INTRODUCTION
The Police Department proposes to use SLESF-COPS funds for the training, technology, communications, and safety resources listed above in Fiscal Year 2026/2027. The request includes the full quoted Axon program cost.

DISCUSSION
Tyler Shield Force – $6,000.00
The 15 Shield Force items extend access to dispatch information and communications beyond vehicle-mounted terminals. Mobile access supports situational awareness, coordination, and officer safety when personnel are away from patrol vehicles.

Tyler RIPA – $8,000
Electronic stop-data reporting supports compliance with the Racial and Identity Profiling Act. Consistent information capture and reduced duplicate entry help officers complete required reporting accurately while limiting time diverted from field duties.

Advanced Officer and Supervisors Training – $80,000
Advanced instruction maintains and develops officers’ operational skills, decision-making, and incident response capabilities. Training beyond the basic level prepares personnel for complex calls and supports safe, effective application of current police practices.

Additionally, specialized supervisory training strengthens leadership, personnel management, accountability, and critical incident command skills, ensuring supervisors are equipped to effectively guide personnel, manage operational challenges, and make sound decisions in high-pressure situations.

WRAP Restraint Equipment – $15,000
WRAP equipment supports controlling and transporting actively resisting subjects when authorized by Department policy. It provides an additional custody and transport option, with use governed by appropriate training, monitoring, and applicable force policies.

Management Retreat – $20,000
Structured operational leadership training would address incident coordination, supervisory decision-making, and deployment of frontline resources. Funding will be limited to documented, eligible law enforcement training costs rather than general administrative or social activities.

Flashlights – $20,000.00
The flashlights support nighttime calls, searches, and scene assessments. Reliable illumination helps officers identify subjects and hazards and make informed decisions during low-light field operations.

Axon Interview – $9,000.00
Interview recording hardware, software, maintenance, and implementation services preserve investigative statements for follow-up and evidentiary review. Recording supports consistent documentation and reduces reliance on written summaries alone.

Final pricing and contract dates require confirmation.

Records Recording Lines – $18,000
Telephone recording preserves communications handled by Records personnel in support of police services. Recordings help verify information, resolve questions about requests, and review service quality, supporting accurate information for officers and the public.

Comms Coach – $7,500
Training, coaching, and quality review tools help call takers and dispatchers identify skill gaps and practice responses. Improved call handling and clear communication support responding officers during routine calls and critical incidents.

AED Batteries – $15,000
Replacement batteries maintain police AED readiness. Reliable power enables officers to provide immediate assistance during suspected cardiac emergencies while awaiting medical responders, supporting the Department’s role in emergency response.

Gas Mask Filters – $12,000
This allocation supports readiness for chemical, biological, radiological, nuclear, or explosive hazards. Eligible equipment and training would help officers recognize hazards, take protective actions, and coordinate an initial response. Final purchasing scope requires documentation.

Innovative Timing Systems – $15,000
Timing equipment would provide consistent measurements during physical readiness assessments and timed training exercises. Objective results help evaluate performance, track progress, and identify instruction or conditioning needs related to frontline police duties.

Brother Printers – $50,000
Funding will support the purchase of portable printers used by officers to issue citations in the field. These printers will improve efficiency by allowing officers to generate clear, legible citations directly from their mobile systems, reducing manual paperwork and potential errors. Replacing and standardizing printing equipment will also improve reliability, minimize equipment downtime, and support more efficient traffic enforcement operations.

StarChase Tracking Systems – $55,000
Funding will support the acquisition of five additional StarChase vehicle tracking systems to expand the Department’s capabilities in managing vehicle pursuits and apprehending fleeing suspects. The technology allows officers to deploy GPS tracking devices onto suspect vehicles, enabling law enforcement to monitor their locations remotely rather than maintaining continuous high-speed pursuits. Expanding the availability of these systems will provide officers with additional tactical options, reduce risks to the public and responding personnel, and support safer, more effective apprehension strategies.

Modification Authority
Continuing the Chief of Police’s authority allows adjustments to qualifying purchases within the approved appropriation. Changes may not authorize ineligible expenditures or bypass City purchasing and contract requirements.

FISCAL IMPACT
The requested appropriation is $330,500.00 from SLESF-COPS account #190-02109. No General Fund appropriation is requested. Finance will confirm the uncommitted balance and appropriate expenditure accounts before implementation.

Funds must supplement existing resources and support eligible frontline municipal police services. Administrative overhead is limited to 0.5 percent of the recipient’s allocation.

Capital or construction projects must directly support frontline law enforcement. Eligibility and final pricing will be verified before spending.
