DISCUSSION
Traffic Control
Plan
The street and sidewalk closure would be managed and
implemented by a professional traffic control company hired by DCP.
Traffic control plans must be approved by the City Engineer prior to the event.
A Public Works Inspector will be on site each day of the street and sidewalk closure to ensure traffic control equipment is set up properly and according to the approved plan.
Fire Lane As required with all street closures, a fire lane must be maintained at all times. The site plan showing the fire lane must be approved by the Fire Marshal prior to the event.
Fee Waiver
Requested
DCP requests a waiver of some of the permit fees associated with the Special Event and Filming Permits, totaling approximately $70,000.
2027 Permit Fee Breakdown:
Application Fee: $71
Large Scale Event Fee: $4,366
Encroachment Fee: $197
No Parking Signs: $835
Street Lane Closure Fee: $2,293
Street Closure Fee: $34,858
Extra Hours Street Closure Fee: $20,565
Film Permit Fees: $6,622
The requested fee waiver does not include any staff costs related to the event. DCP would remain responsible for all staffing costs that are required for setup, event, and strike. DCP would also remain responsible for all other applicable permit fees, including those associated with Building and Fire permits.
Event
Activities
Televised award program on CBS/Paramount+, red carpet show, and after parties.
Three Year
Commitment
Dick Clark Productions is requesting a three-year commitment from the City to continue to host the Golden Globes Awards Ceremony in Beverly Hills (2027, 2028, 2029). DCP would return to the City each year prior to the event to provide updates and event details, and to seek approval for specific street closure and other requests for that year.
Meeting Date: October 20, 2026
The following table provides discussion and analysis of the features, logistics, and potential impacts of the proposed event.
Tents/
Structures
All tents and structures including, but not limited to: tents, decking, bleachers, stage, truss and lighting structures will go through the standard Building and Safety plan review and inspection.
Generators All generators and electrical requests will go through the standard Building and Safety plan review and inspection.
Fire Permits All fire permits, including but not limited to: public assembly and fire code will go through the standard fire plan review and inspection.
Amplified
Sound
No exterior amplified sound is proposed for this event.
Other
Equipment,
Fixtures, or
Furniture
The Red Carpet plan will include hedges, greenery, and media booths to accommodate attendees arriving in approximately 250 luxury SUVs and 250 personal vehicles.
Food
Preparation
and Service
All food and beverage will be prepared and provided by The Beverly Hilton Hotel.
Shuttles Shuttles for all crew, press, viewing and after party attendees will run back and forth between designated parking structures in Century City and the Beverly Hilton Hotel. Shuttles will drop off and pick up on the Santa Monica side of the hotel.
Traffic All traffic will be rerouted during street closures as detailed in Attachment 3. Traffic control including but not limited to lane striping, delineators, signs, changeable message signs, barriers, k-rails, etc. (per the approved Traffic Control Plan) will be placed around street closures for safe operations during event setup and takedown and for full closures and detours during the event.
Hotel Valet,
Entrance/Exit
for Guests
DCP requests that from Saturday, December 26, 2026 through January 16, 2027, westbound hotel guests traveling to the Waldorf Astoria or Beverly Hilton be directed to a temporary valet area on North Santa Monica Boulevard. Approximately 20 valet attendants will be assigned to assist guests. Nearby lots have been secured.
On event day, North Santa Monica Boulevard will be closed to all traffic. Access will be permitted only for Waldorf Astoria and Beverly Hilton guests using valet or entering/exiting through the “X” at the west city limits of North Santa Monica Boulevard.
Meeting Date: October 20, 2026
Traffic Signal The location of the existing temporary traffic signal pole and mast arm located on the southeast corner of Wilshire and Whittier falls partially within the footprint of the proposed red carpet tent. DCP will work directly with Cain, and in coordination with Public Works, to re-position the temporary traffic signal just outside of the tent footprint during the overnight closure on Saturday, December 26th.
If Cain is unable to relocate the traffic signal, DCP requests to place an approved temporary traffic signal in a City-approved location that would meet all City requirements.
Construction
Hours
The current permitted construction hours for One Beverly Hills are as follows:
Ɣ 0RQ-Fri 7:00am-7:00pm, Sat 7:00am-4:30pm (Active
Construction)
Ɣ 0RQ-Sat 6-7am, Workers May Arrive; Mon-Sat 7-8pm, Sat 4:30pm-5:30pm Workers May Leave Site (No Active
Construction)
Ɣ1LJKW+DXOLQJ)URPSP-6am Mon-Thurs
DCP requests to work outside of the approved One BH hours in order to have enough time to complete event elements in time for the award show. DCP will use a compliance monitor to help track any noise limit violations. The request is similar to last year, where there were no major issues reported during DCP after hours work.
City Staffing This is a large scale event. City staff from various departments will be working this event. Staff includes, but is not limited to:
Police, Fire, Public Works, Community Development, Information Technology, Emergency Management, and Policy and
Management.
Exact staff hours from each department will be based on lead staff recommendations and summarized on the final special event permit.
Event Staffing
and Security
Strict security protocols will be in place. In addition to Beverly Hills personnel, neighboring law enforcement agencies from Los Angeles City, Los Angeles County, Los Angeles County Sherrif, and Federal departments will be working the event.
DCP and Beverly Hills Police will work with the Los Angeles Department of Transportation (LA DOT) for impacted adjacent streets in Los Angeles. The LA DOT will work with Beverly Hills Police on closures and reopening of streets. Approval from the Mobile Command Center must be obtained before any changes are made.
Meeting Date: October 20, 2026
DCP will provide private security in the hotel, offsite parking lots, and on the Red Carpet.
Beverly Hills Police and Beverly Hills Fire will be the lead agency for the duration of the entire event which includes set up days, event day and strike days.
Emergency
Operations
Center/Mobile
Command
Center
This large scale special event necessitates the activation of the Mobile Command Center (MCC) at El Rodeo Elementary School.
The MCC will be on site on event day. Deployment of the MCC will allow for Police and Fire to swiftly run tactical and traffic operations with all involved agencies. The MCC will be staffed with key personnel from multiple departments.
The City Public Information Manager will notify community stakeholders (Beverly Hills Unified School District, local hospitals, and the business community) of potential impacts
before/during/after the event.
Insurance The City’s Risk Manager recommends requiring General Liability Insurance of at least $2 million per occurrence, naming the City of Beverly Hills as an additional insured as a requirement to be provided by DCP.
Notification
and Marketing
As recommended by the Liaisons and consistent with prior years, DCP will be required to send a notification letter to residents and businesses within a two-mile radius at least two weeks prior to the event.
Public Works will notify Metro and tour bus companies in advance so that they can coordinate alternate routes.
The Communication Team will notify the community about street and sidewalk closures through citywide announcements, Nixle Alerts, Everbridge Robo Calls, and newspaper notices; and will maintain an event webpage with up to date information. The AskBH Customer Service team will answer calls during extended hours on the event day.
BHUSD
Elementary
School
DCP will provide a flyer for El Rodeo Elementary School for distribution to all parents prior to Winter Break, which occurs Monday, December 21, 2026 through Friday, January 1, 2027.
Partner
Support and
Public
Comment
Letters of support have been received (Attachment 4).
Meeting Date: October 20, 2026
FISCAL IMPACT
Unless waived by the City Council, DCP is responsible for all related expenses including, but not limited to: City permits, street closures and/or street use fees, City personnel, traffic control plan and equipment, broadcast, structure permits, and any other costs associated with the awards ceremony.
DCP requests a waiver of certain permit fees associated with the Special Event and Filming Permits, totaling approximately $70,000.
All individual after parties and ancillary permits and personnel assigned to each respective event will be billed separately.
Fees will be charged based on the current Fiscal Year 2026-27 fee schedule.
RECOMMENDATION
Staff recommends that the City Council approve requests from Dick Clark Productions associated with the 84th Annual Golden Globes Awards Ceremony scheduled for Sunday, January 10, 2027 as recommended by the Rodeo Drive/Special Events/Holiday Program Committee Liaisons during their meeting on Tuesday, October 6, 2026. The Liaisons reviewed and discussed the request and expressed no concerns regarding the proposed event.
Staff recommends approval of the following related to the special event request:
x Street and sidewalk closures and modified valet operations x Permit fee waivers totaling about $70,000
x Traffic signal positioning and possible use of temporary signal x Extended construction hours
x Public notification radius

Re: Letter of Support for the 84th Annual Golden Globes Event at The Beverly Hilton Dear Mayor Corman and Members of the Beverly Hills City Council:
On behalf of the Rodeo Drive Committee, I am pleased to express our support for the 84th Annual Golden Globe Awards and the special week of programming leading up to the main event, taking place at The Beverly Hilton on Sunday, January 10, 2027.
The Golden Globes are an internationally recognized celebration of excellence in film and television and have long been an important part of Beverly Hills’ global identity. The event brings together leading figures from the entertainment industry and attracts significant international attention to our City, providing an important opportunity to showcase Beverly Hills as one of the world’s premier destinations for luxury, hospitality, culture, and commerce.
The Rodeo Drive Committee is supportive of the organizers’ efforts to create a collaborative week of programming surrounding the Golden Globes. Events of this caliber contribute to the energy and visibility of Beverly Hills while providing meaningful opportunities for our businesses and community to participate in and benefit from the increased visitation and international exposure.
We also recognize that this year presents unique logistical and traffic challenges, including the ongoing construction associated with the One Beverly Hills project. We encourage continued coordination among the City, event organizers, businesses, and community stakeholders to ensure that the week’s activities are conducted successfully while minimizing impacts on residents, businesses, and visitors.
The Rodeo Drive Committee appreciates the opportunity to support this important international event and looks forward to the Golden Globes and its surrounding programming contributing to another successful and memorable week in Beverly Hills.
Sincerely,
Kathy Gohari
President
Rodeo Drive Committee

The Beverly Hills Chamber of Commerce writes to you in support of the 84th Annual Golden Globes Awards as well as a special week of programming leading up to the main event. The Golden Globes are taking place at the Beverly Hilton on Sunday, January 10, 2027.
The Golden Globe Awards are presented to recognize excellence in both American and International film and television. This annual ceremony is a major part of the film industry's awards season, which culminates each year in the Academy Awards. This is a worldwide event that is at the core of Beverly Hills and has deep roots within our community. Not only does this event bring commerce to the City of Beverly Hills but draws significant publicity throughout the world.
This year, the organizers have brought creative ideas and a collaborative spirit to imagine a week of programming leading up to and supporting the event. The Chamber is supportive of this Golden Globes week idea and is working with the organizers and City to help support it.
The Chamber of Commerce supports this upcoming event and we will continue to offer our assistance in any manner we can. Due to renovations at the Beverly Hills Hilton and construction of the One Beverly Hills project, there are unique traffic challenges this year and we encourage all parties to collaborate to ensure safety and access to our community.
We thank you for your time and are looking forward this special event taking place within our city.
Sincerely,
Todd Johnson

Dear Mayor Corman, Vice Mayor Wells, and Councilmembers Friedman, Nazarian, and Pynoos,
On behalf of the Beverly Hills Unified School District, I am proud to express our support for the 84th Annual Golden Globe Awards.
We are particularly excited to continue the Golden Globes Insider program, which gives Beverly Hills High School students an extraordinary chance to go behind the scenes of a major live broadcast. Working with the Golden Globes production team, students gain firsthand exposure to how production crews, media operations, red carpet management, and technical staff collaborate to create a world-class event.
This experience illuminates career paths in media, entertainment, communications, and production for aspiring young professionals.
We are honored to collaborate with Dick Clark Productions in making this opportunity possible for our students, and we look forward to strengthening this partnership in the years ahead. As the Globes and BHUSD coordinate planning, we will work closely to minimize disruption for families, students, and city operations.
Thank you for your consideration and your commitment to our community’s future.
Sincerely,
Dr. Alex Cherniss

media booths awaiting approximately 250 limousines and
250 personal vehicles with the arrival of celebrities.
Food Preparation and
Service
All food and beverage will be prepared and provided by
The Beverly Hilton Hotel.
Traffic All traffic will be rerouted during street closures as detailed in Attachment 5. Traffic control equipment, messages
boards, barriers, k-rails, etc. (included in applicants traffic plan) will be placed around street closures so that the drivers avoid the area.
Hotel Valet,
Entrance/Exit for
Guests
DCP requests that from Saturday, December 26th through
January 16th, westbound hotel guests traveling to the
Waldorf Astoria or Beverly Hilton be directed to N Santa Monica valet zone. Approximately 20 valet attendants will be assigned to assist guests. Nearby lots have been
secured.
On event day, North Santa Monica will be closed to all
traffic. Access will be permitted only for Waldorf Astoria and Beverly Hilton guests using valet or entering/exiting through the “X” at the west city limits of North Santa Monica Boulevard.
Traffic Signal The location of the traffic signal and its outstretched arm located on the southeast corner of Wilshire and Whittier falls partially within the footprint of the proposed red carpet tent. DCP will work directly with Cain to position the traffic signal just outside of the tent footprint during the overnight closure on Saturday, December 26th.
If Cain is unable to relocate the traffic signal, DCP requests to place an approved temporary traffic signal in a City approved location that would meet all City requirements.
Shuttles Shuttles for all crew, press, viewing and after party attendees will run back and forth between designated
parking structures in Century City and the Beverly Hilton Hotel. Shuttles will drop off and pick up on the Santa
Monica side of the hotel.

Sat 4:30pm-5:30pm Workers May Leave Site (No Active
Construction)
Ɣ1LJKW+DXOLQJ)URPSP-6am Mon-Thurs
DCP requests to work outside of the approved One BH
hours in order to have enough time to complete event
elements in time for the award show. DCP will use
compliance monitors to help track any noise limit violations.
The request is similar to last year, where there were no major issues reported during DCP after hours work.
City Staffing This is a large scale event. City staff from various departments will be working this event. Staff includes, but is not limited to: Police, Fire, Public Works, Community Development, Information Technology, Emergency
Management, and Policy and Management.
Exact staff hours from each department will be based on lead staff recommendations and summarized on the final
special event permit.
Event Staffing and
Security
Strict security protocols will be in place. In addition to Beverly Hills personnel, neighboring law enforcement
agencies from Los Angeles City, Los Angeles County, Los Angeles Sherrif, and Federal departments will be working the event.
DCP and Beverly Hills Police will work with the Los
Angeles Department of Transportation (LA DOT) for
affected adjacent streets in Los Angeles. The LA DOT will work with Beverly Hills Police on closures and reopening of streets. Approval from the Mobile Command Post must
be obtained before any changes are made.
DCP will provide private security in the hotel, offsite parking lots, and on the Red Carpet.
Beverly Hills Police and Beverly Hills Fire will be the lead agency for the duration of the entire event which includes set up days, event day and strike days.
Emergency Operations
Center/Mobile
Command Center
This large scale special event necessitates the activation of the Mobile Command Center (MCC) at El Rodeo
Elementary School.
5 of 6
The MCC will be on site at the event. Deployment of the MCC will allow for Police and Fire to swiftly run tactical and traffic operations with all involved agencies.
The MCC will be staffed with key personnel from multiple departments.
The City Public Information Officer will notify community stakeholders (Beverly Hills Unified School District, local hospitals, and the business community) of potential
impacts before/during/after the event.
Insurance The City’s Risk Manager recommends requiring General Liability Insurance of at least $2 million per occurrence, naming the City of Beverly Hills as an additional insured as a requirement to be provided by DCP.
Notification and
Marketing
The City will prepare the notification letter, provide a map and list of addresses of residents and businesses where letter must be sent to within 1,000 feet of the event closure at least two weeks prior to the event date, consistent with the City policy for large scale events that include street closures. DCP will be responsible for disseminating the notification letter.
It is recommended that the letter of notification be sent out to a two-mile radius consistent with prior years, which would include our neighbors in nearby Los Angeles.
Public Works Transportation Division will notify Metro and Tour Buses companies in advance so that they can
coordinate alternate routes.
The City will send out Citywide Announcements, Nixle
Alerts, Everbridge Robo Calls, post on all social media platforms and will place ads in local papers notifying the Beverly Hills community of the street and sidewalk
closures, as well as maintain an event webpage providing the public with the most up to date information. The city will maintain a hotline number during the entire closure time as well as have it available for extended hours on event day.
BHUSD Elementary
School
Winter Recess: Monday, December 21, 2026 – Sunday,
January 3, 2027
6 of 6
DCP will provide a flyer for El Rodeo Elementary School for distribution to all parents prior to Winter Break.
Partner Support and
Public Comment
Letters of support have been received (Attachment 3).
FISCAL IMPACT
Unless waived by the City Council, DCP is responsible for all related expenses including, but not limited to: City permits, street closures and/or street use fees, City personnel, traffic control plan and equipment, broadcast, structure permits and any other costs associated with the awards ceremony.
DCP has requested a fee waiver for all permit fees estimated to be about $70,000.
All individual after parties and associated permits and personnel assigned to each respective event will be billed separately.
RECOMMENDATION
Staff recommends the City Council Liaisons provide feedback and direction regarding the proposed event related details:
x Street and sidewalk closures and modified valet operations as detailed in Attachment 5
x Permit fee waivers totaling about $70,000
x Traffic signal positioning and possible use of temporary signal x Extended construction hours
x Public notification radius
If approved by the Liaisons, staff will bring the proposal for consideration to full City Council at the October 20, 2026 meeting.
