INTRODUCTION
The Fiscal Year 2025/26 Capital Improvement Program includes a project addressing the ongoing maintenance and rehabilitation of parking facilities, including repainting City buildings. Painting of the common areas in five parking structures was prioritized as follows: 333 N. Crescent Dr.; 438 N. Beverly Dr. / 439 N. Canon Dr.; 242 N. Beverly Dr./241 N. Canon Dr.; 345 N. Beverly Dr.; and 9510 Brighton Way. To improve the overall visitor experience, painting of structures is recommended to be implemented every one to two years, depending on the use of parking structures, and is essential for ongoing maintenance due to the heavy use of City parking structures.

DISCUSSION
The scope of work involves painting the common areas, including, but not limited to, interior stairwells and elevator lobbies.

Bid documents, including plans and specifications, were prepared following established standards of wayfinding, including floors identification and applicable signage.

In preparation for bidding painting projects, contractors were prequalified through a formal prequalification process, following State guidelines. A Request for Qualifications was advertised in the local Beverly Hills newspapers, construction trade publications and the PlanetBids portal. Thirteen companies submitted their qualifications and eight (8) contractors received passing scores and were prequalified to bid on painting projects at multiple parking structures. On June 16, 2026, bid documents were distributed via PlanetBids to all prequalified contractors. On June 23, 2026, all prequalified contractors attended the mandatory site walk.

Basis of Selection
On July 14, 2026, six (6) bids were received as follows:
20 Days
Compensated Total Bid
Bidder Base Bid Delay Amount
SKY JTC Corporation $ 160,000 $ 0 $ 160,000
South Coast Painting $ 225,000 $ 0 $ 225,000
Mariscal Painting $ 403,000 $ 10,000 $ 413,000
Piana Construction & Painting $ 467.900 $ 0 $ 467,900
Color New Corp $ 651,000 $ 20,000 $ 671,000
So Cal Construction Inc. $ 849,000 $ 37,000 $ 886,000
The bid documents specify that the low bid is determined by the sum of all the base bids and the compensable delay cost for twenty days. The bids were reviewed, and the lowest responsible bidder is SKY JTC Corporation. Due to the large spread in the bid amount, the low bidder was contacted, and they validated their bid amount being accurate, and the amount is aligned with a previous project of similar scope. The contractor submitted a responsive bid and as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. Review of the firm’s references indicates that Meeting Date: August 4, 2026

Page 3 of 3 ends

it has successfully worked with other local government agencies in the past few years and is qualified to complete this project.

A contingency of $24,000, 15% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code upon adequate written justification and substantiation.

The bid documents specify that all work under the contract shall be completed within 120 calendar days from the date specified in the notice to proceed, resulting in an estimated completion of approximately January 2027.

Selected Bid
Base Bid $ 160,000
15% Contingency: $ 24,000
TOTAL $ 184,000

ENVIRONMENTAL ASSESSMENT
The Project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.), the State CEQA Guidelines[1] (California Code of Regulations, Title 14, Section 15000 et seq.), and the environmental regulations of the City. The project meets the requirements for a Class 1 Categorical Exemption (Existing Facilities) in accordance with the requirements of Section 15301 of the state CEQA Guidelines. This exemption is applicable to the maintenance or minor alteration of existing public facilities involving negligible or no expansion of existing or former use. Therefore, it is recommended that City Council find the project exempt from further review under the provisions of CEQA.

FISCAL IMPACT
The $184,000 for the project is available as part of Fund 130 – In-Lieu parking District Capital Improvement Program (CIP 00786), Parking Program Upgrades and Improvements. No additional funding is requested at this time.

I. Aluminum Substrates: Remove loose surface oxidation.

J. Wood Substrates:

1. Scrape and clean knots. Before applying primer, apply coat of knot sealer recommended in writing by topcoat manufacturer for exterior use in paint system indicated.

2. Sand surfaces that will be exposed to view and dust off.

3. Prime edges, ends, faces, undersides, and backsides of wood.

4. After priming, fill holes and imperfections in the finish surfaces with putty or plastic wood filler. Sand smooth when dried.

K. Fiberglass Surfaces:

1. Comply with manufacturer’s written instructions.

2. Test area on surface.

3. Surfaces must be clean, dry, sound, and free of dust, dirt, wax, polish, grease, oil, chalk, loose paint and other contaminants. The surface should be sound and stable. For hard, glossy surfaces, including prefinished siding, clean with XIM GON or xylene. Do not use solvents that leave an oily residue such as mineral spirits or turpentine. Scuff sand hard, glossy surfaces for maximum adhesion.

3.3 APPLICATION
A. General: Apply paint according to the manufacturer’s written instructions. Use applicators and techniques best suited for substrate and type of material being applied.

1. Paint colors, surface treatments, and finishes indicated in the finish schedules.

2. Do not paint over dirt, rust, scale, grease, moisture, scuffed surfaces, or conditions detrimental to formation of a durable paint film.

3. Provide finish coats that are compatible with primers used.

4. Paint surfaces behind movable equipment and furniture the same as similar exposed surfaces.

5. Paint interior surfaces of ducts with a flat, nonspecular black paint where visible through registers or grilles.

6. Paint back side of access panels and removable or hinged covers to match exposed surfaces.

7. Finish exterior doors on top, bottoms, and side edges the same as exterior faces.

8. Sand lightly between each succeeding enamel or varnish coat.

B. Scheduling Painting: Apply first coat to surfaces that have been cleaned, pretreated or otherwise prepared for painting as soon as practicable after preparation and before subsequent surface deterioration.

1. The number of coats and the film thicknesses required are the same regardless of application method. Do not apply succeeding coats until the previous coat has cured as recommended by the manufacturer. If Sanding is required, to produce a smooth, even surface according to manufacturer’s written instructions, sand between applications.

2. Omit primer on metal surfaces that have been shop primed and touchup painted.

3. If undercoats, stains, or other conditions show through final coat of paint, apply additional coats until paint film is of uniform finish, color, and appearance. Give special attention to ensure edges, corners, crevices, welds, and exposed fasteners receive a dry film thickness equivalent to that of flat surfaces.

4. Allow sufficient time between successive coats to permit proper drying. Do not recoat surfaces until paint has dried to where it feels firm, does not deform or feel sticky under moderate thumb pressure, and where application of another coat of paint does not cause undercoat to lift or lose adhesion.

C. Application Procedures: Apply paint and coatings by brush, roller, spray, or other applicators to manufacturer’s written instructions.

D. Minimum Coating Thickness: Apply paint materials no thinner than manufacturer’s recommended spreading rate.

Provide the total dry film thickness of the entire system as recommended by the manufacturer.

E. Mechanical and Electrical Work: Painting of mechanical and electrical work is limited to items exposed and in occupied spaces.

F. Block Fillers: Apply block fillers to concrete masonry walls at a rate to ensure complete coverage with pores filled.

G. Prime Coats: Before applying finish coats, apply a prime coat of material, as recommended by manufacturer, to material that is required to be painted or finished and that has not been prime coated by others. Recoat primed and sealed surfaces where evidence of suction spots or unsealed areas in first coat appears, to ensure a finish coat with no burn through or other defects due to insufficient sealing.

H. Pigmented (Opaque) Finishes: Completely cover surfaces as necessary to provide a smooth, opaque surface of uniform finish, color, appearance, and coverage. Cloudiness, spotting, holidays, laps, brush marks, runs, sags, ropiness, or other surface imperfections will not be acceptable.

I. Stipple Enamel Finish: Roll and redistribute paint to an even and fine texture. Leave no evidence of rolling, such as laps, irregularity in texture, skid marks, or other surface imperfections.

J. Completed Work: Match approved samples for color, texture, and coverage. Remove, refinish, or repaint work not complying with requirements.

3.4 CLEANING AND PROTECTION
A. Cleanup: At the end of each workday, remove empty cans, rags, rubbish, and other discarded paint materials from the site.

1. After completing painting, clean glass and paint-splattered surfaces. Remove spattered paint by washing and scraping. Be careful not to scratch or damage adjacent finished surfaces.

B. Protection: Protect work against damage. Correct damage by cleaning, repairing or replacing, and repainting.

1. Provide “Wet Paint” signs to protect newly painted finishes. After completing painting operations, remove any temporary protective wrappings provided to protect work.

C. At completion of construction activities of other trades, touch up and restore damaged or defaced painted surfaces.
