7. CONSENT AGENDA
A. Approval of warrants: 37189 – 37249, 9302584 – 9302610, 110720221, 111520221, 111620221 and 112320221 for the month of November 2022 in the amount of $517,304.08.
B. Approval of Regular City Council Meeting Minutes for November 8, 2022, and Special Meeting Minutes of November 11, 2022, and December 5, 2022.
C. Acknowledge receipt of Butte County Animal Control Activity Log and Impound Log for November 2022.
D. Approve the Letter of Support for Butte Subbasin DWR Proposition 68 (Round 2) Grant Application.
E. Approve Second Reading of Ordinance No. 429 by reading of title only, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BIGGS, REZONE 2022- 01, ASSESSOR PARCEL NUMBERS 022-016-091 & 001-110-007.” F. Approve Contract Amendment No. 1 with USA Waste Management and authorize the Interim City Administrator to sign.
Action: It is recommended items “A” through “F” be acted on simultaneously unless separate actions are requested by a Councilmember or a member of the audience.

1. Discussion/Action: Calpine Geothermal Energy Purchase NCPA is now finalizing an energy purchase agreement with Calpine Geothermal.
This is a 12-year purchase agreement, beginning in 2025. The current plan is for the City of Biggs to purchase 0.2 MW in 2025 and 2026, and 0.4 MW during the years 2027-2037.
Recommendation: Consider the presentation by NCPA staff and provide direction to staff to bring back to the City Council the appropriate energy purchase documents.
2. Discussion/Action: Purchase of City Vehicle.
The City of Biggs does not currently have a vehicle for use by City Staff and City Council members for City Business.
Recommendation: Direct Staff.
3. Discussion/Action: Hours of Operation for City Hall.
With the retirement of one of our Accounting Technicians, the office may need to be closed during the lunch hour.
Recommendation: Approve new office hours of City Hall.
