INTRODUCTION
The Police Department requests funding for SWAT firearms qualifications and tactical training, an independent assessment of SWAT capabilities, and rooftop construction associated with drone towers. These expenditures are intended to strengthen personnel readiness and operational capabilities during Fiscal Year 2026/2027.
Meeting Date: October 20, 2026
DISCUSSION
SWAT Ammunition – $20,000
SWAT conducts firearms qualifications twice each month using handgun, rifle, shotgun, and sniper platforms. The ammunition allotment falls short of qualification and training needs. POST-certified SWAT and sniper courses require approximately 500 and 200 rounds per officer, respectively; four or more personnel may attend SWAT school. This allocation supports qualifications, required courses, and canine unit compliance, reducing borrowing from Personnel and Training.
Force-on-Force Equipment – $4,752
The request includes five Simunition 5.56mm FX bolt conversion units for M4/M16/AR15 platforms and red Force on Force 5.56mm marker rounds, listed with a quantity of five, for controlled scenario training. Staff will confirm quantities, compatibility, and safety requirements before purchase.
SWAT Assessment and Training – $50,000
A third party would assess SWAT capabilities and provide standardized training for all members, including supervisors. The assessment would identify training needs. The contract will define the assessment and training deliverables before services begin.
Drone Tower Rooftop Construction – $100,000
The request allocates $100,000 for rooftop construction associated with drone towers.
Staff will define locations, construction scope, structural and permitting requirements, and final costs through applicable City review and procurement processes.
The March 2024 Guide to Equitable Sharing permits Treasury sharing funds to support law enforcement facility construction and improvements but prohibits using Department of Justice sharing funds for those costs. If the proposed work is classified as facility construction or improvement, it will not be charged to DOJ sharing funds. Staff will confirm a permissible source within Fund 326 or return to the City Council for alternative funding before committing the construction expenditure.
FISCAL IMPACT
The requested appropriation is $174,752 from Asset Forfeiture Fund 326: $74,752 for SWAT ammunition, Force-on-Force equipment, and SWAT assessment and training, plus $100,000 for drone tower rooftop construction. No General Fund appropriation is requested. Finance has confirmed sufficient uncommitted balances, the origin of the funds, and appropriate expenditure accounts.
Expenditures must comply with applicable forfeiture rules and may not supplant existing funding. This appropriation does not authorize an ineligible funding source or replace required purchasing, contract, or construction approvals.
CONCLUSION
Approval will support SWAT readiness and training and conditionally fund drone tower rooftop construction, subject to funding eligibility and required City approvals.
