AGENDA REPORT
Meeting Date: October 20, 2026
Item Number:

To: Honorable Mayor & City Council
From: Daren Grilley, Assistant Public Works Director/City Engineer Christine Chung, Project Manager
Subject: METRO PURPLE LINE SECTION 2 – CONSIDERATION FOR REJECTION OF REQUEST TO WORK DURING THE 2026

HOLIDAY MORATORIUM BETWEEN THANKSGIVING DAY
THROUGH NEW YEAR’S DAY
Attachments: 1. Metro Holiday Moratorium Application

RECOMMENDATION
Staff recommends that City Council (1) review the Los Angeles County Metropolitan Transportation Authority’s (Metro) request for a waiver of the holiday moratorium; (2) deny the waiver request to continue construction work; or (3) provide feedback on recommended permit conditions, if applicable.

INTRODUCTION
The Memorandum of Agreement (MOA) with Metro for Section 2 – Beverly Dr. Station located under Wilshire Boulevard from Beverly Drive to Crescent Drive outlines allowable work hours and days in Article XIII. This agreement includes designated holiday moratorium dates during which no work is permitted. The MOA allows Metro to apply for a permit to waive the holiday moratorium with City Council holding sole discretion to review, approve, or deny the request.

On July 30, 2026, City Staff received Metro’s application to work during the 2026 holiday moratorium, which spans from Thanksgiving Day 2026 to New Year’s Day 2027 (Attachment 1).

DISCUSSION
Current Work and Site Conditions
Metro continues construction of the Purple (D) Line Extension – Beverly Dr. Station, including the underground station, plaza, and street restoration. Sidewalk restoration and installation of streetscape elements along Wilshire Boulevard between El Camino Drive and Crescent Drive are mostly complete, pending median restoration, permanent traffic signal restoration, final paving, and completion of punch-list items. Surface construction is expected to conclude by spring 2027.

Wilshire Boulevard between Beverly Drive and Crescent Drive has maintained two travel lanes in each direction 24 hours a day, seven days a week since April 2025. Left turns are allowed at Beverly Drive and Crescent Drive but restricted at North and South Cañon Drives.

Work Allowed During the Moratorium
Per the MOA, Metro is permitted to continue 24/7 work within staging yards and underground areas during the holiday moratorium. Metro will also maintain and monitor temporary patches over the geotechnical instruments and dewatering wells within the right-of-way. Temporary traffic control requests for maintenance or emergency work will be reviewed by City staff on a case-by-case basis with advance notice. City staff will continue oversight to ensure safety and compliance with the MOA.

Holiday Moratorium Waiver Request
Metro and Tutor Perini Corporation / O&G (TPOG) have requested a waiver of the moratorium to complete the final street paving and striping along Wilshire Boulevard and adjacent streets between El Camino Drive and Rexford Drive within the public right-ofway. TPOG intends to schedule the final paving in early November; however, in the event of weather-related delays, TPOG requests authorization to perform the work during nighttime hours, from 10:00 p.m. to 6:00 a.m. Metro states that restricting the work during the moratorium period could slow station construction and that leaving the roadway in an unfinished condition could create safety risks.

Staff Review and Recommendations
After reviewing the proposed activities and projected construction timeline, staff finds that granting the waiver will not significantly reduce the overall schedule nor expedite the station opening. Continued surface construction during the holiday period could result in open-trench conditions and unforeseen construction issues, potentially extending lane reductions beyond the hours allowed under the MOA.

Therefore, staff recommends denying the waiver request due to the potential construction impacts and to avoid unnecessary disruption to residents, businesses, and travelers during the holiday period.

Given that the majority of sidewalk-related work along Wilshire Boulevard has been completed, staff also recommends that Metro restore safe and normal street conditions and reopen Wilshire Boulevard to three lanes in each direction between Beverly Drive and Crescent Drive before Thanksgiving Day. Metro should also restore any other affected areas within the public right-of-way.

If Metro is able to complete the final paving in November, Wilshire Boulevard will be permanently restored to three lanes in each direction before Thanksgiving Day, and temporary restoration of the street configuration may not be necessary. If final street Meeting Date: October 20, 2026

Page 3 of 3 ends

restoration is delayed or paused due to weather conditions in the days immediately preceding Thanksgiving Day, City staff will coordinate with Metro to determine what limited interim work is necessary to maintain safe roadway conditions and minimize impacts on the community. Such interim work would not constitute approval of continued construction activities beyond those necessary to maintain public safety and roadway conditions during the holiday moratorium.

Community Engagement
Notices regarding the waiver request were emailed to the City’s contact database on October 6, 2026. Links to the notice and upcoming City Council agenda items were also posted on the City’s website. No comments or additional responses were received.

Next Steps
If the waiver is denied, staff will monitor the work and require Metro to restore Wilshire Boulevard to three lanes in each direction before the start of the moratorium, either through temporary restoration or, if final paving is completed, permanent restoration.

To create a more inviting holiday atmosphere, the City will continue maintaining graphic wraps on fences surrounding the staging yards and work sites and will add seasonal holiday banners to the staging yard walls to enhance the streetscape.

FISCAL IMPACT
There is no direct fiscal impact associated with approving or denying this request. The terms of the MOA include provisions for Metro to reimburse costs for all staff and consultants performing work associated with design-build construction activities of the Purple Line Extension – Section 2 in Beverly Hills.
