2. Proposed Midblock Crosswalk with Pedestrian Signal on the 100 block of S. Beverly Drive
Associate Project Manager Elijah Selby presented the draft conceptual design for a proposed signalized pedestrian crossing on S. Beverly Drive between Wilshire and Charleville Boulevards.

This location has been requested by multiple stakeholders and will improve access to the future Metro D Line station. The signal timing would be coordinated with Wilshire Boulevard and provide adequate time for pedestrians of all ages and abilities to cross the street. Several parking stalls would be removed to provide curb extensions; the City is exploring conversion of parallel parking to angled parking to offset the loss.

Commissioner Karric noted the project would support future Metro D Line riders and suggested a raised crosswalk. Commissioner Afra Maghen inquired about the removal of parking spaces and suggested an additional midblock crosswalk on the 300 block of S. Beverly Drive. Chair Geller asked about other current pedestrian crossing projects and their anticipated completion dates.

3. Transit Shelter Program – Phase I
Transportation Manager Jessie Holzer Carpenter provided information on the first phase of a proposed transit shelter program with key locations on Wilshire and La Cienega Boulevards, in line with the adopted FY 2026-27 City Council Priorities. Shelters at bus stops would improve comfort and accessibility, which can encourage ridership and subsequently reduce traffic congestion. Visual examples of transit shelter styles and options for amenities were provided and feedback on priorities from the Commission was requested.

All Commissioners expressed that protection from weather, especially sun, was the highest priority for transit shelter features. Commissioner Karric commented that real-time travel information should not be prioritized because it is often not accurate and that charging stations are not necessary. He recommended the provision of route maps and siting shelters at bus stops near senior facilities. Commissioner Afra Maghen asked about digital advertising and the possibility of multiple languages on bus information. She recommended the provision of lighting at night and siting shelters near popular destinations. Chair Geller also commented that real-time information is not necessary due to the frequency of buses on these streets. She noted the importance of ADA compliance at all shelters.

4. Proposed Agenda Items for July 2026 – December 2026
Transportation Manager Jessie Holzer Carpenter presented a list of proposed agenda items for the remainder of 2026.

The Commission did not suggest any changes to the proposed agenda items.

Some commissioners commented on the food offerings and shared enthusiasm for specific items. A commissioner asked about the soccer activation, its location, and how it would be promoted to families and schools. Additional comments included questions about parking coordination, restroom maintenance, and whether a caricature artist could be added. A commissioner asked about the number of performers and whether any additional slots remained and encouraged exploring Korean pop groups and other cultural performers. A commissioner also asked about consulate participation, suggested leaving space for dancing near stages, and recommended posting the performance schedule in more than one location on each block. A commissioner supported including the Paper Arts Club’s map activity and suggested tracking attendance data.

Staff Responses
Responses addressed how food vendors would operate on Cannon Drive using canopy setups with their own equipment. The alternating stage schedule was confirmed, with stages on the same block not running at the same time to avoid sound overlapping. The soccer activation was described as a partnership with AYSO, located east of the Lily Pond, with outreach planned for families and schools. Parking information will be included in festival communications, and restroom maintenance will be coordinated with Public Works. The performance schedule is fully programmed, though small cultural activations may still be possible. Updates were provided on consulate participation, with several already confirmed. Staff acknowledged the interest in leaving space for dancing near stages and supported posting the schedule in multiple locations.

Additional questions were raised regarding the time of day the incident occurred and whether insurance coverage applies to this type of damage.

Staff Responses
Staff confirmed that the individual responsible for the vandalism was arrested. Although cameras were present, the arrest resulted from a passerby reporting the incident in real time.

Staff noted that the exact time of the incident is not known but believed it occurred in the evening. Staff also confirmed that the City has insurance and will review the policy terms to determine whether vandalism is covered.

2. RPC WORK PLAN (LA CIENEGA PARK – PLAYGROUND IMPROVEMENTS PROJECT) Recreation Services Manager, Michael Muse, provided an update on the La Cienega Park – Playground Improvements Project. Key points included:
• A PowerPoint was shown with current construction photos. • Footings for the shade structure are in place, and crews are on site working to finalize that portion of the project.
• Underground work, including rebar installation, is underway. Additional photos showed the posts and footings for the shade structure.
• The project remains on track for completion by the end of summer.

Commission Discussion and Comments
Some commissioners commented on the condition of the areas surrounding the playground, noting that the walkway outside the project site is uneven and asking whether repairs are planned once construction is finished. A commissioner asked if the roundabout driveway, which they described as very uneven, would be included in the City’s follow-up work.

Additional questions were raised about the concession stand at the park, which currently appears unused, including whether there are plans for its future use and whether food service is appropriate for that location.

Staff Responses
Staff responded that the walkway concerns have already been shared with Public Works and that repairs and repaving will take place after the project is complete and heavy vehicles are no longer using the path. Staff confirmed that the roundabout driveway is expected to be addressed as well. Regarding the concession stand, staff explained that it falls under Property Management and that three proposals are being considered to activate the space.

Page 3 of 7 ends

Staff noted that the proposals involve leasing the building to an outside vendor for snack-bar-type service during games and other activities, and that operating hours would be determined by the eventual lessee, with updates to be provided as the review process continues.

3. RPC WORK PLAN (LARGE PARK SIGNAGE AND RULES)
Recreation Services Manager, Michael Muse, provided an update on the Large Park Signage and Rules. Key highlights included:
• The update focused on standardizing park signage at La Cienega and Roxbury to match the color and design used in the City’s small parks.
• Images of the current signs were shown.
• The updated park rules included in the packet were reviewed, reflecting earlier Commission discussions and listing municipal code items along with rules related to bicycles, amplified sound, personal barbecues, tents, and umbrellas, • A separate section was outlined for activities that are prohibited unless prior authorization is obtained, such as using folding tables and items typically associated with special events. • Maps were displayed showing the current location of signs at Roxbury and La Cienega Parks, with the note that signage around the playground is not shown due to construction. • Sample graphics illustrating visual icons were presented.

Commission Discussion and Comments
Some commissioners raised concerns about recent issues at Roxbury Park, including loud music and dogs off leash, and noted difficulty locating a Park Ranger when assistance is needed. Some questions included whether a phone number could be added to signage so visitors know how to contact someone and whether temporary lawn signs could be used to display AskBH or non-emergency contact information. A commissioner asked about the placement of signage at park entrances and inquired about the process for religious-use barbecues. Some commissioners asked whether Park Rangers are sufficiently staffed during busy summer weekends and whether a decibel-measuring device could help address amplified sound. A commissioner commented on the visibility of rules for permitted events and asked if QR codes could be used for reporting issues. A commissioner also requested clarification on language related to personal workout equipment and one-on-one training.

Staff Responses
Staff explained that Park Rangers are assigned to both parks, La Cienega and Roxbury, and that coverage increases during the summer months. Amplified sound is prohibited without a permit, so a decibel reader is not required. Religious-use barbecues follow the same permit process as other requests. Sign placement will be reviewed once construction is complete, and options such as QR codes or contact information may be considered. Language related to personal workout equipment and one-on-one training will also be reviewed.

4. RPC WORK PLAN (PICKLEBALL PROGRAM)
Recreation Services Manager, Michael Muse, provided updates on the reservation system launch and related program items. Key highlights included:
• The Playbypoint system was set to launch for residents on June 29 and for non-residents on July 2, for reservations beginning July 6.
• Pop-ups began on June 2 and were running about four times a week at La Cienega and Roxbury Tennis Centers to help people activate accounts, verify residency, and get familiar with the app.
• Outreach included signage at the courts, emails, and individual calls to members who had not attended a pop-up. Steps for creating a Playbypoint account were reviewed, including Recreation and Parks Commission Special Meeting Synopsis June 23, 2026
Note: The meeting video serves as the official record. Written minutes provide a summary of actions and discussion points.

Page 4 of 7 ends

downloading the app, entering account information, and requesting membership verification.
• Common questions from the community were addressed, including guest requirements, membership transfers, adding someone without an account, using the app versus the desktop version, and check-in procedures.
• The celebration marking the end of the pilot program was confirmed for Wednesday, July 29 from 7 to 9 p.m.

Commission Discussion and Comments
Some commissioners asked how the website would direct people to the app once launched.

A commissioner asked about using Instagram and other City communication to remind the community to sign up before the system went live. A commissioner also asked if the beta testers would get a party to celebrate the end of the pickleball pilot.

Staff Responses
Staff confirmed that the website would be updated as the launch rolled out and said they would work with the marketing team to push out additional communication, including Instagram. Staff also noted that a pickleball party celebrating the end of the pilot program had already been scheduled for Wednesday, July 29 from 7 to 9 p.m.

5. PARK BENCH DONATION
Community Services Manager, Joana Torres, presented the Park Bench Donation Program update and proposal that will be shared with the City Council. • There was no new update to the Park Bench Donation Program since it was last presented.
• The item had been scheduled for the City Council meeting that evening but was pushed to a later date due to a full agenda.
• A new date has not been set, and staff will bring it back to the Commission once it is rescheduled.

Commission Discussion and Comments
A commissioner asked why the item was pushed back from the City Council agenda.

Staff Responses
Staff explained that the item was pushed back because the City Council agenda was very full and other items needed to be heard that day.

6. RPC WORK PLAN (ADOPT-A-TREE PROGRAM)
Community Services Manager, Joana Torres, presented the Adopt-A-Tree Program update and proposal that will be shared with the City Council. • The Adopt-A-Tree item had been pushed to a later City Council date. • A brief recap was given of what the City Council liaisons supported and did not support, including keeping the $20,000 donation level and including mini-parks. • Liaisons did not support replacing deteriorating trees and preferred dedicating existing trees, with exceptions for historically significant trees or those with existing agreements. • The previously shown hanging marker was not supported by the Liaisons and a cement-base plaque option approved by the City Arborist was presented. • A ceremony add-on option was mentioned, and the item will be presented to City Council on the same date as the Park Bench Donation Program once rescheduled.

Recreation and Parks Commission Special Meeting Synopsis June 23, 2026
Note: The meeting video serves as the official record. Written minutes provide a summary of actions and discussion points.

Page 5 of 7 ends

Commission Discussion and Comments
Commissioners expressed support for the cement-base plaque option and raised questions about installation, safety, and placement. Comments included concerns about whether the plaque could be stepped on, potential tripping hazards, and how placement would work in active areas such as near the volleyball courts at Roxbury Park. One commissioner suggested a stake-mounted plaque, and commissioners discussed visibility, maintenance access, and ensuring placement avoids conflicts with recreation areas.

Staff Responses
Staff explained that the cement-base plaque was approved by the City Arborist, was small and low-profile, and would be heavy and poured into place. They addressed concerns about tripping hazards and noted that placement would consider walking paths, active play areas, and lawn-mowing needs. They also clarified that stake-mounted plaques had caused visibility and safety issues in the past. The item will return to the Commission once a new City Council date is set.

7. 2026 RECREATION & PARKS COMMISSION AWARD
Recreation Services Manager Michael Muse reviewed the voting process for the 2026 Recreation & Parks Commission Award, and the Commission voted to select the award recipient, who will be recognized at the August 25, 2026 Recreation & Parks Commission meeting.
• Commissioners received the written nominations in advance. • Two nominees recused themselves due to their connection to the Commission, and one nomination did not meet the criteria.
• The award criteria were restated: the award recognizes individuals who contribute to recreation, parks, community wellness, or enrichment, typically through service, leadership, or support.
• The scoring method was reviewed: rank top three choices for point totals and the tie-breaking process was explained.
• The selected nominee will be invited to the August 25, 2026 Commission meeting for recognition.
• Commissioners cast their votes in roll call order, ranking nominees one through three.

Commission Discussion and Comments
One commissioner asked why the 4
th of July Community Picnic was not at Roxbury Park this year and why it was not being done the same way as last year’s inaugural event. One commissioner asked about planning for Independence Day and other national holiday events and how the City is approaching holiday programming going forward. Commissioners requested to be notified of the upcoming Special Events Liaison meeting. Some commissioners asked whether more community feedback could be gathered for future holiday programming. Some commissioners suggested adding Marathon Day activities. One commissioner asked about rotating Art Walk routes. Commissioners also noted a lack of ranger presence at the Lily Pond during the recent Art Walk.

Staff Responses
The picnic was moved from Roxbury Park to align with Concerts on Cañon and the Parks Make Life Better kickoff. Holiday events such as Memorial Day, Veterans Day, and Independence Day have not traditionally included large City-run programming, and future direction could be discussed at the upcoming Special Events Liaison meeting. Community feedback can be incorporated as part of that process. Marathon Day ideas should be brought to the liaisons due to operational considerations. Additional Art Walks are planned, including Burton Way and future shuttle-based tours. Ranger coverage concerns at the Lily Pond were acknowledged.
