A Special Meeting of the City Council of the City of Big Bear Lake called to order by Mayor Putz at 2:01 p.m., Thursday, June 29, 2023, at the Civic Center, 39707 Big Bear Boulevard, Big Bear Lake, California.

1. PUBLIC HEARING ITEM
1.1 RESOLUTION ADOPTING SEWER USER FEES AND THE BIG BEAR AREA
REGIONAL WASTEWATER AGENCY (BBARWA) USER FEES THROUGH FISCAL YEAR 2027-28
City Council conducted a public hearing to receive any public testimony regarding the proposed pass through rates from BBARWA pursuant to Proposition 218 parameters, and considered a formal resolution that would adopt City user fees and the BBARWA user fees through Fiscal Year 2027-28.
Following Council Comments, Mayor Putz opened the public hearing at the hour of 2:09 p.m., and the following individuals spoke in opposition to the BBARWA sewer rates:

Seeing no further public comment, Mayor Putz closed the public hearing at the hour of 2:22 p.m.

After the closing of the Public Hearing, City Clerk Erica Stephenson, announced that the City received thirtyone valid written protests – indicating that a majority protest does not exist.
A motion was made by Councilmember Herrick, seconded by Councilmember Mote, to approve staff’s recommendation and adopt the following resolution entitled:

RESOLUTION ADOPTING CITY SEWER USER FEES AND THE
BIG BEAR AREA REGIONAL WASTEWATER AGENCY
(BBARWA) USER FEES THROUGH FISCAL YEAR 2027-28
Said motion was approved by the following vote:

2. DISCUSSION & ACTION ITEM
2.1 PROJECT HOMEKEY PROPOSAL
City Council considered a resolution authorizing the City Manager to execute a joint application for the Homekey Project Round 3 grant cycle in partnership with Mountain Homeless Coaliton, a local nonprofit. A government agency is required to apply for the Homekey Program Round 3 grant funding opportunity and Mountain Homeless Coalition has requested that the City submit a joint application, to assist with the cost of developing 844 Tulip Lane into permanent housing for homeless or at-risk individuals and/or households from the mountain communities.
Following Council comments and questions, Mayor Putz invited up speakers who wanted to speak on the item. The following individuals approached Council:
Wendell Wilson, Mountain Homeless Coalition representative, thanked Council for their support with the application process; discussed the non-profit’s plan for the property and future funding opportunities and sources.
A motion was made by Mayor Pro Tem Melnick, seconded by Councilmember Mote, to approve staff’s recommendation and adopt the following resolution entitled:
