RECOMMENDATION
Staff recommends that City Council accept the described work by Williams Pipeline Contractors, Inc. (Williams) in the final amount of $6,142,632.57 and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for the acceptance of the contract work in the final amount of $6,142,632.57 and authorization for the recordation of the Notice of Completion by the City Clerk with the Los Angeles County Recorder.
DISCUSSION
On April 22, 2025, a contract in the amount of $5,557,610 was awarded to Williams on the basis of competitive bids received after public advertising. Additionally, a contingency in the amount of $555,761 (10%) was approved for a total purchase order amount of $6,113,371. This project scope included the replacement and installation of approximately 10,300 linear feet of 8-inch Ductile Iron Pipe (DIP), the installation of new valves, and the replacement and installation of fire hydrants in the eastern part of the Flats area of the City. In addition to the original scope, the City initiated multiple change orders including emergency pavement repair after a water main break in West Hollywood on Doheny Dr. just south of Sunset Blvd., and the urgent replacement of old fatigued water lines in (1)

Crescent Dr. between Sunset Blvd. and Lexington Rd. and (2) the alley east of Doheny Rd. from the alley north of Olympic Blvd. to the south side of Olympic Blvd.
All construction components were inspected, and staff is satisfied that the work was completed according to the contract documents approved for this project.
FISCAL IMPACT
The original construction contract purchase order was $6,113,371 (including a contingency in the amount of $555,761). The last change order to add the emergency pipeline replacement work exceeded the original purchase order by $29,261.57. Staff processed a change purchase order to accommodate the extra work. The final contract amount is $6,142,632.57.
The current amount paid on the contract is $5,835,500.94 with a retention balance of $307,131.63 due to be paid 35 days after the recordation of the Notice of Completion.
