A Special Meeting of the City Council of the City of Big Bear Lake called to order by Mayor Putz at 9:00 a.m., Wednesday, June 14, 2023, at the Civic Center, 39707 Big Bear Boulevard, Big Bear Lake, California.

A motion was made by Councilmember Segovia, seconded by Mayor Pro Tem Melnick, to excuse Councilmember Herrick from attendance at this meeting.
Said motion was approved by the following vote:

1. DISCUSSION & ACTION ITEMS
1. Discussion related to the City Council’s authority to appoint Big Bear Lake Planning Commissioners and Big Bear Lake Department of Water and Power (DWP) Commissioners.
Assistant City Attorney Albert Maldonado and City Clerk Erica Stephenson provided the City Council an overview of the Council’s authority to appoint Commissioners and presented the Council with multiple options on how to proceed with the scheduled interviews.
A motion was made by Councilmember Mote, seconded by Councilmember Segovia, to appoint the current three (3) DWP Board Commissioners (Joe Cylwik, Robert Tarras, and Barbara Willey) to fill the three (3) DWP Board vacancies for four (4) year terms expiring June 30, 2027.

Said motion was approved by the following vote:

Following discussion, a motion was made by Councilmember Segovia, seconded by Councilmember Mote, to proceed with interviewing the five (5) Planning Commission applicants.
Said motion failed by the following vote:
AYES: Mote, Segovia
NOES: Melnick, Putz
ABSTAIN: None
EXCUSED: Herrick
Following further discussion, a motion was made by Councilmember Mote, seconded by Mayor Pro Tem Melnick, to continue with the scheduled interviews for the Planning Commission applicants in an effort to appoint two applicants today, to the two (2) four (4) year terms; table the appointment of the two (2) year term and re-open the application filing period for the two (2) year term vacancy until Councilmember Herrick can participate in the appointment process (ideally on July 12, 2023).

Councilmember Mote nominated Jeff Holoubek to the Planning Commission with a four (4) year term expiring June 30, 2027.
Councilmember Segovia nominated Michael Beveridge to the Planning Commission with a four (4) year term expiring June 30, 2027.
Seeing no further nominations, City Clerk Erica Stephenson took a roll call vote.
The nomination to appoint Jeff Holoubek was approved by the following vote:
AYES: Mote, Melnick, Segovia, Putz
NOES: None
ABSTAIN: None
EXCUSED: Herrick
The nomination to appoint Michael Beveridge was approved by the following vote:
AYES: Segovia, Melnick, Mote, Putz
NOES: None
ABSTAIN: None

There being no further business to come before the Council at this Open Session, Mayor Putz adjourned the meeting at 11:09 a.m.
