Recommendation: Approve Resolution No. 2022-08, “RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS APPROVING THE
DEPARTMENT OF FORESTRY AND FIRE PROTECTION AGREEMENT
(2CA05715) FOR SERVICES FROM JULY 1, 2022, TO JUNE 30, 2023.” B. Planning: Activity Report
1. Hamman and ECORP Agreements
Council is asked to authorize the City Administrator to execute an agreement to provide planning services for the benefit of the Hamman project, and a deposit agreement with Mr. Hamman whereby Mr. Hamman will pay all associated costs of the defined services.
Recommendation: Approve of and Authorize the City Administrator to sign the following two agreements:
1) ECORP Revised Proposal to Provide an Initial Study for the Kory Hamman Tentative Subdivision Map Project, City of Biggs, Butte County, California. 2) Hamman Deposit Agreement with the City of Biggs.

Discussion/Action: AquAlliance et al. v. Biggs-West Gridley Water District et al.
Butte County Superior Court Case No. 22CV00348. Agreement for Fee and Cost Sharing
Recommendation: Authorize the City Administrator to sign the agreement.
P. City Administrator
1. Discussion/Action: Extension of the Abandoned Vehicle Abatement Program Council is asked to approve a resolution in support of placing a 10-year extension of the Abandoned Vehicle Abatement (AVA) program on the November 2022 ballot.
Recommendation: Approve Resolution No. 2022-06 “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS SUPPORTING AN
ACTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS TO
PLACE A MEASURE ON THE NOVEMBER 8, 2022, BALLOT TO
RENEW FEES PURSUANT TO VEHICLE CODE SECTIONS 9250.7 AND 22710.”
2. Discussion/Action: Authorizing by Resolution Investment of Monies in the Local Agency Investment Fund
Council is asked to approve a resolution authorizing deposits and withdrawals of funds in the Local Agency Investment Fund (LAIF).
Recommendation: Approve Resolution No. 2022-07, “RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF BIGGS AUTHORIZING BY
RESOLUTION INVESTMENT OF MONIES IN THE LOCAL AGENCY
INVESTMENT FUND.”
3. Discussion/Action: Checking Account Authorized Signers
Council is asked to consider authorizing the City Administrator to update the list of checking account authorized signers.

Recommendation: Authorize the City Administrator to update the list of checking account authorized signers as recommended in the staff report.
4. Discussion/Action: Wildfire Mitigation Plan
Given recent, catastrophic wildfires in California, the State passed SB 901 which requires utilities to prepare wildfire mitigation measures.
Recommendation: Approve the 2022 annual Wildfire Mitigation Plan (Plan) in response to Senate Bill 901; and authorize the City Administrator to contract with a third-party vendor to audit this Plan and to provide the audit report to the City Council.
5. Discussion/Action: Lease of Real Property to Gateway Pacific Gateway Pacific has a construction project nearby and would like to utilize the property at 2837 W. Biggs Gridley Road through August 31, 2023.
Recommendation: Authorize the City Administrator to execute a lease of real property to Gateway Pacific, Inc.
