Council Members: In compliance with the Brown Act, if participating via teleconference please attend at one of the locations listed below and post this notice at a publicly accessible location at the participation location 72- hours before the meeting begins: 480 Aleut Street, Biggs, CA.
Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street.
Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.
Cell Phones and side conversation: Please silence all cell phones, side conversations and other disturbances during the meeting.

Discussion/Action: Adoption of Resolution Authorizing the Entrance into Two Loan Agreements and a Lease Agreement to Refinance Prior USDA Obligations and Approving Related Documents and Actions.
Approval of Resolution No. 2022-05 will enable the City to complete the refinancing of its USDA prior obligations.
Recommendation: Approve Resolution No. 2022-05, “A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF BIGGS AUTHORIZING ENTRANCE INTO
TWO LOAN AGREEMENTS AND A LEASE AGREEMENT TO REFINANCE
PRIOR USDA OBLIGATIONS, AND APPROVING RELATED DOCUMENTS AND ACTIONS.”

1. Discussion/Action: Resolution Authorizing the City Administrator to Represent the City for the Biggs Sewer I&I Study.
Recommendation: Approve Resolution No. 2022-04, “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS AUTHORIZING THE CITY
ADMINISTRATOR TO REPRESENT THE CITY FOR THE BIGGS SEWER I&I STUDY.”
2. Discussion/Action: Council Commission and Committee Appointments Council is asked to consider the current schedule of councilmember and staff appointments and reassign as needed.
Recommendation: Make appointment changes as desired.
