4. CONSENT CALENDAR:
A. Approve May 2022 warrants 36751 – 36810, 9302423 – 9302443 in the amount of $619,134.62.
B. Approve minutes for Regular City Council Meeting of May 10, 2022.
5. SPECIAL SESSION:
A. Discussion/Action: Auditor Contract
Council is asked to consider a continuation of auditing services with RT Dennis Accountancy.
Recommendation: Authorize the City Administrator to contract for audit services with RT Dennis Accountancy for the fiscal years ending June 30, 2022, 2023 and 2024.
B. Discussion/Action: Biggs-West Gridley Water District (BWGWD) Assignment Council is asked to approve by resolution the BWGWD assignment and authorize the City Administrator to execute the assignment on behalf of the City.
Recommendation: Approve Resolution No. 2022-09, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING ASSIGNMENT OF RIGHT OF
ALLOTED WATER WITHIN BIGGS-WEST GRIDLEY WATER DISTRICT FROM THE CITY OF BIGGS TO JON JUSTESON.”
C. Discussion/Action: Power Source Disclosure 2021 Approval The City of Biggs and other load serving entities have been required to report to the California Energy Commission a disclosure of power sources.
Recommendation: Approve the City of Biggs Power Source Disclosure report to the California Energy Commission for calendar year 2021.

D. Discussion/Action: November 08, 2022, Election
Council is asked to consider a resolution to call for a general municipal election to be held on November 8, 2022, for the purpose of electing four members to the City Council, one to serve a two-year term ending 2024, and three to serve a four-year term ending 2026.
Recommendation: Approve Resolution No. 2022-10, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS CALLING A GENERAL MUNICIPAL ELECTION ON NOVEMBER 8, 2022, FOR THE PURPOSE OF ELECTING FOUR
MEMBERS TO THE CITY COUNCIL AND REQUESTING CONSOLIDATION OF
THAT ELECTION WITH THE CONSOLIDATED GENERAL ELECTION TO BE HELD NOVEMBER 8, 2022.”
E. Discussion/Action: SB1 Project List for FY 22-23 to the California Transportation Commission
The State of California has created the Road Maintenance and Rehabilitation Account where new SB1 funds will be deposited for distribution to the City. The projected SB1 revenue for the City of Biggs for FY 2022-23 is $39,366.
Recommendation: Approve Resolution No. 2022-11, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-23 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.”
F. Discussion/Action: Fiscal Year 2021-2022 Budget Adjustments Council is asked to consider approving Fiscal Year 2021-2022 Budget Adjustments.
Recommendation: Motion/Second to authorize the listed Fiscal Year 2021-2022 Budget Adjustments in the staff report.
G. Discussion/Action: Fiscal Year 2022-2023 Budget Approval Council is asked to approve the proposed 2022-2023 Budget.
Recommendation: Approve Resolution No. 2022-12, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING THE PROPOSED BUDGET FOR THE CITY OF BIGGS ENTITLED ‘2022-2023 BUDGET, CITY OF BIGGS’.” H. Eleventh Street Sewer Project – Verbal Update

I. Discussion/Action: Water Well Permit Issuance Letter Council is asked to consider approval of a letter to Butte County Environmental Health Department regarding the issuance of water well permits within the City of Biggs GSA (Groundwater Sustainability Agency).
Recommendation: Approve the attached letter to Butte County Environmental Health Department regarding the issuance of water well permits within the City of Biggs GSA.
