A Special Meeting of the City Council of the City of Big Bear Lake was called to order by Mayor Melnick at 10:00 a.m., Wednesday, June 11, 2025, at the Civic Center, 39707 Big Bear Boulevard, Big Bear Lake, California.

PUBLIC COMMUNICATIONS
Daniel Gulbranson, Big Bear Lake resident, shared his opinion that there was a lack of staff planning related to this Special Meeting.
Doug Rogers. Big Bear Lake resident, provided a positive reference on behalf of Planning Commission applicant Ernesto Mendoza.
Gabriel Puerta, Big Bear Lake resident. provided a positive reference on behalf of Planning Commission applicant Scott Jeffress.
Jim Lona, Big Bear resident, provided a positive reference on behalf of Planning Commission applicant Ernesto Mendoza.
1. DISCUSSION/ACTION ITEM
1. DISCUSSION RELATED TO THE CITY COUNCIL'S AUTHORITY TO APPOINT BIG BEAR LAKE PLANNING COMMISSIONERS.
City Attorney Steve Deitsch provided the City Council an overview of the City Council's authority to appoint Planning Commissioners and reviewed the appointment process.
2. CONDUCT INTERVIEWS OF PLANNING COMMISION APPLICANTS.
The City Council conducted interviewers of the following Planning Commission applicants.

At the hour of 11:18 a.m., Mayor Melnick called for a short recess.
At the hour of 11:31 a.m., Mayor Melnick reconvened the meeting.
3. DISCUSSION AND ACTION TO APPOINT ONE (1) PLANNING COMMISSIONER FOR A TWO YEAR-TERM EXPIRING JUNE 30, 2027 AND APPOINT THREE (3) PLANNING COMMISSIONERS FOR A FOUR-YEAR TERM EXPIRING JUNE 30, 2029.
At the hour of 2:00 p.m., Mayor Melnick called for a short recess.
At the hour of 2:16 p.m., Mayor Melnick reconvened the meeting.
Councilmember Putz nominated Lisa Bist, Michael LoGrande, and Jim Eakin to the Planning Commission with a four (4) year term expiring on June 30, 2029. He nominated Ernesto Mendoza to the Planning Commission with a two (2) year term expiring on June 30, 2027, and nominated Sara Schacht as an alternate candidate for a 90 day period, if needed.
The nomination to appoint Lisa Bist, Michael LoGrande, and Jim Eakin to a four (4) year term expiring on June 30, 2029, was approved by the following vote:
AYES: Herrick, Putz, Segovia, Melnick
NOES: Hicks
ABSTAIN: None
ABSENT: None
The nomination to appoint Ernesto Mendoza to a two (2) year term expiring on June 30, 2027, was approved by the following vote:
AYES: Hicks, Segovia, Herrick, Putz, Melnick
NOES:
ABSTAIN: None
ABSENT: None
The nomination to appoint Sara Schacht as an alternate candidate to serve on the Planning Commission in the event that there is an unforeseen vacancy within the next ninety (90) days, was approved by the following vote:
AYES: Segovia, Herrick, Putz, Melnick
NOES: Hicks
ABSTAIN: None
ABSENT: None

There being no further business to come before the City Council at this Special Meeting, Mayor Melnick adjourned the meeting at 2:47 p.m.
