MEETING

THROUGH: Erik Sund, City Manager
FROM: Kelly Tinker, Director of Community & Economic Development Andrew Mellon, Community Development Manager

SUBJECT: General Plan Update – Existing Conditions Background Report

BACKGROUND & DISCUSSION
The Consultants, Mintier Harnish, and Staff will facilitate a presentation with the City Council on the Background Report. The Background Report is the first major deliverable for the Big Bear Lake 2050 General Plan Update. The intent of the Background Report is to provide a foundational understanding of the City and present key summaries of existing conditions that will influence future policy decisions in the General Plan. All information in the Background Report is based on readily available data from the City, County, regional agencies, and State and Federal data sets.

The Background Report is organized into a series of chapters meant to mirror the future content and organization of the General Plan for Big Bear Lake.

On June 24, 2026, the Consultants and Staff presented the GPAC Draft Background Report to the GPAC at their second meeting and requested additional feedback from the committee prior to public release of the document. Based on GPAC feedback, the Consultants and Staff made technical adjustments, modifications, and additions to the Background Report including revising the Vacant and Underutilized Map, expanding on tourism, providing statistics for the 12-census track Big Bear Valley for comparison to the City, as well as other minor updates. The Public Review Draft was released in July 2026 and presented during the Community Open House on July 15, 2026, at City Hall. During the open house over 35 community members attended and learned more about the existing conditions in Big Bear Lake. All posters and materials from the event were posted to the General Plan website for individuals to view who were not able to attend in person.
