6. DEPARTMENT REPORTS
A. Planning:
1. Activity Report
2. Discussion/Action: Consideration and action to approve purchase and sale agreement of real property between the City of Biggs and Dollar General.
The City has been presented with a contractual offer for real property within the city limits.
Recommendation: Take action on the contract and advance the Dollar General Store.
3. Discussion/Action: Annexation 20-01, Pre-zone 20-02, and Tentative Subdivision Map 20-01 (Boeger) – 3286 4th Street, APNs 022-110-019 and -013.
Planning Department staff recommend that the City council review the rankings assigned by City staff to each of the environmental consultants who responded to a Request for Proposals issued by the City of Biggs in November 2022.
Recommendation: Direct staff to prepare a third-party contract between the City of Biggs and LACO Associates for an Initial Study/Mitigated Negative Declaration for the Tree House Subdivision Project and authorize the City Administrator to sign. Staff also recommends that a minimum deposit of 50 percent of the total contract amount be collected from the applicant prior to initiating the contract.
4. Discussion/Action: Phased Annexation Plan Consultant Contract Planning Department staff recommends that the City Council direct staff to complete a contract between Consultant PlaceWorks and the City of Biggs for final preparation of a Phased Annexation Plan to be paid by a reimbursable SB2 Grant Award implemented by the State Housing and Community Development Department.
Recommendation: Motion/Second to prepare a contract between Consultant PlaceWorks and the City of Biggs for final preparation of a Phased Annexation Plan.

B. Public Works:
Discussion: Disposal of Surplus Equipment Fleet Management.
The Public Works Director uses a Fleet Management Plan to maximize our assets’ value over time while avoiding repairs and maintenance costs.
Recommendation: This is an informational item.
C. Engineering: Activity Report
D. City Administrator Reports
1. Discussion/Action: Electrical Service Extension
California Law allows municipal utilities to provide services to areas that will be annexed. Places in the sphere of influence can be served with Biggs Municipal Utilities if they are in the Sphere of Influence and LAFCO approves of the extension.
Recommendation: The City of Biggs completes an application to offer electrical services in the Biggs Sphere of Influence and develops a program to provide electrical service efficiently and cost-effectively to residents and businesses.
2. Discussion: Budget Update – Invitation to a Workshop The City Administrator and the City Finance Advisor, Roy Seiler, will hold a workshop on September 19th to discuss the City’s finances and budget.
3. Discussion/Action: Employee Classification Update
In 2010, the Council adopted a classification plan and staffing requirements guideline to provide direction to the City Administrator.
Recommendation: Move to approve the City of Biggs classification plan, updating staffing guidelines as outlined in Appendix A, and aligning the Employee Manual, labor agreements, and other personnel documents accordingly.
4. Discussion/Action: Designate Emergency Services Assistant & Order of Succession The City Administrator, on an annual basis, reviews and updates the emergency plan for the City. The emergency plan exists in the municipal code Chapter 2.25.
Recommendation: Move to approve an order of succession related to Municipal Code Section 2.25.060(2) of Councilmembers Nuchols, Sheppard, Squires, and Buck.
