INTRODUCTION
The Fiscal Year 2026/27 Capital Improvement Program includes a project addressing the ongoing maintenance and rehabilitation of parking facilities, including as-needed concrete slab repairs and waterproofing of concrete slab surfaces. Concrete slabs are periodically evaluated to identify areas needing repairs and due to the heavy use of City parking structures, the application of waterproofing coating in selective areas is necessary.

Furthermore, in order to protect ground floor commercial tenant spaces below the secondfloor slabs at City’s parking structures, it is recommended that the resurfacing is performed in cycles of five to seven years.

DISCUSSION
The structural firm of Brandow & Johnston was engaged to evaluate existing concrete slab conditions at the parking structure located at 461 N. Bedford. Dr., and, after analysis, they found the slabs require minor repairs on multiple levels. The base bid scope of work includes repairs of the existing concrete slab where rust jacking or stressed concrete was observed. In addition, a new waterproofing/traffic coating on the ground floor and reapplication of the traffic coating on level 2 and the roof level of the parking structure are included in the base bid.

On September 11, 2026, bid documents were posted on PlanetBids for informal bidding in accordance with the Public Contract Code Section 22034 to contractors on the City’s list of prequalified waterproofing contractors. On September 16, 2026, three (3) contractors attended the mandatory site walk.

On October 1, 2026, three bids were received as follows:

Basis of Selection
The bid documents specify that the low bid is determined by the sum of the base bid, alternates, unit prices, and the compensable delay cost for twenty days.

The bid documents included two alternate bid and one unit cost items as follows:

Alternate #1: Provide an additive alternate cost to remove, dispose, and replace 165 existing Wheel Stops, patch and repair existing concrete surfaces as needed.

Alternate #2: Provide an additive alternate cost to remove, dispose, and replace 4 existing Bollards, patch and repair existing concrete surfaces as needed Unit Price #1: Provide a Unit Cost per every 10 linear feet of crack repair.

Meeting Date: October 20, 2026

Angelus Waterproofing Slater Howard Ridley
& Restoration, Inc. Waterproofing Co.

Base Bid $ 707,070 $883,221 $948,000
Alternate No.1 $ 35,000 $ 45,090 $ 30,525
Alternate No.2 $ 12,700 $ 18,500 $ 3,360
Unit Price No.1 $ 80 $ 100 $ 220
20-Day Delay $ 4,000 $ 0 $ 0
Basis of Selection
Total $ 758,850 $946,911 $982,105
Selected Bid
Base Bid $707,070
Alternate No.1 $ 35,000
15% Contingency $111,311
TOTAL $853,381
The bids were reviewed, and the lowest responsible bidder is Angelus Waterproofing & Restoration, Inc. The contractor submitted a responsive bid and as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing.

Angelus Waterproofing & Restoration, Inc., has successfully performed on similar City projects in the past and is qualified to complete this project.

In the best interest of the City, staff does not recommend awarding Alternate No. 2 since the proposed cost is unreasonably high and this scope of work will be bid separately to obtain a more competitive cost. A contingency of $111,311, 15% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency will be made utilizing the Change Order process in Beverly Hills Municipal Code § 3-3-110 and the contract upon adequate written justification and substantiation.

The bid documents specify that all work under the contract shall be completed within 63 calendar days from the date specified in the notice to proceed, resulting in an estimated completion of approximately January 2027.

ENVIRONMENTAL REVIEW
Approval of 461 N. Bedford Dr. Parking Structure Slab Repair and Traffic Coating Project was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines and the environmental regulations of the City. Staff believes the approval of the 461 N. Bedford Dr. Parking Structure Slab Repair and Traffic Coating Project is exempt from CEQA pursuant to the following:
a) The improvements are exempt from CEQA pursuant to the ‘Existing Facilities’ Section 15301 of Title 14 of the California Code of Regulations because the work involves no expansion of use within the parking structure.

Based on the foregoing, staff recommends that City Council find that the project is exempt from CEQA pursuant to CEQA Guidelines Section 15301 Existing Facilities.
