following:

1. The hourly rate for the plan check services is $170/hour based on the level of experience and expertise needed for the complexity and requirements of the project.

2. For tenant improvement (TI) projects, the fees for the deferred submittal reviews and revision plan reviews after the first plan approval (ready to issue / RTI) are not included in the proposed fee. Additional fees will be required for deferred submittal reviews and subsequent revision reviews for TI projects. These services will be billed on an hourly basis.

3. The estimated fee for plan check services during the 36-month construction phase: $1,152,000 ($32,000 per month x 36 months) not including reviews for any revisions of individual residential units.

4. The estimated fee for the project management for the plan check services during construction phase: $115,200 (approximately 10% of the plan check services / 24 hours per month)

5. The estimated escalation is 6% (2 years at 3% each year): $76,032.

3. The fee proposal for the plan check services is not to exceed $1,250,000. This amount is based on an estimate of $1,152,000 (hourly plan check services) + $115,200 (project management) + $76,032 (estimated escalation for years 2 and 3) = $1,343,232.

CONSULTANT shall submit to CITY a detailed invoice, on a monthly basis or less frequently, for the services performed pursuant to this Agreement. Each invoice shall itemize the services rendered during the billing period and the amount due. Within 30 days of receipt of each invoice, CITY shall pay all undisputed amounts included on the invoice. CITY shall pay CONSULTANT said Consideration in accordance with the schedule of payment set forth in this Exhibit.

II. Details of Fee Schedule
