SPECIAL MEETING June 7, 2022

1. SPECIAL MEETING CALLED TO ORDER:
The special council meeting was called to order at 12:00 p.m. by Mayor Sheppard. Vice Mayor Bassett, Councilmembers Buck, Nuchols and Squires were present. Staff present: City Administrator Mark Sorensen, City Attorney Greg Einhorn, and City Clerk Roben Benish.

A. Approve May 2022 warrants 36751 – 36810, 9302423 – 9302443 in the amount of $619,134.62.
B. Approve minutes for Regular City Council Meeting of May 10, 2022.

5. SPECIAL SESSION:
A. Auditor Contract.
Motion/Second to authorize the City Administrator to contract for audit services with RT Dennis Accountancy for the fiscal years ending June 30, 2022, 2023, and 2024. (Bassett/Nuchols, MCU)
B. Biggs-West Gridley Water District Assignment.
Motion/Second to approve Resolution No. 2022-09, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS APPROVING ASSIGNMENT OF RIGHT OF
ALLOTED WATER WITHIN BIGGS-WEST GRIDLEY WATER DISTRICT FROM THE CITY OF BIGGS TO JON JUSTESON.” (Squires/Bassett, MCU) C. Power Source Disclosure 2021 Approval.
Motion/Second to approve the City of Biggs Power Source Disclosure report to the California Energy Commission for calendar year 2021. (Nuchols/Sheppard, MCU) D. November 08, 2022, Election.
Motion/Second to approve Resolution No. 2022-10, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS CALLING A GENERAL MUNICIPAL ELECTION ON NOVEMBER 8, 2022, FOR THE PURPOSE OF ELECTING FOUR
MEMBERS TO THE CITY COUNCIL AND REQUESTING CONSOLIDATION OF
THAT ELECTION WITH THE CONSOLIDATED GENERAL ELECTION TO BE HELD NOVEMBER 8, 2022.” (Bassett/Sheppard, MCU)

Motion/Second to approve Resolution no. 2022-11, “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-23 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.” (Squires/Nuchols, MCU)
F. Fiscal Year 2021-2022 Budget Adjustments.
Motion/Second to authorize the listed Fiscal Year 2021-2022 Budget Adjustments in the staff report. (Nuchols/Sheppard, MCU)
G. Fiscal Year 2022-2023 Budget Approval.
Motion/Second to approve Resolution No. 2022-12, “RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF BIGGS ADOPTING THE PROPOSED BUDGET FOR THE CITY OF BIGGS ENTITLED ‘2022-2023 BUDGET, CITY OF BIGGS’.” (Squires/Nuchols, MCU)
H. Eleventh Street Sewer Project verbal update by City Administrator Mark Sorensen.
I. Water Well Permit Issuance Letter.
Motion/Second to approve the attached letter to Butte County Environmental Health Department regarding the issuance of water well permits within the City of Biggs Groundwater Sustainability Agency. (Sheppard/Nuchols, MCU)
6. INFORMATIONAL: The regular meeting of June 14, 2022, will be cancelled.
7. ADJOURNMENT: Council adjourned the special meeting at 12:39 p.m.
