Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street.
Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

1. Discussion/Action: Refinancing the City’s Outstanding USDA Debt Obligations of Water and Wastewater Systems and the Public Works Facility and Approving Related Items.
A municipal financial advisor has provided the City a proposal to refinance all the referenced debt obligations.

Recommendation: Approve Resolution No. 2022-02, “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS AUTHORIZING THE
REFINANCING OF PRIOR OBLIGATIONS OF THE CITY FOR SAVINGS, AND HIRING FINANCING TEAM.”
2. Discussion/Action: Adoption of a Debt Management Policy.
In connection with the issuance of new debt by the City of Biggs, the City will need to submit to the California Debt and Investment Advisory Commission a preliminary report of debt issuance describing the proposing debt to be issued.
Recommendation: Approve Resolution No. 2022-03, “A RESOLTUION OF
THE CITY COUNTIL OF THE CITY OF BIGGS ADOPTING A DEBT
MANAGEMENT POLICY.”

2. Discussion/Action: Storm Drainage Master Plan Update.
The City of Biggs last updated its Master Storm Drain Plan in 1998.
Recommendation: Staff recommends Council authorize the City Administrator to execute Task Order No. 34 for the Storm Drainage Master Plan Update in the amount of $55,000.
