RECOMMENDATION
Staff recommends City Council approve the issuance of a purchase order to Pellera Inc. in the amount of $343,735 for the acquisition of an enterprise disk storage system and approve an appropriation in the amount of $343,735 from the General Fund to the Information Technology Fund for this purpose.

INTRODUCTION
This purchase provides for the acquisition of an enterprise disk system for the Beverly Hills Unified School District (BHUSD or District), capable of storing two years of video data in accordance with the Joint Powers Agreement (or JPA) between the City of Beverly Hills and BHUSD, as approved in May 2026. The JPA establishes a collaborative framework for the provision, use, and maintenance of security-related systems that serve the interests of both the City and the District. The purchase order to Pellera Inc. for the enterprise disk storage system is a key component of the transition of the District’s video security system from City management and oversight to BHUSD. This coordinated approach ensures that the District has the necessary enterprise-level infrastructure to securely retain and Meeting Date: September 1, 2026

manage video data while supporting the ongoing operational and security requirements established under the JPA. The JPA ensures that technology investments are aligned with joint operational requirements and long-term strategic planning for both entities.

DISCUSSION
In alignment with the Joint Powers Agreement between the City and the Beverly Hills Unified School District, the acquisition of the enterprise disk storage system is structured to address the specialized requirements of BHUSD’s closed-circuit television (CCTV) video data management. The City’s technology planning process has identified the need for dedicated, high-capacity storage infrastructure to support the retention, accessibility, and integrity of video surveillance data generated by BHUSD’s security systems. This requirement is driven by the operational realities of modern educational environments, where video data volumes are substantial and retention periods must accommodate investigative, legal, and administrative needs unique to school campuses. The disk storage system to be procured is designed to provide scalable capacity and robust data protection features that are essential for the secure handling of sensitive video footage, while also supporting rapid retrieval in response to incident reviews or law enforcement requests. The solution’s architecture is intended to ensure that BHUSD’s CCTV data remains segregated and compliant with applicable privacy and security protocols, while at the same time benefiting the City’s Real Time Watch Center operations. This approach leverages the City’s expertise in enterprise storage operations to deliver a resilient and cost-effective platform for BHUSD’s video security program, consistent with the collaborative objectives established under the JPA.

This purchase is exempt from bidding pursuant to Beverly Hills Municipal Code (BHMC) § 3-3-112 (E) as it involves the acquisition of an information technology commodity related to computer software and hardware maintenance.

FISCAL IMPACT
This action calls for an appropriation from the City’s general fund to the IT CIP fund for Community Video Security in the amount of $343,735. The City will provide funding for the initial year of video data storage associated with the enterprise disk storage system which is half the cost of this purchase ($171,868). The cost of the second year of storage is the District’s responsibility and will be deducted from the annual Joint Powers Agreement payment from the City to the Beverly Hills Unified School District, as stipulated in the terms of the JPA.
