Honorable Mayor and Councilmembers:
I am pleased to present a balanced Opera ng Budget and Capital Improvement Program for the City of Big Bear Lake for Fiscal Year FY 2024-25 (July 1, 2024 to June 30, 2025).

The budget theme for the Fiscal Year 2024/25 budget can best be described as the year of Return on Investment. FY 2024-25 Proposed Budget May 8, 2024 6
As we dra ed the budget for scal year 2024-25, City sta reviewed the objec ves and priori es to determine if any changes were needed. One specic change sta is proposing, is to defer the General Plan Update to scal year 2025-26, while con nuing to set aside dollars in this proposed budget to fund this update in a future scal year and in turn devote sta resources to implemen ng a new permi ng so ware to signicantly improve the process of issuing permits. Another e ciency gained in this proposed budget is to combine the Economic Development & Tourism Management divisions, which includes the consolida on of the Neighborhood Preserva on func ons. This proposed change will result in improving opera onal produc vity through consolidated resources and enhanced sta collabora on and communica on. The budget includes the funding for public safety, con nued priori za on of the quality of life in our residen al communi es, the ongoing investment in the Citys Capital Improvement and Maintenance Projects, providing economic development support the Citys business community, con nue advancing the Citys communica ons, and the ongoing implementa on of technology improvements to provide more e cient services.
City sta have con nued to focus on maintaining the quality of the services they provide to the public, while minimizing expenses and adding e ciencies wherever possible. As a result, the Citys opera ng posi on con nues to be posi ve and available to address forecasted cost increases; while the City has commi ed to focusing on funding reserves so they are available to o set any future economic downturn while s ll being responsive to our residents' needs and providing the best services possible. The City con nues to operate with sta vacancies and remains commi ed to delivering essen al City services. I would like to thank City Council and City sta for their commitment to the City and its ci zens.
Economic Outlook
The Citys economic outlook con nues to look favorable while we see a return to pre-pandemic ac vi es.
We saw the economy expanding during the last two scal years, however there are new forecast considera ons:
Interest rates
Ina on
Consumer spending
Saving trends
Tourism & Business Travel

Gas prices
The City con nues to see increases in its property and transient occupancy tax revenues, while sales tax remains strong. The annual outlook for sales tax forecasts moderate growth, approximately a 2% increase; restaurants and hotels are forecas ng approximately 4% growth. These areas of economic growth compliment the Citys signicant revenue sources and con nue to contribute posi vely to improving the outlook for the City of Big Bear Lake. It is important to note, the City remains cau ous in our budget forecas ng, knowing these posi ve trends can change rela vely quickly. The City is commi ed to maintaining a strong scal founda on and will remain conserva ve in our scal ac ons and forecas ng.

Annual Street Rehabilitation
SCOPE/DESCRIPTION JUSTIFICATION
STREETS
On going Operating & Maintenance Impact: Reduced maintenance for potholing, asphalt patches.
Permits/ Easements Needed: Notice of Exemption
Milling of existing asphalt, replacement of old metal pipe culverts, reconstruction of storm drain inlets and headwalls, curb and gutter, replacement of street signs, and paving of streets. For FY 24 25, the scope of work will focus on
pavement patching a few high priority areas.
The City performs an annual rehabilitation of the asphalt surface of various streets with priority based on streets with low Pavement Condition Index (PCI) values. This
project improves the life cycle of the streets by improving drainage, adding base, and paving streets.

Annual Crack Seal of City Streets
SCOPE/DESCRIPTION JUSTIFICATION
STREETS
Crack seal pavement on City streets. The crack sealing
prevents water intrusion into the pavement, prolonging the condition and useful life of the pavement.
Crack sealking is part of a comprenhensive pavement
maintenance plan. Streets will be prioritized for crack seal based on the pavement condition index (PCI) rating and
the visual presence of cracks. This provides a longer life cycle for the pavement and reduces costs for
rehabilitation.
