AGENDA REPORT
Meeting Date: October 20, 2026
Item Number:

To: Honorable Mayor & City Council
From: Michael V. Hensley, Interim Director of Public Works Harry Kalindjian, Fleet Supervisor
Subject: APPROVAL OF A PURCHASE ORDER TO NATIONAL AUTO

FLEET GROUP FOR A TOTAL NOT-TO-EXCEED AMOUNT OF
$191,779.65 FOR THE PURCHASE OF FIVE (5) POLICE

DEPARTMENT VEHICLES
Attachments: 1. Sourcewell Procurement Contract #081325-NAF

2. National Auto Fleet Ford Maverick Hybrid Price Quote

RECOMMENDATION
Staff recommend City Council waive the bidding requirements as the City is utilizing the Sourcewell bid process and approves a purchase order in the amount of $191,779.65 to National Auto Fleet Group for the purchase of specified Police Department replacement vehicles.

INTRODUCTION
The Public Works Fleet Services program supports City efforts to provide exceptional service to the community by procuring and maintaining over four-hundred and fifty (450) fleet vehicles and equipment. Each fleet vehicle has an estimated life expectancy based on the type of vehicle, its operational use and the effectiveness of ongoing preventative maintenance and repair. Fleet Services perform routine preventative maintenance to help ensure that vehicles meet or exceed their estimated life expectancy. Each vehicle is thoroughly inspected when it meets the anticipated replacement period to assess whether replacement is warranted or if the vehicle can continue to be used past the recommended lifecycle. The vehicles in this report have met the criteria for replacement. These replacement vehicles will be used by the Beverly Hills Police Department to help keep the community safe.

DISCUSSION
Following an annual evaluation of the City’s vehicle and equipment fleet, Fleet Services staff has determined that the below-listed vehicles have exceeded their life expectancy and should be replaced:

ID # YEAR/MAKE/MODEL PROGRAM NO. / DESCRIPTION
149 2019 CHEVROLET COLORADO 00107301 / PRKNG ENFORCEMENT 150 2019 CHEVROLET COLORADO 00107301 / PRKNG ENFORCEMENT 157 2019 CHEVROLET COLORADO 00107301 / PRKNG ENFORCEMENT 158 2019 CHEVROLET COLORADO 00107301 / PRKNG ENFORCEMENT 159 2019 CHEVROLET COLORADO 00107301 / PRKNG ENFORCEMENT After a joint deliberation with the Police Department, Fleet Services concurred with the Police Department’s request to replace five (5) vehicles indicated above with selections to include Ford Maverick Hybrid Pickups for Traffic Control. The replacement vehicle selections were generated after conversations with National Auto Fleet Group to determine which manufacturer order banks and specific vehicles were available. Due to the sporadic nature of fleet purchasing, staff anticipate bringing additional replacement vehicles to City Council for consideration in the coming months, as order banks open.

After careful evaluation of various purchasing options and pricing, and in accordance with Section 3-3-205 of the Beverly Hills Municipal Code, staff determined that it is in the best interest of the City not to proceed with its own bid process and to utilize the bid process of the SourceWell Procurement Contract #081325-NAF (Attachment 1). Vehicle shortages combined with market inflation continue to keep new and used car prices high. Therefore, staff determined that leveraging Sourcewell purchasing power gives the City the best pricing opportunity, as the City lacks similar or better purchasing power on its own.

National Auto Fleet Group will extend the same terms, conditions and pricing stipulated in the SourceWell procurement contract to the City of Beverly Hills as noted in the Fiscal Impact section below. The City’s requests for additions, deletions, and additional keys have been accounted for in the proposed pricing.

FISCAL IMPACT
Funding for the purchase of these replacement vehicles is included in the FY2026/27 City Council approved Vehicle Replacement Fund budget. Fleet Services works closely with the Finance Department to ensure that sufficient funding is collected over the lifecycle of a vehicle to pay for a replacement. In some cases, the replacement collection schedules and amounts are adjusted to account for anticipated increases in replacement costs and upgrades to replacements when operational needs change.

A summary of the vendor’s price quotes for the vehicles specified by the City of Beverly Hills (Attachment 2) is as follows:

2. The primary focus of this solicitation is on Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories. This solicitation should NOT be construed to include:
a. Upfitting only solutions; and,
b. Equipment, accessories, or technology only solutions.

3. This solicitation does not include that equipment, products, or services covered under categories included in pending or planned Sourcewell solicitations, or in master agreements currently maintained by Sourcewell, identified below:
a. Firefighting Apparatus and Fire Service Vehicles (RFP # 113021); b. Fleet Management Services (RFP #030122);

Generally, the solutions for Participating Entities are turn-key solutions, providing a combination of equipment, products and services, delivery, and installation to a properly operating status. However, equipment-only or products-only solutions may be appropriate for situations where Participating Entities possess the ability, either in-house or through local thirdparty contractors, to properly install and bring to operation the equipment or products being proposed.

Sourcewell prefers suppliers that provide a sole source of responsibility for the equipment, products, and services provided under a resulting master agreement. If proposer is including the equipment, products, and services of its subsidiary entities, the proposer must also identify all included subsidiaries in its proposal. If proposer requires the use of distributors, dealers, resellers, or subcontractors to provide the equipment, products, or services, the proposal must address how the equipment, products or services will be provided to Participating Entities, and describe the network of distributors, dealers, resellers, and/or subcontractors that will be available to serve Participating Entities under a resulting master agreement.

Sourcewell encourages suppliers to offer the broadest possible selection of equipment, products, and services being proposed over the largest possible geographic area and to the largest possible cross-section of Sourcewell current and future Participating Entities.

C. REQUIREMENTS
It is expected that proposers have knowledge of all applicable industry standards, laws, and regulations and possess an ability to market and distribute the equipment, products, or services to Participating Entities.

1. Safety Requirements. All items proposed must comply with current applicable safety or regulatory standards or codes.

Rev. 6/2024 Sourcewell RFP #081325
Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories

Page 7 ends

2. Deviation from Industry Standard. Deviations from industry standards must be identified with an explanation of how the equipment, products, and services will provide equivalent function, coverage, performance, and/or related services.

3. New Equipment and Products. Proposed equipment and products must be for new, current model; however, proposer may offer certain close-out equipment or products if it is specifically noted in the Pricing proposal.

4. Delivered and operational. Unless clearly noted in the proposal, equipment and products must be delivered to the Participating Entity as operational.

5. Warranty. All equipment, products, supplies, and services must be covered by a warranty that is the industry standard or better.

D. PROSPECTIVE MASTER AGREEMENT TERM
The term of any resulting master agreement(s) awarded by Sourcewell under this solicitation will be four years. Sourcewell and supplier may agree to up to three additional one-year extensions based on the best interests of Sourcewell and its Participating Entities. Sourcewell retains the right to consider additional extensions beyond seven years as required under exceptional circumstances.

E. ESTIMATED MASTER AGREEMENT VALUE AND USAGE
Based on past volume of similar master agreements, the estimated annual value of all transactions from master agreements resulting from this RFP are anticipated to be USD 500 Million; therefore, proposers are expected to propose volume pricing. Sourcewell anticipates considerable activity under the master agreement(s) awarded from this RFP; however, sales and sales volume from any resulting master agreement are not guaranteed.

F. MARKETING PLAN
Proposer’s sales force will be the primary source of communication with Participating Entities.

The proposer’s Marketing Plan should demonstrate proposer’s ability to deploy a sales force or dealer network to Participating Entities, as well as proposer’s sales and service capabilities. It is expected that proposer will promote and market any master agreement award.

G. ADDITIONAL CONSIDERATIONS

1. Master agreements will be awarded to proposers able to best meet the need of Participating Entities. Proposers should submit their complete line of equipment, products, or services that are applicable to the scope of this RFP.

2. A proposer may submit only one proposal. If related, affiliated, or subsidiary entities elect to submit separate proposals, rather than a single parent-entity proposal, each such proposal must be prepared independently and without cooperation, collaboration, or collusion.

Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories

Page 8 ends

3. If a proposer works with a consultant on its proposal, the consultant (an individual or company) may not assist any other entity with a proposal for this solicitation.

4. Proposers should include all relevant information in its proposal, since Sourcewell cannot consider information that is not included in the proposal. Sourcewell reserves the right to verify proposer’s information and may request clarification from a proposer, including samples of the proposed equipment or products.

5. Depending upon the responses received in a given category, Sourcewell may need to organize responses into subcategories in order to provide the broadest coverage of the requested equipment, products, or services to Participating Entities. Awards may be based on a subcategory.

6. A proposer’s documented negative past performance with Sourcewell or its Participating Entities occurring under a previously awarded Sourcewell master agreement may be considered in the evaluation of a proposal.

III. PRICING
A. REQUIREMENTS
All proposed pricing must be:

1. Either Line-Item Pricing or Percentage Discount from Catalog Pricing, or a combination of these:
a. Line-item Pricing is pricing based on each individual product or service. Each line must indicate the proposer’s published “List Price,” as well as the “Master Agreement Price.”
b. Percentage Discount from Catalog or Category is based on a percentage discount from a catalog or list price, defined as a published Manufacturer’s Suggested Retail Price (MSRP) for the products or services. Individualized percentage discounts can be applied to any number of defined product groupings. Proposers will be responsible for providing and maintaining current published MSRP with Sourcewell, and this pricing must be included in its proposal and provided throughout the term of any master agreement resulting from this RFP.

2. The proposer’s not to exceed price. A not to exceed price is the highest price for which equipment, products, or services may be billed to a Participating Entity. However, it is permissible for suppliers to sell at a price that is lower than the agreed upon price.

3. Stated in U.S. and Canadian dollars (as applicable).

4. Clearly understandable, complete, and fully describe the total cost of acquisition (e.g., the cost of the proposed equipment, products, and services delivered and operational for its intended purpose in the Participating Entity’s location).

Proposers should clearly identify any costs that are NOT included in the proposed product or service pricing. This may include items such as installation, set up, mandatory training, or initial inspection. Include identification of any parties that impose such costs and their relationship to the proposer. Additionally, proposers should clearly describe any unique distribution and/or delivery methods or options offered in the proposal.

B. ADMINISTRATIVE FEES
Proposers awarded a master agreement are expected to pay to Sourcewell an administrative fee in exchange for Sourcewell facilitating the resulting master agreements. The administrative fee is normally calculated as a percentage of the total sales to Participating Entitiesfor all equipment, products, or services made during a calendar quarter, and is typically one percent (1%) to two percent (2%). In some categories, a flat fee may be an acceptable alternative.

IV. MASTER AGREEMENT
Proposers awarded a master agreement will be required to execute a master agreement with Sourcewell (see attached template). Only those modifications the proposer indicates in its proposal will be available for discussion. Much of the language in the Master Agreement reflects Minnesota legal requirements and cannot be altered. Numerous and/or onerous exceptions that contradict Minnesota law may result in the proposal being disqualified from further review and evaluation.

To identify any exception, or to request any modification, to Sourcewell’s standard master agreement terms, conditions, or specifications, a proposer must submit the proposed exception(s) or requested modification(s) via redline in the Master Agreement Template provided in the “Documents” section of the “Bid Details” page on the Sourcewell Procurement Portal and uploaded as part of its response. Only those exceptions noted at the time of the proposal submission will be considered.

Exceptions must:

1. Clearly identify the affected article and section.

2. Clearly note the requested modification; and as applicable, provide requested alternative language.

Unclear requests will be automatically denied.

Only those exceptions that have been accepted by Sourcewell will be included in the master agreement document provided to the awarded supplier for signature.

If a proposer receives a master agreement award resulting from this solicitation it will have up to 30 days to sign and return the master agreement. After that time, at Sourcewell’s sole discretion, the master agreement award may be revoked.

V. RFP PROCESS
A. PRE-PROPOSAL CONFERENCE
Sourcewell will hold an optional, non-mandatory pre-proposal conference via webcast on the date and time noted in the Solicitation Schedule for this RFP and on the Sourcewell Procurement Portal. The purpose of this conference is to allow potential proposers to ask questions regarding this RFP and Sourcewell’s competitive procurement process. Information Rev. 6/2024 Sourcewell RFP #081325

B. QUESTIONS REGARDING THIS RFP AND ORAL COMMUNICATION
All questions regarding this RFP must be submitted through the Sourcewell Procurement Portal.

The deadline for submission of questions is found in the Solicitation Schedule and on the Sourcewell Procurement Portal. Answers to questions will be issued through an addendum to this RFP. Repetitive questions will be summarized into a single answer and identifying information will be removed from the submitted questions.

All questions, whether specific to a proposer or generally related to the RFP, must be submitted using this process. Do not contact individual Sourcewell staff to ask questions or request information as this may disqualify the proposer from responding to this RFP. Sourcewell will not respond to questions submitted after the deadline.

C. ADDENDA
Sourcewell may modify this RFP at any time prior to the proposal due date by issuing an addendum. Addenda issued by Sourcewell become a part of the RFP and will be delivered to potential proposers through the Sourcewell Procurement Portal. Sourcewell accepts no liability in connection with the delivery of any addenda.

Before a proposal will be accepted through the Sourcewell Procurement Portal, all addenda, if any, must be acknowledged by the proposer by checking the box for each addendum. It is the responsibility of the proposer to check for any addenda that may have been issued up to the solicitation due date and time.

If an addendum is issued after a proposer submitted its proposal, the Sourcewell Procurement Portal will WITHDRAW the submission and change the proposer’s proposal status to INCOMPLETE. The proposer can view this status change in the “MY BIDS” section of the Sourcewell Procurement Portal Vendor Account. The proposer is solely responsible to check the “MY BIDS” section of the Sourcewell Procurement Portal Vendor Account periodically after submitting its proposal (and up to the Proposal Due Date). If the proposer’s proposal status has changed to INCOMPLETE, the proposer is solely responsible to:

1. make any required adjustments to its proposal;

2. acknowledge the addenda; and

3. ensure the re-submitted proposal is received through the Sourcewell Procurement Portal no later than the Proposal Due Date and time shown in the Solicitation Schedule above.

Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by Sourcewell. Late proposals will not be considered. It is the proposer’s sole responsibility to ensure that the proposal is received on time.

It is recommended that proposers allow sufficient time to upload the proposal and to resolve any issues that may arise. The time and date that a proposal is received by Sourcewell is solely determined by the Sourcewell Procurement Portal web clock.

By submitting a proposal, proposer warrants that the information provided is true, correct, and reliable for purposes of evaluation for potential master agreement award. The submission of inaccurate, misleading, or false information is grounds for disqualification from a master agreement award and may subject the proposer to remedies available by law.

E. GENERAL PROPOSAL REQUIREMENTS

1. In substantial compliance with the requirements of this RFP or it will be considered nonresponsive and be rejected.

2. Complete. A proposal will be rejected if it is conditional or incomplete.

VI. EVALUATION AND AWARD
A. EVALUATION
It is the intent of Sourcewell to award one or more master agreements to responsive and responsible proposers offering the best overall quality, selection of equipment, products, and services, and price that meet the commonly requested specifications of Sourcewell and its Participating Entities. The award(s) will be limited to the number of proposers that Sourcewell determines is necessary to meet the needs of its Participating Entities.

Factors to be considered in determining the number of master agreements to be awarded in any category may include the following:

1. Total evaluation scores (giving consideration to natural breaks in the scoring of responsive proposals);

2. The number and geographic location of highest-scoring proposers that offer:
a. A comprehensive selection of the requested equipment, products, or services; b. A sales and service network ensuring availability and coverage for Participating Entities’ use; and
c. Other attributes of the proposer or contents of its proposal that assist Participating Entities in achieving environmental and social requirements, and goals.

Information submitted as part of a proposal should be as specific as possible when responding to the RFP. Do not assume Sourcewell has any knowledge about a specific supplier or product.

B. AWARD(S)
Award(s) will be made to the highest-scoring proposer(s) whose proposal conforms to all conditions and requirements of the RFP, and consistent with the award criteria defined in this RFP.

Consider the following Question(s) and Answer(s) to be part of the above-titled solicitation documents. The remainder of the documents remain unchanged.

Question 1:

Can you clarify whether this RFP is structured to award only vendors who can provide the full spectrum of vehicle types listed — including passenger vehicles, SUVs, vans, and light trucks — or whether Sourcewell intends to award specialty providers who offer niche, highly specialized solutions that meet critical municipal and utility needs not addressed by general fleet providers? For example, our company provides turnkey fiber splicing vans and underground trenchless inspection trucks — purpose-built solutions that OEMs like Ford or GM do not manufacture, and that municipalities, utilities, and public works departments specifically rely on. In many cases, we are among the few or only manufacturers in North America producing these specialized units.

Can you confirm whether Sourcewell intends to include or even prioritize such niche specialty suppliers in the award structure, alongside general vehicle vendors, to ensure members have access to the full range of solutions they need? Answer 1:

The RFP is open to any proposer that can provide the solutions outlined in RFP Section II, Article B. Requested Equipment, Products, or Services. Evaluations and awards will be made in the two categories outlined in this section of the RFP. Each proposal is evaluated based on the criteria stated in the RFP. It is the responsibility of the proposer to demonstrate their capability to deliver the requested solutions.

Question 2:

Regarding Scope:

Page 5 ends

Section iv. in both Category 1 and Category 2 - Equipment, lighting, technology, accessories, safety products, and upfitting services directly related to turnkey solutions for subsections 1 b. i-iii
And ;

Page 6 ends

2. The primary focus of this solicitation is on Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories. This solicitation should NOT be construed to include:

SourceweiL;
a. Upfitting only solutions; and,
b. Equipment, accessories, or technology only solutions.

These seem to be contradictory. In one section the scope includes accessory equipment (warning devices, for example). In another section the scope excludes accessory equipment. Please clarify. We are a manufacturer of approved road warning lamps for 1st responder vehicles.

Answer 2:

Equipment, lighting, technology, accessories, safety products, and upfitting services are accepted if they are directly related to and in addition to the referenced turnkey solutions.

The primary focus of this solicitation is on automobiles, SUVs, vans, and light trucks and should not be construed to include upfitting only, or equipment, accessories, or technology only solutions.

Consider the following Question(s) and Answer(s) to be part of the above-titled solicitation documents. The remainder of the documents remain unchanged.

Question 1:

Regarding recent Federal elimination of DEI criteria, is consideration given (via-a-vis points awarded) for minority, disabled veteran, or woman-owned businesses? Answer 1:

It is left to the discretion of each proposer to determine the information or documentation necessary to best demonstrate their value-added attributes. Each proposer is asked in the questionnaire if their organization, hub partners, dealers, and/or resellers hold such certification. Proposals are evaluated per the criteria outlined in the RFP.

Question 2:

Question 23 states: List all state, cooperative purchasing agreements that you hold. What is the annual sales volume for each of these agreement over the past three years?
This question is timebound to the past 3 years, but some government contracts are only 1 year in length. Should bidding vendors include sales volumes for government contracts SourceweiL;
for the past 3 years, or should vendors also include contracts that they were recently awarded but haven't conducted sales yet?
Answer 2:

In the competitive process, Sourcewell will not advise a proposer on the content of the proposal. It is left to the discretion of each proposer to determine the information necessary to best demonstrate their contract experience and financial viability and marketplace success. Proposals are evaluated per the criteria outlined in the RFP.

Solicitation Name: Automobiles, SUVs, Vans, and Light Trucks with Related Equipment and Accessories
Consider the following Question(s) and Answer(s) to be part of the above-titled solicitation documents. The remainder of the documents remain unchanged.

Question 1:

In Section 16 of the Master Agreement template:
a) subsection (i), there are references to Executive Order 11246, which appears to have been rescinded by Executive Order 14173 on January 21, 2025. Does Sourcewell have an updated version of this section/template that reflects the current executive order, or should we propose updated language to align with the change? b) subsection (ii), since the Davis- Bacon act only applies to construction contracts, thus not applicable if response is specific to the sales and servicing of vehicles, OK to propose deleting this language? Or, was the intent to cover some aspect of vehicle sales/service.

If so, please provide more context.

Answer 1:

If a proposer would like to propose modifications to the master agreement they may do so within their proposal submission. Requested modifications are reviewed and are NOT automatically approved. Refer to the process outlined on page 10 of the FAQ document.
