Meeting Date: September 22, 2026
INTRODUCTION
The Comprehensive Schedule of Taxes, Fees, and Charges (or “Schedule”) was adopted on April 21, 2026, to implement the FY 2026-27 rates. Subsequent to adoption, staff identified additional updates needed to more accurately reflect new and ongoing services and address immediate operational needs. These updates impact the Community Development, Community Services, Police, and Public Works Departments, as discussed below. All updates will result in amendments to the Comprehensive Schedule of Taxes, Fees, and Charges for Fiscal Year 2026-27 and will be reviewed as part of the City’s Comprehensive Cost of Service Study currently in progress for FY 2027-28.
DISCUSSION
The recommended amendments to the FY 2026-27 Schedule include the following:
Community Development Department
Correction to Administrative Citation Fee Titles
The Schedule currently includes three Administrative Citation fees whose titles were inadvertently changed in the most recent Schedule adoption to display erroneous sidewalk vending language.
These fees are intended to apply to administrative citations generally and are not limited to sidewalk vending violations, which are covered by a separate set of fees. Staff recommends correcting the fee titles to remove the sidewalk vending verbiage from these fees to avoid confusion from customers.
Addition of Filming and Special Event Fees for Security Services and Specialized Equipment The City currently contracts a private security service provider for additional and supplemental security coverage throughout the City, including services related to filming and events. The methods of deployment and level of service vary depending upon the size and scope of the filming or event but generally involves the use of armed and unarmed security officers or supervisors, Virtual Patrol Officers, Virtual Community Observers, marked security vehicles, magnetometers, handheld metal detectors, and other services and equipment as needed. To ensure the City can adequately recover the expenses associated with providing these services, staff recommends establishing a Contracted Security Services fee. To accommodate the different methods of deployment and service levels needed, this fee would be set at actual cost and would reflect the expenses invoiced to the City by the vendor.
Additionally, staff proposes adding a Filming and Event Service and Equipment fee at actual cost to recover non-security vendor expenses incurred in support of filming and events. Again, these expenses vary depending on the nature, size, and operational requirements of each event, but generally cover audiovisual devices, supplemental lighting, or other specialized equipment not supplied by the customer. Establishing this fee at actual cost will allow the City to pass through applicable service and equipment charges without imposing a flat fee that may not reflect the actual services required for a particular filming or event.
Community Services Department
Addition of Greystone Mansion Film and Video Deposit – Commercial Projects Commercial film production bookings at Greystone Mansion and Park have increased significantly over the last several years. This increase has put additional strain on City staff and their ability to properly maintain the property; these projects are significantly larger and more complex than the smaller, non-commercial projects that often book the site. To address the increased maintenance needs and more equitably recover costs from these high-need customers, staff are proposing the adoption of a film and video booking deposit for projects involving commercial production Meeting Date: September 22, 2026
companies. The proposed deposit would reflect the additional impact these projects have on the property while maintaining affordable options for smaller projects.
Addition of Greystone Mansion Long-Term Parking Deposit The schedule currently includes long-term parking fees for the Greystone Mansion and Park parking lot. This lot is typically leased out to contractors, production companies, or anyone who needs space for staging as the City does not allow street parking in the residential areas adjacent to Greystone Mansion. The proposed deposit is to ensure that costs associated with damage to gates, asphalt, or the surrounding areas of the parking lot are properly recovered. The deposit will be refundable if there is no need to recuperate damages from the patron.
Addition of Greystone Mansion Non-Refundable Booking Fees The Schedule lists a variety of film, video, and photography permit fees for Greystone Mansion and Park that are driven by the size, nature, and location of the requested booking. These fees are intended to recover the costs associated with staff monitoring the site during reservations, the administrative time spent processing applications, and the closure of the site for exclusive use by the customer. Currently, patrons are able to reserve the property before any payment is made towards the permit fees. If a patron cancels their booking before paying the permit fees, the City has no formal method for recovering any of the costs associated with processing the reservation and holding the space for the customer. To address this, staff recommends establishing two nonrefundable booking fees for photography and film reservations. These proposed fees would be paid at the time of booking to hold any requested dates and would be applied toward the total cost of the permit fees, consistent with other Greystone Mansion reservation practices.
Consolidation of Film and Photography Cancellation Fees The Schedule currently includes separate cancellation fees for Greystone Mansion film, video, and photography permits. As established, these fees are set at different flat rates that do not reflect the varying levels of staff time required to process the different permit types. To simplify the cancellation process and more transparently charge customers, staff recommends consolidating these fees into a single Film and Photography Cancellation Fee. To maintain consistency with other facility cancellation fees, the proposed fees would be set at a rate equal to 25 percent of the total permit fees applicable when a cancellation occurs within 30 days of the booking.
Update to Roxbury Picnic Pavilion Reservation – Non-Commercial Use Fees Roxbury Memorial Park contains a picnic pavilion that allows patrons to reserve space for noncommercial use. These reservations entitle customers to the use of four tables and two barbeque grills for the entire day. Currently, the Schedule lists these fees as a cost per table per day, which does not accurately reflect actual use. To avoid any customer confusion and increase transparency, staff recommends changing the fee unit type to “per day” and adding a footnote that explicitly states what the fees reserve at the picnic pavilion.
Update to Youth League Sport Team Player Fees
Following recent amendments to the joint powers agreement between the City and the Beverly Hills Unified School District, the City’s youth sports programming will transition from District facilities and resources to City facilities and resources on an ongoing basis. Because the City no longer needs to rent out programming space from the District, the new program structure is expected to lower operating costs, allowing a reduction to the fees charged to patrons. After reviewing the new Meeting Date: September 22, 2026
operation, staff recommends reducing the Youth League Sport Team Player fees to $5 for residents and $15 for non-residents.
Police Department
Addition of Bail Bond Advertising Fee
The Schedule included a Bail Bond Advertising Fee under the Police Department until FY 2022- 23, when it was removed in response to Los Angeles County’s new zero-bail policy. The prior advertising program allowed bail bond businesses to post information regarding their services inside the City’s jail. In light of recent changes to the County’s zero-bail policy and renewed demand for the program, staff recommends reestablishing a Bail Bond Advertising Fee using the previously adopted monthly rate of $53. As part of the City’s ongoing Cost of Service Study, the fee will be evaluated to determine the full cost of administering the program and identify opportunities to improve cost recovery for FY 2027-28.
Public Works Department
Updates to Industrial Waste Discharge Program Fees
The City’s Industrial Wastewater Discharge Program is administered through a partnership between the City and Los Angeles County to ensure that industrial/commercial discharges comply with State and Federal processing regulations. As part of this program, the City’s sewage is treated at the Hyperion Treatment Plant, owned by the City of Los Angeles, where it is converted into highquality recycled water for non-potable use. The fees associated with this program are set by Los Angeles County and passed through to City customers. Recent updates to the rates of these fees were inadvertently missed during the adoption of the current Schedule; to ensure the City is able to charge the appropriate amounts, staff recommends updating the Industrial Wastewater Discharge Program fees to the new rates established by Los Angeles County.
FISCAL IMPACT
The amendments correcting the Administrative Citation fee names are expected to have no fiscal impact since the rates and administration of those fees will not be changed.
The proposed filming, photography, and parking deposits are expected to have a minimal fiscal impact; the recommended deposit fees are all fully or partially refundable. However, these fees will provide the City with greater financial security against potential damage, maintenance, repair, and other costs associated with using City spaces.
The new non-refundable film and photography booking fees are expected to have a minimal fiscal impact on recreation revenue. Booking cancellations cannot be reliably predicted year over year, but are generally infrequent, resulting in comparatively less collected revenue than more consistent rental fees.
The consolidation of the existing Greystone Mansion cancellation fees is expected to have a moderate fiscal impact. The proposed restructuring sets a rate that is dependent upon the value of the permit being cancelled, which is generally higher than the currently established flat rate, resulting in increased revenue for the City.
The recommended reduction to the Youth League Sport Team Player fees is expected to have a minimal negative impact on recreation revenue.
The addition of the Bail Bond Advertising fee is expected to have a minimal fiscal impact on Police Department revenue. Reestablishing the fee will create additional revenue, but the proposed rate is relatively low compared to other Police Department fees.
Meeting Date: September 22, 2026
The updates to the Industrial Wastewater Discharge Program Fees are expected to have no fiscal impact; these rates are established and charged through Los Angeles County so no revenue is received by the City for these fees.
