Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 3:00 PM. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street.

A. Ordinance No. 427 – Flood Damage Prevention
Council is asked to consider adopting an ordinance to update City code to conform with the National Flood Insurance Program (NFIP) Floodplain Management Requirements.
Recommendation: Introduce Ordinance No. 427 by reading of title only, “AN
ORDINANCE OF THE CITY OF BIGGS REPEALING AND REPLACING
CHAPTER 12.05 OF THE BIGGS MUNICIPAL CODE, FLOOD DAMAGE PREVENTION”.
B. Ordinance No. 428 – Zoning Code Amendments
Council is asked to consider approval of zoning code amendments that implement SB2 Grant for City of Biggs.
Recommendation: Introduce Ordinance No. 428 by reading of title only, “AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS AMENDING TITLE 14 ZONING OF THE MUNICIPAL CODE REGARDING TEXT
AMENDMENTS TO THE ZONING CODE THAT INCREASE HOUSING
OPPORTUNITIES, PROVIDE CONSISTENCY WITH THE BIGGS GENERAL PLAN, AND WITH STATE HOUSING LAW (UNCODIFIED)”.

2. Discussion/Action: Eleventh Street Sewer Replacement Construction.
The Eleventh Street Sewer Replacement Construction Project was advertised, and the City of Biggs received six contractor bids.
Recommendation: Staff recommends the City Council authorize a project construction budget in the amount of $365,400.00 and authorize the City Administrator to execute a construction contract with C&J General Engineering, Inc. for both the Base Bid and Alternative 1 Bid in the amount of $324,900.00.

1. Discussion/Action: NCPA Assignment Administration Agreement.
Council is asked to consider approving of and authorizing the City Administrator to sign the agreement for Western Area Power Administration Base Resource Percentage between Norther California Power Agency and City of Biggs.
Recommendation: Motion to authorize the City Administrator to sign the Assignment Administration Agreement for Western Area Power Administration Base Resource Percentage between Northern California Power Agency and the City of Biggs.
2. Discussion/Action: Utility Rate Studies for Electric, Water and Sewer Utilities.
Council is asked to consider authorizing the City Administrator to solicit Request for Proposals (RFP’s) for utility rate studies.
Recommendation: Motion to authorize the City Administrator to solicit Request for Proposals (RFP’s) for utility rate studies for the electric, water and sewer utilities through the Northern California Power Agency (NCPA) Support Services Program Agreement.
3. Discussion/Action: Interfund Loan Payoff’s
Council is asked to consider approving interfund loan payoffs and to approve of corresponding budget adjustments.
Recommendation: Motion to authorize the listed interfund transfers and authorize to adjust fund budget expenses and revenues in accordance with the interfund transfers.
4. Discussion: Biggs 4th of July Celebration.
Council will consider the various local activities related to the 4th of July Celebration, and the economics and other attributes of those activities.
