Public comments on agenda items are welcomed and encouraged in advance and will be accepted until 8:00 a.m. on the meeting date by emailing the City Clerk at [email protected] or via the drop box at 465 C Street.
Comments will be conveyed to the Council for consideration.

Speaking Time Limit: Three-minute time limit for each speaker unless Council specifies a different time limit based on the time allotted for the item and/or the number of speakers.
Written Materials: Council is unable to read written materials presented at the meeting. If a person intends to appear before the Council and provide written material, that written material should be delivered to the City Clerk at least 10 days in advance of the meeting date.

4. CLOSED SESSION: REAL PROPERTY NEGOTIATIONS: The City Council may meet in closed session with its negotiator per 54956.8 Ch. VI, to consider the price and terms of payment in connection with the purchase, sale, exchange, or lease of real property.
5. RESUME SPECIAL SESSION
A. Discussion/Action: Real Property Transaction
The City has been presented with a contractual offer for real property within the city limits.
Recommendation: Direct Staff.
B. Discussion/Action: Employee Classification Update
In 2010, the Council adopted a classification plan and staffing requirements guideline to provide direction to the City Administrator.

Recommendation: Move to approve the City of Biggs classification plan, updating staffing guidelines as outlined in Appendix A, and align the Employee Manual, labor agreements, and other personnel documents accordingly.
C. Discussion: Disposal of Surplus Equipment Fleet Management The Public Works Superintendent seeks guidance and direction from Council about the Disposal of Surplus Equipment Fleet Management.
Recommendation: Direct Staff.
