RECOMMENDATION

INTRODUCTION
The City of Beverly Hills owns 19 off-street parking facilities. Power washing is an essential part of maintaining cleanliness given the high traffic and misuse occurring at the locations.
Due to budgetary constraints, there were several years of less frequent power washing.
However, following recent feedback from City Council and members of the public, increased frequency of power washing has been made a high priority.
Meeting Date: August 4, 2026
DISCUSSION
After several years without a regular cleaning schedule for City parking facilities, staff requested a budget enhancement of $450,000 for fiscal year 2026-2027, which was approved in June 2026. Staff had previously issued a request for proposals (RFP) and received responses during fiscal year 2025-2026 and now seek to award the contracts for the new fiscal year. During the budgetary process, staff provided a cost comparison of inhouse power washing services versus an outside vendor. Accounting for both staffing and equipment costs, an outside vendor proved more cost-effective.
Staff recommend awarding contracts to the two lowest responsible bidders in response to RFP 25-350-51 for Parking Lot and Garage Power Washing Services, Clean Parking Systems, L.L.C. and Curcio Enterprises, Inc. Both vendors submitted fair pricing, received excellent reviews from their references, and use eco-friendly cleaning materials that remain effective. Staff recommend entering into agreements with both vendors, assigning each to specific garages while retaining a backup vendor for any last-minute or emergency needs.
Staff originally planned quarterly power washing at every garage but determined that a hybrid approach would work better. While most locations would benefit from quarterly service, four garages with lower cleaning needs could be serviced twice a year, while other locations with higher cleaning needs could be power washed more frequently. For example, two garages located at 333 North Crescent Drive (above ground) and 9361 Dayton Way (below ground) share a building and have experienced frequent misuse including loitering, alcohol consumption, and use of the stairwells as a restroom. Staff determined that while the main parking areas can be cleaned quarterly, the shared stairwells should be cleaned monthly, coordinated with the washing of other locations when these garages are not due for quarterly service.
City Council has made clear that providing parking customers with clean and accessible parking areas throughout the City is a priority. In addition to the budget enhancement for power washing services, City Council also approved an enhancement project for the painting of the City’s parking structures, with a focus on the lobbies and stairwells, which is currently pending award. Power washing would need to be prioritized ahead of the initial painting project locations in order to provide the painting vendor with clean surfaces to work on. As part of the City’s standard procedure, monthly parking customers and other stakeholders will be notified before each power washing effort.
FISCAL IMPACT
A $450,000 budget enhancement for power washing was approved in June 2026 for the fiscal year 2026-2027 budget under the Parking Enterprise fund 810. Each vendor will be allocated $225,000 through budget account 81007200-731220-PRKNG with allocations to each individual garage location’s budget org code in order to track spending by location.
No additional funding is requested at this time.

EXHIBIT A
SCOPE OF WORK
CONTRACTOR shall provide quarterly (four times per year per CITY’s approved written schedule) “basic” power washing cleaning and deodorizing services for each of CITY’s 14 offstreet garages and five (5) on-street parking lots with the option of as-needed additional cleaning. Location details are specified in Attachment 1 to Exhibit B. “Basic” power washing is defined as the removal of all oil, dirt, grease, tire dust, and other substances that may be found in parking lots and garages. “Basic” cleaning encompasses the cleaning of floor surfaces, railings, and stairwells, along with walls and pillars up to 8’ in height. CONTRACTOR shall use high pressure along with cleaning solutions for removal of dirt, stains, and waste. Additional spot cleaning, gum removal, along with standalone walls, stairs, and ceilings will be quoted separately by CONTRACTOR on Attachment 1 to Exhibit B for work on an as-needed basis. CONTRACTOR may need to use warm or hot water or steam to complete the task. CONTRACTOR will be responsible for all hot water equipment.
CONTRACTOR will work closely with CITY Parking Operations Division throughout the term of the Agreement, including pre-wash and postwash walkthroughs of the properties with CITY staff, in order to complete the Scope of Work. The walkthroughs shall cover the entire area to be cleaned, along with attention drawn to any areas in need of special attention. CONTRACTOR shall provide all necessary tools, labor, and equipment in order to perform the tasks included in this Scope of Work, including, but not limited to, machinery, personnel, and industrial-grade cleaning solution. Power washing machinery shall perform at a minimum of 3500 Pounds per Square Inch (PSI) at six (6) gallons per minute, at a minimum heat of 195 degrees Fahrenheit and a minimum horsepower of 18. CONTRACTOR shall provide Material Safety Data Sheets (MSDS) to CITY staff detailing all degreasers and chemicals to be used before work is started.
CITY may request to schedule additional as-needed cleanings of areas of parking garages and lots due to special events, weather events, or other circumstances that may arise during the term of the Agreement. CONTRACTOR shall schedule these additional cleanings at the request of CITY Parking Operations Division at a reasonable and agreed upon time, priced consistently with Attachment 1 to Exhibit B for similar regularly-scheduled work.
CONTRACTOR shall propose the number of staff members for power washing services based on the square footage of each facility. CONTRACTOR shall schedule services early in the morning, late at night, and/or during weekends or holidays, in order to minimize disruptions during the operating hours of the assigned parking garages and lots. Anticipated cleaning times for each location are specified in Attachment 1 to Exhibit B.
CITY shall provide water to be used by CONTRACTOR, and logistics must be approved by CITY Water Division manager. CONTRACTOR must collect all wash water, and CONTRACTOR shall be responsible for the containment of water runoff and wastewater disposal at CONTRACTOR’s expense. CONTRACTOR must cover drains and/or use sand bags, berms, or equivalent to prevent wash water from entering the drain system. The disposal of wash water must be discharged to the sanitary sewer. All waste, whether solid or liquid, shall be managed and disposed of in accordance with all applicable federal, state and local laws and regulations, including, but not limited to, Beverly Hills Municipal Code (BHMC) §§ 9-4-507 and 9-4-504-G2.
CONTRACTOR and CITY must agree on discharge sites prior to the commencement of the garage washing. Waste must not contaminate any potable water or surface water sites, and Docusign Envelope ID: 18F98193-C49E-842F-8175-B8867A0814E1 10 B0785-0001\3281253v3.doc
CONTRACTOR shall not rely on drains to capture post-cleaning wastewater. All wastewater from power washing shall be reclaimed and properly disposed of. In the event that any area or a portion of any area is not cleaned to the satisfaction of CITY staff, the area shall be re-cleaned at no additional cost to CITY.
Upon CITY’s request, each engagement for services will be set forth in writing in an executed Individual Project Order (IPO) to be approved by CITY in writing before any work, billing, or demand for payement will be initiated. Each IPO shall contain an estimated cost for the service along with a not-to-exceed amount, which shall include all labor and expenses. If the scope of the engagement changes or the cost of the engagement will exceed the not-to-exceed amount, then CONTRACTOR shall obtain written permission or an amendment to the IPO from the Director of Public Works or her designee.

SCHEDULE OF PAYMENT AND RATES
CITY shall compensate CONTRACTOR for the satisfactory performance of the work described in this Agreement in a total amount not to exceed Two Hundred Twenty-Five Thousand Dollars ($225,000.00), including all labor, taxes, and expenses. In no event shall CONTRACTOR be entitled to receive more than the amount that would be paid to CONTRACTOR for the full performance of the services required by this Agreement.
CONTRACTOR shall have no other claim against CITY by reason of such termination, including any claim for compensation.

CONTRACTOR shall make all such records and documents available for inspection, copying, or other reproductions, and auditing by authorized representatives of CITY, including the City Manager or designee, free of charge.
CONTRACTOR shall make available all requested data and records at reasonable locations within the County of Los Angeles at any time during normal business hours, and as often as CITY deems necessary. If records are not made available within the County of Los Angeles, CONTRACTOR shall pay CITY’s travel, hotel and meal costs to the location where the records are maintained. CONTRACTOR must include this provision in all subcontracts made in connection with this Agreement. This provision shall survive the termination of the Agreement.

EXHIBIT A
SCOPE OF WORK
CONTRACTOR shall provide quarterly (four times per year per CITY’s approved written schedule) “basic” power washing cleaning and deodorizing services for each of CITY’s 14 offstreet garages and five (5) on-street parking lots with the option of as-needed additional cleaning.
All waste, whether solid or liquid, shall be managed and disposed of in accordance with all federal, state and local applicable laws and regulations, including, but not limited to, Beverly Hills Municipal Code §§ 9-4-507 and 9-4-504-G2.
CONTRACTOR and CITY must agree on discharge sites prior to the commencement of the garage washing. Waste must not contaminate any potable water or surface water sites, and Docusign Envelope ID: FBBF4EDD-31F3-8A8C-8262-2F2FB31F2BDE 10 B0785-0001\3281252v3.doc

EXHIBIT B
SCHEDULE OF PAYMENT AND RATES
CITY shall compensate CONTRACTOR for the satisfactory performance of the work described in this Agreement a total amount not to exceed Two Hundred Twenty-Five Thousand Dollars ($225,000.00), including all labor, taxes, and expenses.
