RECOMMENDATION
1959 S. La Cienega Blvd. Site Improvements Project
Staff recommends that City Council accept the described work with Concept Consultant, Inc. and authorize the City Clerk to record the attached Notice of Completion.
Beverly Canon Garden Parking Structure – Level 4 Waterproofing Project Staff recommends that City Council accept the described work with Howard Ridley Co., Inc. and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information and requests City Council’s acceptance of contract works indicated below and authorization of the City Clerk to record the Notices of Completion (Attachments 1-2) with the Los Angeles County Recorder.

DISCUSSION
1959 S. La Cienega Blvd. Site Improvements Project
In 2017, the City purchased a property on S. La Cienega Blvd. in Los Angeles to construct a water well. At the time of the purchase, the property included three buildings. There was a single-family residence that was removed, and a new well and pump station was constructed and has been in operation since May 2023. The second building was a twostory 16,000 square foot wood frame building that was upgraded in preparation for Maple Counseling Center’s tenant improvement and was completed in early 2023. The third building was a small two-story 5,039 square foot wood frame building that was demolished in Phase 1 to prepare it for Phase 2.
The scope of work for Phase 2 was to improve the site and include a 13-stall parking lot, bike lockers, landscaping, lighting poles, vehicular and pedestrian gates, fencing and improved site drainage. The new parking lot will allow adequate space for future water well infrastructure or well reconstruction staging area and additional parking to serve the office building when not in use for water infrastructure purposes.
Staff from Public Works inspected the work and are satisfied that work has been performed consistently with construction documents.
Beverly Canon Garden Parking Structure – Level 4 Waterproofing Project The waterproofing of Level 4 of Beverly Canon Garden Parking structure was prioritized as part of an ongoing maintenance and rehabilitation of parking facilities to address water intrusions resulting from changes in seasonal rain patterns and intensity, as well as normal deterioration of waterproofing due to the age of these structures.
The scope of work involved crack repairs and polyurethane grout injection waterproofing repairs to below-grade walls at the P-4 level where water intrusion had been observed.
Staff from the Public Works Department, the waterproofing consultant, and the manufacturer technical division have inspected the work and are satisfied that work has been performed consistently with construction documents.
FISCAL IMPACT
1959 S. La Cienega Blvd. Site Improvements Project
Funding for this project is budgeted in Fund 405, Capital Improvements Project No. 00349, Tenant Improvements Program. The total purchase order amount is $557,737, which includes a contingency amount of $72,748. Due to added scope and existing unforeseen conditions, three change orders were issued in the amount of $56,147.44. The total project cost amounts to $541,136.44; the balance of $16,600.56 will be credited back to the original funding source.
The current amount paid on the contract is $514,079.62 with a retention balance of $27,056.82 to be paid 35 days after recording the Notice of Completion.
Beverly Canon Garden Parking Structure – Level 4 Waterproofing Project Funding for this project is budgeted in CIP 00936, Fund 130 – In-Lieu Parking District. The total purchase order amount is $457,711, which includes a contingency amount of $76,285. Due to added scope and existing unforeseen conditions, two change orders were Meeting Date: August 4, 2026
issued in the amount of $47,077.18. The total project cost amounts to $428,503.18; the balance of $29,207.82 will be credited back to the original funding source.
The current amount paid on the contract is $407,077.95 with a retention balance of $21,425.23 to be paid 35 days after recording the Notice of Completion.
