RE: Big Bear Lake Planning Commission Application
Honorable City Council Members, City Manager, City Staff, I have enjoyed serving on the Big Bear Lake Planning Commission the last 2 years and have learned much about specific concerns from our local businesses and residents, as well as the many challenges that city staff faces in balancing those concerns and state laws and enforcement.
For over 30 years, I had the pleasure of devoting time and energy to help improve my community in Santa Ana. Now, as a full-time resident, I would like to continue to leverage my experience and passion for local government to serve the residents, business owners and guests of the City of Big Bear Lake.
My husband and I bought our first weekend/vacation property in Big Bear City in 1988. In 2002, we bought our property in Big Bear Lake and planned to retire here. We retired in 2022 and have been living full time in the Boulder Bay area since then.
I was elected to the Santa Ana City Council in 1998 and reelected in 2002. As members of the City Council, we also served as both the Housing and Redevelopment Authority. I also represented the City Council as a member of the Transportation Corridor Agencies (The Toll Roads).
I served on 2 city boards prior to being elected. In 1991, I drafted the charter to establish a city environmental board and worked with a member of the city council to lobby the City Manager and City Council to create the new committee. The result was a Public Works board (ETAC). I served as a member on it for 6 years. I also served on the city Cable Advisory Board for 4 years. After serving on the city council, I was appointed to the city Community Redevelopment and Housing Commission and served on it for 2 years.
These various positions gave me experience in a wide range of city functions, from General Plan Amendments, Housing development and Redevelopment to building and maintaining park facilities (including the city zoo), recycling efforts and plans to meet state requirements, traffic flows and transportation projects, graffiti removal and negotiating with city labor unions.
I have experience in city-wide visioning and specific visioning for housing allocations, long term environmental and energy goals, and visioning for the city zoo and parks. I have negotiated with small and large developers to improve site plans, architecture, traffic flow, landscaping and to mitigate neighbor concerns.
I’ve watched the Big Bear Valley grow and change for 37 years. I promise to devote my time, energy and experience to help it continue to improve for many years to come as a member of the Planning Commission if I am appointed.
Thank you for your consideration.

I have been volunteering in many organizations over the past several decades. I started with being the secretary, president, and team captain of my local golf club. I was on my HOA board for 15 years, where I was treasurer and served as president for 5 years. I volunteered for the local community center foundation and was president for one year.
One of the councilmen in my town appointed me to the Planning Commission, which I served on for ten years, including chairman.
After attending the Fiesta de la Golondrinas (return of the Swallows) Parade in San Juan Capistrano, I volunteered with staging horse-drawn wagons. I eventually put on the Mercado, with over 100 vendors, and put on the Parade. I was president of the Fiesta association for two years.
Upon retiring, I moved to Big Bear and immediately joined the Big Bear Lake Antique Car Club and RodRiders Car Club.
I have put on the last three Fun Run car shows in the Village and the Cool Run car shows in the convention center.
I was invited to join the Bear Valley Community Healthcare District Foundation. I organized their first annual golf tournament where we raised $20,000 for an eye cataract machine.

Describe what education, professional experience, and/or training you have that you feel qualifies you to serve on the Planning Commission. (RESUME MUST BE ATTACHED) I have been an Executive Producer in the television industry for 20 years, and as a camera operator, editor, director and producer for 20 years prior to that. I've helped create and launch some of the most successful series in unscripted television including The Bachelor, Jersey Shore, Temptation Island and Are You The One? I began as the aerial photographer for the first three Space Shuttle Landings where my footage still plays in the Smithsonian Institute.
I have won 3 Emmy Awards and a Telly Award or directing. I was instrumental in establishing 3 production companies in Los Angeles; Next Entertainment, 495 Productions and Lighthearted Entertainment, where I built built premiere production and post production systems that remain in place today.
As a property owner, I have bought, remodeled and sold 6 homes in Los Angeles and Austin, TX. I've experienced permitting and planning at multiple levels as a homeowner and as a corporate executive, dealing with permitting offices across multiple countries to bring huge productions to these remote locations. As Executive Producer and Show Runner, I've managed multi-million dollar productions with crew of 200 and more in multiple countries and cities across the US. My ability to work with Network Executives and Production Company Executives, while also working with 200 crew below me to achieve the Networks vision is what has made me successful as a Show Runner. This translates to an ability to hear the City Councils concerns and wishes and create a plan to best achieve those goals.
I would like to be a part of creating a Big Bear Lake that one envisions when hearing that name. I will bring a creative angle to what this vision can be, in hopes of raising the bar on what this city can truly be. I would like to see our city welcome visitors from the moment they cross the dam to the time they leave Big Bear City. Getting the state to approve certain improvements along Big Bear Blvd. is critical to this vision. Putting in old-fashioned light posts along the blvd coming into the city, creating an easement for a train or tram with a turn-of-the-century feel would give our city a true mountain village feel. I also would like to see certain properties, like burned out homes and abandoned homes along the blvd. be sold and permitted quickly to business or home owners. I also think waving permits to business investors and homeowners could speed this process as we'll see huge returns on property taxes once these buildings are rebuilt, far surpassing what a permit fee would be.
Explain why you would like to serve on the Planning Commission:
We could beautify many of the shops and businesses along the blvd as well. It's beyond me why we haven't pushed businesses like Auto Zone and Marshalls to embrace the Big Bear building concept, when others have done so in a way that fits into the village concept. An entire shopping center at Von's did so and it's appropriate for our city, but allowing the Auto Zones and Marshalls of the world to ignore these requirements is certainly not the vision I believe is best for Big Bear Lake.
We need to embrace our hiking trails, particularly the annual influx of hikers on the John Muir Trail who visit our town and stay here for days. I also believe we've done well providing events for visitors like car shows and camper exhibits has been beneficial and think we need to do more, particularly in the shoulder season. We're not promoting the live music that this city provides with so much talent, like Austin, TX does by having South by Southwest and ACL. We should be doing similar events, starting on a smaller scale, but provide multiple music events that bring in tourists who enjoy live music.
I've been coming to Big Bear Lake since 1989 with my wife and sons and have seen it change from rundown hotels and restaurants into a much more upscale experience. I have seen the village become a gathering place for all who visit as well as a place for locals to gather during the off-season periods. I believe there is more to do to keep this transformation going, which means extending the village vibe into other areas of the city.
Alterra Mountain Co. is planning to build a huge hotel on the resort property, which will certainly cause more hotels to go our of business. We can't support the number of hotels already in Big Bear and approving another hotel should be reconsidered or at least reduced in size. I understand that this company owns the major source of the reason our visitors come here, but we also need to consider the properties that already exist and avoid running them out of business. It's my understanding that Hampton Inn is now for sale, which is not a good sign when considering adding more hotel rooms.
I believe the market tends to correct itself, while using government restrictions only creates more fines and penalties that turn away possible homeowners and business owners. Covid saw an onslaught of STR remodels which has improved many of the streets in our community. Many old, run down homes, were flipped and decreased the eyesores in Big Bear. Now, with the market shrinking, these homes are being sold and property values are settling down, which is how a market should be allowed to work. I don't believe adding heavy onerous fines for STR owners, while also making the requirements so strict, only turns possible residents, owners and visitors away from Big Bear Lake. Treating our guests with respect and fairness and welcoming them to Big Bear is the most important gesture we can make. These guests are our bread and butter, so we should be welcoming them with open arms and a city that looks like what a mountain resort town should look like.

After 5 years of commercial editing and directing, Scott headed to the 1988 Summer Olympics in Seoul, South Korea where he won his first two Emmy Awards and transitioned him to Hollywood where he worked in music videos, special effects, comedy, early reality, and animation. He worked with artists like Prince, Paul McCartney and Joni Mitchell and comedians like Ben Stiller, Judd Apatow, Jim Carrey, Bob Odenkirk and David Cross on The Cable Guy, Mr. Show, The Ben Stiller Show and other projects. Oh, he also edited on the first 2 seasons of The Real World. As a side gig, he oversaw post-production for The Ren & Stimpy Show and Hey Arnold. Scott also was an editor on the first two seasons of The Real World, when reality tv was born.
The move into producing reality tv began when he helped develop and launch The Bachelor on ABC. As an Executive Producer, Scott had proven he could make hit television as he went on to lead three companies to the height of success. Nash Entertainment, Next Entertainment, 495 Productions and Lighthearted Entertainment all benefited from Scott’s experience in production and post as well creatively. His expertise in setting up post-production departments, production models and workflow environments led these companies to become more efficient and productive at a time when budgets required streamlining every aspect of content creation. Out of these relationships, 5 television shows have been sold internationally and are being produced in countries all over the world.
Scott’s expertise in unscripted, animation, comedy and live stage has cemented his reputation as a respected professional in the entertainment industry. 9336 Civic Center Drive, Beverly Hills, CA 90210
