DISCUSSION
9510 Brighton Way Parking Structure Slab Repair and Traffic Coating Project The slab repair and traffic coating application at 9510 Brighton Way Parking Structure was prioritized as part of an ongoing maintenance and rehabilitation of parking facilities to address aging concrete slabs and normal deterioration of traffic coatings. Traffic coatings applications are essential to protect commercial tenant spaces on ground floors of parking structure and are scheduled for a 7 to 10 years cycle depending on the heavy use of each structure.
Services of the structural firm of Brandow and Johnston were engaged to evaluate the structure’s existing concrete slab at all levels of the 9510 Brighton Way Parking Structure, and it was determined that minor repairs were required.
The traffic coating project consisted of slab repair on all floors and new waterproofing/traffic coating on level 2 and the roof, as well as repairs or replacement of damaged wheel stops.
Staff from the Public Works Department inspected the work and are satisfied that work has been performed consistently with construction documents.
Community Development Department Interior Improvement Project Under the Fiscal Year 2024-2025 Capital Improvement Program (CIP #00650), a need was identified to address the aging conditions of the finishes and system furniture and the growth and operational changes within the Planning, Rent Stabilization, and Administration Divisions of the Community Development Department. The scope of work included a 4,745 square foot remodel on the first-floor north wing of City Hall, encompassing new offices, workstations, a conference room, a lactation room, and a shared work/file room. On September 30, 2025, City Council approved the award of a contract to PCL Construction Services, Inc. (PCL), the lowest responsible bidder, for the Community Development Department Interior Improvement Project.
September 22, 2026
PCL has since completed all work under the contract in accordance with the approved plans, specifications, and contract documents.
Staff from Public Works and Building Inspectors have inspected the completed work and determined that the work has been performed consistent with construction documents.
Community Development Department Carpet Replacement Project Under the Fiscal Year 2024-2025 Capital Improvement Program (CIP #00650), a need was identified to address the aging condition of finishes at the first floor of City Hall. The project scope included removal of existing flooring and installing new carpet and wall base.
The flooring on the non-public side of the first floor of City Hall was a combination of original broadloom carpet installed during the 2006 remodel and carpet tiles installed during smaller renovations following it. Replacement carpet tile material was selected with input from Community Development staff to replace all carpet, approximately 14,100 square feet of area, on the first floor for cohesiveness and maintenance efficiency.
On July 16, 2024, City Council awarded a contract to KYA Services LLC (KYA) pursuant to Beverly Hills Municipal Code Section 3-3-205, Alternative Purchasing Procedures, which permits the City's purchasing agent to procure equipment through purchasing cooperatives that have already utilized competitive bid procedures, such as the OMNIA Partners Public Sector contract, provided the City receives pricing at the same or better rate than that obtained through the original competitive bid process.
Work was performed in five phases to minimize impact on staff and maintain department functionality throughout construction. Carpet tile material was purchased for the entire floor. Phases one through four were completed in 2025, and the last phase of installation was planned to be completed alongside the Community Development Department Interior Improvement Project (Planning Division). KYA has since completed all work in accordance with the approved plans, specifications, and contract documents.
Staff from Public Works Department inspected the work and are satisfied that work has been performed consistently with plans and specifications.
