1. Discussion/Action: Auto Meter Reading System
Our MVRS automated meter reading software recently crashed. Support for this software was discontinued in 2021. If an effective “work around” cannot be established, it could mean performing manual meter reads which will be a huge drain on limited staff resources.

Recommendation: Direct staff to prepare and advertise a Request for Proposals to upgrade the City System to an Advanced Metering Infrastructure (AMI) system.

Once proposals are received and evaluated, the contract will be brought back to Council for consideration.

2. Discussion/Action: Consider Installation of License Plate Recognition Traffic Cameras.

The City of Biggs contracts with the Butte County Sheriff’s Office for Law Enforcement Services and their office is working to put together a contract with Flock Safety to install license plate reading cameras in multiple locations throughout the County.

Recommendation: Direct Staff.

3. Discussion/Action: Processing Agreement for City of Biggs Application Processing.

When private development projects are submitted for processing, many times there are contracted expenses such as planning and/or engineering reviews that are billed to the applicants. One such project moving forward is the Tree House Subdivision that will require the services of an outside Environmental Firm to prepare the Initial Study and Mitigated Negative Declaration Environmental Document.

Recommendation: Review and direct staff to use the Processing Agreement in conjunction with the Tree House Subdivision Initial Study and Mitigated Negative Declaration.

4. Discussion/Action: Commission and Committee Appointments.

Council will consider the current schedule of Council member and staff appointments on various boards and commissions and may take action to reassign as needed and as desired.

Recommendation: Make desired appointment changes.
