Page 13 ends

Meeting Minutes
June 14, 2023
City Council considered a formal resolution authorizing a construction contract with S. Porter, Inc. for the Rathbun Creek Trail Phase III. The Rathbun Creek Trail system was identified in the Rathbun Creek Sustainability plan, which identified mobility and recreation opportunities along Rathbun Creek, and envisions trails from the National Forest to Big Bear Lake. The Phase III section of the trail is proposed adjacent to Sonoma Drive from Elm Street to Moonridge Road.

Upon the award of contract, work is anticipated to commence in July 2023 and will be completed this summer.

Following Council’s initial questions and discussion, Mayor Pro Putz invited up speakers who wanted to speak on this item. The following individuals approached Council:

Ellen Kesler, Big Bear City resident, expressed her appreciation for the Rathbun Creek Trail; urged that the City stick with the conceptual plans and construct the third phase to match the existing segments.

Ed Wallace, Big Bear Lake resident, thanked Mayor Putz and Councilmember Mote for taking the time to walk the Rathbun Trail with him; requested that the City use some ingenuity to create a more meandering trail in an effort to save several trees from being cut down.

Jeremy Hansen, Big Bear Lake resident, insinuated that the City was not being transparent about the construction of the trail segment because the final plan of the trail segment does not exactly reflect the conceptual drawings of the trail segment; expressed appreciation for the changes made to the construction plans but also expressed concerns for the City’s approach to completion.
