Meeting Date: August 4, 2026
On September 16, 2025, the City Council also adopted Ordinance No. 25-0-2921, renewing approval for the Beverly Hills Police Department’s (“Department’s”) existing Policy 706 and Military Equipment Use Inventory.
On June 9, 2026, the Beverly Hills Police Department (“Department”) submitted its Military Equipment Use Policy (“Policy 706”), inventory, annual report, and presentation to the City Council during the Study Session.
On June 23, 2026, the Department held a “Community Engagement Meeting” pursuant to subdivision (b) of Government Code section 7072, to allow the public to discuss and inquire into its funding, acquisition, or use of military equipment, as well as any new proposals to purchase military equipment.
AB 481 has designated certain equipment as “military equipment” under subdivision (c) of Government Code section 7070.
The Department seeks approval to add additional equipment to the Military Equipment Inventory, as outlined in the attachment (BHPD Acquisitions Request).
On July 21, 2026, the City Council made the following findings pursuant to subdivision (d)(1) of Government Code section 7071:

• If purchasing the equipment, the equipment is reasonably cost-effective compared to available alternatives that can achieve the same objective of officer and civilian safety.
• Prior military equipment use complied with the military equipment use policy that was in effect at the time, or if prior uses did not comply with the accompanying military equipment use policy, corrective action has been taken to remedynonconforming uses and ensure future compliance.
FISCAL IMPACT
The Department is requesting the new equipment listed in this report. The costs associated with the submitted inventory and requested acquisitions are accounted for and funded through the current fiscal year budget appropriations. No additional funding is requested for the operation, maintenance, or acquisition of this equipment.
