RECOMMENDATION
Staff recommends that City Council approve a change purchase order to Graybar Electric Company, Inc. for Fiscal Year 2026/2027 in the amount of $100,000, increasing the total purchase order amount from $75,000 to a not-to-exceed amount of $175,000 for the purchase of street lighting components and related materials.

INTRODUCTION
The Public Works Department maintains the City’s street lighting infrastructure, including more than 5,500 streetlights and the underground electrical components that support their operation. As part of routine maintenance and repair activities, the Traffic Signals & Street Lighting Section replaces deteriorated or damaged electrical pull boxes, lids, and related components located primarily within the public right-of-way.

Electrical pull boxes provide access to underground conductors and connections necessary for the operation and maintenance of the street lighting system. Over time, pull boxes and lids may deteriorate or become damaged due to age, weather exposure, pedestrian and vehicle loading, construction activity, and normal wear and tear. Timely replacement is necessary to maintain safe access to electrical infrastructure and support reliable street lighting operations.

DISCUSSION
Graybar Electric Company, Inc. supplies electrical pull boxes, lids, and other components used by the Traffic Signals & Street Lighting Section for routine, preventive, and emergency maintenance of the City’s street lighting infrastructure.

The City Manager approved the City’s current $75,000 purchase order with Graybar Electric Company, Inc. for Fiscal Year 2026/2027. Based on anticipated maintenance and replacement needs, additional purchasing capacity is necessary to continue replacing deteriorated or damaged pull boxes and related street lighting components throughout the remainder of the fiscal year.

Many of the City’s pull boxes are located within sidewalks and other areas of the public right-of-way. Damaged or deteriorated boxes and lids can create pedestrian safety concerns, expose electrical infrastructure to water and debris, restrict access for maintenance personnel, and contribute to electrical or operational failures if they are not addressed in a timely manner.

Increasing the purchase order by $100,000 will allow the Department to maintain an adequate supply of replacement components and respond to both planned maintenance and unanticipated repair needs as they arise. The additional purchasing authority will increase the Fiscal Year 2026/2027 purchase order from $75,000 to a total not-to-exceed amount of $175,000.

Beverly Hills Municipal Code Section 3-3-205, Alternative Purchasing Procedures, provides that the City’s Purchasing Agent may purchase equipment where competitive bid procedures have already been utilized such as purchased from federal, state or county governments as long as the City is supplied the equipment at the same or better price as was obtained through the competitive bid procedures. The basis for the pricing of the Graybar cooperative agreement is U.S. Communities Government Purchasing Alliance, Lead Agency City of Kansas City, MO, Contract No. EV2370, which expires 1/31/29.

Approval of the change purchase order will support the continued maintenance, repair, and safe operation of the City’s street lighting infrastructure.

FISCAL IMPACT
Funding is available in Capital Improvement Program (CIP) No.210.001, Ongoing Signal System Repairs and Upgrades. No additional appropriation is required.

Shana Epstein,
Director of Public Works
