INTRODUCTION
The Capital Improvement Program includes a project addressing the ongoing maintenance and rehabilitation of parking facilities, including concrete repair and waterproofing of the building surfaces. Several subterranean parking structures have experienced water intrusions due to recent changes in the seasonal rain patterns and intensity, as well as normal deterioration of waterproofing due to the age of these buildings. Projects have been prioritized and have been addressed incrementally.

Waterproofing work has been completed at 221 N. Crescent Drive, 439 N. Canon/438 N.

Beverly Drive, and the P-4 level at Beverly Canon Gardens parking structure. Elevator pits at 461 N. Bedford Drive and 333 N. Crescent Drive parking structures have been identified as the next priority. These elevator pits have shown evidence of water intrusion due to last year’s rain activity and need to be addressed to mitigate water intrusion as well as protecting elevator equipment to alleviate premature deterioration of pistons and traction cables.

DISCUSSION
The bid documents were prepared depicting the grout injection method for waterproofing, showing successful results used in previous waterproofing projects.

As permitted by California Public Code (PCC) Section 20101, three contractors on the list of pre-qualified contractors for waterproofing projects with specific experience in the curtain wall injection method were invited to submit bids for the project.

On August 13, 2026, bid documents were issued to all pre-qualified contractors. The bid documents included alternate bid items and four unit costs as follows:

Alternate #1: Provide an additive alternate cost for off hours (10pm-6am) work hours.

Alternate #2: Provide an additive alternate cost for Elevator Pit Waterproofing at 1945 S.

La Cienega Blvd.

Unit Price #1: Additional shotcrete walls grout injection cost for holes within 30 square feet of area
Unit Price #2: Additional Concrete Block walls grout injection cost for holes within 30 square feet
Unit Price #3: The Base Bid includes (16) lineal feet per gallon of grout for crack injection.

Provide cost per gallon if additional resin is needed.

Unit Price #4: The Base Bid includes (10) square feet per gallon of grout for curtain wall injection. Provide cost per gallon if additional resin is needed.

Meeting Date: September 22, 2026

Page 3 of 4 ends

On September 8, 2026, three (3) bids were received. The bid results are as follows:

Basis of Selection
Slater Waterproofing Angelus Waterproofing Howard Ridley Waterproofing, Inc. & Restoration Co., Inc.

Base Bid $ 700,600 $ 115,700 $ 284,490
Add Alternate #1 $ 0 $ 0 $ 13,000
Add Alternate #2 $ 175,000 $ 15,000 $ 24,000
Unit Cost #1 $ 1,600 $ 4,700 $ 4,950
Unit Cost #2 $ 895 $ 4,700 $ 4,950
Unit Cost #3 $ 300 $ 170 $ 450
Unit Cost #4 $ 300 $ 450
20 days delay $ 0 $ 0 $ 2
Basis of Selection Total $ 878,695 $140, 270 $ 332,292
The bid documents specify that the low bid is determined by the sum of the base bid, all add alternates, plus unit prices, and the compensable delay cost for twenty days. The low bidder, Angelus Waterproofing & Restoration, notified staff of an error made in their bid and subsequently withdrew their bid. After review of the remaining bids, staff has determined that Howard Ridely Co., Inc., is the lowest responsive bidder by submitting a responsive bid, and, as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. References have confirmed Howard Ridley Co., Inc. has successfully performed similar type projects in the past. Staff also recommends that City Council approve including all alternates and unit costs into the contracted amount.

A contingency of $59,815,18% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency are made utilizing the Change Order process pursuant to Beverly Hills Municipal Code § 3-3-110 upon adequate written justification and substantiation.

ENVIRONMENTAL REVIEW
